For the first time in the history of trading US crude, West Texas Intermediate, its benchmark, is trading in negative territory.

As of 8:22pm on Monday, US WTI was trading at $-37.45 per barrel according to prices displayed on Bloomberg energy terminal.

While this is not good news for oil-producing countries, here are a few questions to help you better understand the situation.

Q: What does trading in negative territory mean?

A: A simple way of explaining it is that traders will pay their customers for patronising them

Q: Is this a good thing?

A: No, it is not. Traders and oil exploring companies are running at a loss. It also means that there is no storage space to store excess production.

Q: Will this price be the same across the entire industry?

A: No, the negative price is only for US crude. Also, it only applies to May futures as the contract for June delivery is still at $22/barrel and July is at $27/barrel.

Q: Futures? What does that mean?

A: In the crude oil industry, refiners and other buyers can pay ahead for crude that would be delivered at a later date. Thus, some of the May futures would have been sold earlier in the year for as high as $50 or $60 if the customers negotiated or paid in January.

Q: So oil is not valueless yet?

A: No, it isn’t

Q: So how does this affect other producers?

A: This would serve as a warning for the Organisation of Petroleum Exporting Countries (OPEC) of how bad the demand problem has gotten.

Q: So what about the price of Nigeria’s crude oil?

A: Nigeria’s crude oil is benchmarked against the Brent crude. At present, the price of a barrel of Brent crude is $25. Although traders in the market said Nigeria’s Bonny Light was sold for between $13 and $15 recently, the price is not yet in negative territory.

Q: Will this blow over?

A: It is expected that the global economy will rebound gradually once coronavirus-induced lockdowns are lifted and activities resume.

SaharaReporters has learned from presidency sources that Senate President Bukola Saraki has formed an alliance with a cabal within the Aso Rock Villa determined on confusion and disorder rather than witness Acting President Yemi Osinbajo assume full presidential powers.

The new balance of forces emerges as the cabal has found it impracticable in the past few weeks to bring back ailing President Muhammadu Buhari to the country.

Buhari's doctors continue to insist he cannot function or run Nigeria in his present state of health, but the cabal, which is using ethnicity and religious sentiments to foment deep-seated animosity against the Acting President, has continued to explore its options.

To that end, it met recently in Saudi Arabia with Mr. Saraki, led by Isa Funtua, a failed businessman who was owner of now bankrupt Bullet Construction Company, while Saraki led some senators. Also in the Senate President’s group were Ahmadu Adamu Mu'azu