Tinubu said this on Monday while offering his condolences to the bereaved families during his visit to Maiduguri, the Borno State capital.

President Bola Tinubu has described the military drone attack on Tundun Biri in the Igabi Local Government Area of Kaduna State, Northwest Nigeria as a wish of God.

“Our purpose is to condole the entire country through the Army on the loss of lives in Kaduna. It’s tragic. But as people of faith, and as people who believe in his country. And importantly, faith, led through Mawlid al-Nabi… We must state therefore as a tragic event decided by God, otherwise, it won’t happen,” President Tinubu said.

SaharaReporters had reported how scores of Muslims from the community were killed by a military drone attack.

Nura MC Khan, who claimed to be a resident of the community was among those who first confirmed the incident on his Instagram page.


He wrote: “IN OUR VILLAGE (TUDUN BIRl) LOCATED IN IGABI LGA BEHIND KADUNAAIRPORl. THE PEOPLE OF THE VILLAGE ARE ATTENDING THE MAULUD OF THE PROPHET SAW. THEN A PLANE CAME DOWN THE BOMBERS WHERE MANY PEOPLE DIED UNTIL NOW THE NUMBER OF THE PEOPLE WHO DIED ls UNKNOWN. GOD BLESS THEM AND FORGIVE THEM AND MAKE OUR FUTURE PARADISE.”

Reporting the President’s visit to Maiduguri in a statement, the Special Adviser to the President on Media And Publicity, Chief Ajuri Ngelale further quoted Tinubu as saying: "They were Nigerians of profound faith and in the moment of the tragedy, they were reciting the Shadada. God Almighty comforts their families as their nation grieves their passage into glory. May their souls rest in eternal peace.”

The statement said, “Speaking at the palace of the Shehu of Borno, Alhaji Abubakar Ibn Umar Garbai Al-Amin El-Kanemi, the President pledged that the Federal Government will continue to do all within its powers to provide support and care to the families of all Nigerians affected by the remnants of insecurity in parts of Borno State.”

"This is my most sacred responsibility and the trajectory of the larger effort shown by the ratio of victory over defeat has been sliding well in our favour since the new administration has resumed office. We are not satisfied yet. We are not satisfied until we reach the end of insecurity in Nigeria," the President declared.


He noted that the President declared that under his watch, security issues would remain a top priority, but not limited only to battlefield concerns.

"We will provide better amenities and benefits to our gallant armed forces and their families. We are committed to this and this is factored into the 2024 budget. We will ensure that our administration reflects the grateful heart of the Nigerian people in the way we treat those who make the ultimate sacrifices on our behalf," the President affirmed.

“Under President Tinubu’s leadership, the Office of the National Security Adviser has worked diligently to connect all branches of the nation's security architecture by closely coordinating missions and enhancing inter-agency intelligence sharing at all levels. Borno State Governor, Prof. Babagana Zulum acknowledged the steady improvement in collaboration between the security agencies and the Borno State Government.

"We have seen the close working relationship between our state and the security agencies. The results are speaking for themselves. We remain committed to the achievement of the Renewed Hope Agenda in the fight against insecurity anywhere it exists in Nigeria. We thank you for your leadership, Mr. President. We will continue to give all required support to the Nigerian Armed Forces," Governor Babagana Zulum said.

“On his part, the Shehu of Borno, Alhaji Abubakar Ibn Umar Garbai Al-Amin El-Kanemi urged the President to deliver his infrastructural interventions to areas that have been hard hit by insurgency over the years.

"We seek the revival of the Lake Chad Commission to provide succour to the large communities in the Lake Chad's surrounding areas. We seek power projects and job creation initiatives for our unemployed youths. Governor Zulum has been performing beyond what is humanly possible but his resources are limited. Please assist him," the Shehu of Borno stated.

“Commending the Shehu of Borno for supporting the government of Borno State and the Federal Government in maintaining peace and stability in the region, President Tinubu promised to enhance the active involvement of traditional institutions in ensuring stability at the grassroots level across the country.”

Data Supporting Casgevy

The safety and effectiveness of Casgevy were evaluated in an ongoing single-arm, multi-center trial in adult and adolescent patients with SCD. Patients had a history of at least two protocol-defined severe VOCs during each of the two years prior to screening. The primary efficacy outcome was freedom from severe VOC episodes for at least 12 consecutive months during the 24-month follow-up period. A total of 44 patients were treated with Casgevy. Of the 31 patients with sufficient follow-up time to be evaluable, 29 (93.5%) achieved this outcome. All treated patients achieved successful engraftment with no patients experiencing graft failure or graft rejection.

The most common side effects were low levels of platelets and white blood cells, mouth sores, nausea, musculoskeletal pain, abdominal pain, vomiting, febrile neutropenia (fever and low white blood cell count), headache and itching.

Data Supporting Lyfgenia

The safety and effectiveness of Lyfgenia is based on the analysis of data from a single-arm, 24-month multicenter study in patients with sickle cell disease and history of VOEs between the ages of 12- and 50- years old. Effectiveness was evaluated based on complete resolution of VOEs (VOE-CR) between 6 and 18 months after infusion with Lyfgenia. Twenty-eight (88%) of 32 patients achieved VOE-CR during this time period.

The most common side effects included stomatitis (mouth sores of the lips, mouth, and throat), low levels of platelets, white blood cells, and red blood cells, and febrile neutropenia (fever and low white blood cell count), consistent with chemotherapy and underlying disease.

Hematologic malignancy (blood cancer) has occurred in patients treated with Lyfgenia. A black box warning is included in the label for Lyfgenia with information regarding this risk. Patients receiving this product should have lifelong monitoring for these malignancies.

Both the Casgevy and Lyfgenia applications received Priority Review, Orphan Drug, Fast Track and Regenerative Medicine Advanced Therapy designations.

FDA Approves First Gene Therapies to Treat Patients with Sickle Cell Disease

For Immediate Release:December 08, 2023

Today, the U.S. Food and Drug Administration approved two milestone treatments, Casgevy and Lyfgenia, representing the first cell-based gene therapies for the treatment of sickle cell disease (SCD) in patients 12 years and older. Additionally, one of these therapies, Casgevy, is the first FDA-approved treatment to utilize a type of novel genome editing technology, signaling an innovative advancement in the field of gene therapy. 

Sickle cell disease is a group of inherited blood disorders affecting approximately 100,000 people in the U.S. It is most common in African Americans and, while less prevalent, also affects Hispanic Americans. The primary problem in sickle cell disease is a mutation in hemoglobin, a protein found in red blood cells that delivers oxygen to the body’s tissues. This mutation causes red blood cells to develop a crescent or “sickle” shape. These sickled red blood cells restrict the flow in blood vessels and limit oxygen delivery to the body’s tissues, leading to severe pain and organ damage called vaso-occlusive events (VOEs) or vaso-occlusive crises (VOCs). The recurrence of these events or crises can lead to life-threatening disabilities and/or early death. 

“Sickle cell disease is a rare, debilitating and life-threatening blood disorder with significant unmet need, and we are excited to advance the field especially for individuals whose lives have been severely disrupted by the disease by approving two cell-based gene therapies today,” said Nicole Verdun, M.D., director of the Office of Therapeutic Products within the FDA’s Center for Biologics Evaluation and Research. “Gene therapy holds the promise of delivering more targeted and effective treatments, especially for individuals with rare diseases where the current treatment options are limited.” 

Casgevy, a cell-based gene therapy, is approved for the treatment of sickle cell disease in patients 12 years of age and older with recurrent vaso-occlusive crises. Casgevy is the first FDA-approved therapy utilizing CRISPR/Cas9, a type of genome editing technology. Patients’ hematopoietic (blood) stem cells are modified by genome editing using CRISPR/Cas9 technology. 

CRISPR/Cas9 can be directed to cut DNA in targeted areas, enabling the ability to accurately edit (remove, add, or replace) DNA where it was cut. The modified blood stem cells are transplanted back into the patient where they engraft (attach and multiply) within the bone marrow and increase the production of fetal hemoglobin (HbF), a type of hemoglobin that facilitates oxygen delivery. In patients with sickle cell disease, increased levels of HbF prevent the sickling of red blood cells.

Lyfgenia is a cell-based gene therapy. Lyfgenia uses a lentiviral vector (gene delivery vehicle) for genetic modification and is approved for the treatment of patients 12 years of age and older with sickle cell disease and a history of vaso-occlusive events. With Lyfgenia, the patient’s blood stem cells are genetically modified to produce HbAT87Q, a gene-therapy derived hemoglobin that functions similarly to hemoglobin A, which is the normal adult hemoglobin produced in persons not affected by sickle cell disease. Red blood cells containing HbAT87Q have a lower risk of sickling and occluding blood flow. These modified stem cells are then delivered to the patient. 

Both products are made from the patients’ own blood stem cells, which are modified, and are given back as a one-time, single-dose infusion as part of a hematopoietic (blood) stem cell transplant. Prior to treatment, a patients’ own stem cells are collected, and then the patient must undergo myeloablative conditioning (high-dose chemotherapy), a process that removes cells from the bone marrow so they can be replaced with the modified cells in Casgevy and Lyfgenia. Patients who received Casgevy or Lyfgenia will be followed in a long-term study to evaluate each product’s safety and effectiveness. 

“These approvals represent an important medical advance with the use of innovative cell-based gene therapies to target potentially devastating diseases and improve public health,” said Peter Marks, M.D., Ph.D., director of the FDA’s Center for Biologics Evaluation and Research. “Today’s actions follow rigorous evaluations of the scientific and clinical data needed to support approval, reflecting the FDA’s commitment to facilitating development of safe and effective treatments for conditions with severe impacts on human" health.”

The Minister of Humanitarian Affairs and Poverty Alleviation, Betta Edu, has revealed that Bishop David Oyedepo of the Living Faith Church, also known as Winners’ Chapel, had prayed for her to become a minister in Nigeria.

The minister, who was appointed by President Bola Tinubu in August, said this while recounting her 2022 experience of the yearly Shiloh programme held the first week of December.

Speaking on Friday, she had introduced herself earlier while sharing, saying, “Church praise the Lord! Praise the Lord!! My name is Dr. Betta Edu and I came to thank God.

“Last year at Shiloh 2022, I prayed and told God that by the next time I come for the next year’s Shiloh, I want to be a minister of the Federal Republic of Nigeria”

She continued, “On the last day of Shiloh, just as I was walking out, I saw Papa, Bishop David Oyedepo, and I went to greet him and meet him as usual and I whispered to him, ‘Papa, I need you to pray for me. I have just one prayer request now’. And he said, ‘What is it?’ I said, ‘I want to come back to Shiloh 2023 as a minister of the Federal Republic of Nigeria’. He put his hand on my head and he said, ‘It is done’. I stood up and I left.”


While appreciating God, Edu said, “I came today to return all glory to God that in spite of all odds, today I’m a minister of the Federal Republic of Nigeria. One of the youngest in the Fourth Republic.

“People of my age are not at the Federal Executive Council of Nigeria in this Fourth Republic. But today, I can boldly stand here to say, ‘God did it’. I came to return all glory to God.”

The main worry is that cap on extension of PGWP. What happens after the Post Graduate Work Permit has expired and the international student has not been lucky with PR application. Na to return back to his or her country. There are piles and piles of PR application waiting to be attended to, and some international students, even with the Canadian work experience and Canadian education have not been able to make the cut for PR.

"Moving to a more accurate cost of living level that helps international students arrive with necessary resources to live and study in Canada, future increases will be tied to the low-income cut-off Statistics Canada announces every year," he said.

For 2024, a single applicant will need to show they have $20,635, representing 75 per cent of low-income cut-off (LICO), in addition to their first year of tuition and travel costs. The change will apply to new study permit applications received on or after Jan.1, 2024.

The threshold will then be adjusted each year when Statistics Canada updates the LICO. The LICO represents the minimum income necessary to ensure that an individual does not have to spend a greater than average portion of income on necessities.


Miller announced a handful of other updates to the international student program, including that the waiver on the 20-hour-per week off-campus work limit(opens in a new tab) will be extended to April 30, 2024 for current international students. Moreover, Miller said the government is considering expanding the off-campus work hours for international students to 30 hours per week while class is in session.

"Our data shows us that 80 per cent of international students work more than 20 hours per week," he said.

The federal government launched the pilot project that removed the cap on the number of off-campus hours international students can work in November 2022, and it was set to expire at the end of this month.

Miller also announced the extension of a distance learning measure that allowed students to count time spent studying online toward the length of a future post-graduation work permit, as long as it constitutes less than 50 per cent of the program of study. The measure will stay in place for students who begin a study program before Sept. 1, 2024, but not for students who begin study on or after that date.

Meanwhile, the government will wind down a temporary policy to allow international graduates with expired or soon-to-be-expiring work permits to apply for an 18-month permit extension. Foreign nationals with a post-graduation work permit expiring up to Dec. 31, 2023 are still eligible to apply, but anyone whose permit is set to expire after that date is not.

The changes come as Miller said the federal government plans to "significantly" limit the number of visas issued to international students "to ensure that designated learning institutions provide adequate and sufficient student supports as part of the academic experience."

Last month, in response to growing concerns about the rising cost of living and widespread affordable housing shortages in Canada, the ministry announced a new framework to recognize learning institutions that provide international students with high-quality services and support, including housing.

"It would be a mistake to blame international students for the housing crisis but it would also be a mistake to invite them to come to Canada with no support including how to put a roof over their heads," Miller said on Thursday.

"That's why we expect learning institutions to only accept the number of students that they're able to provide for, able to house or assist in finding off-campus housing."
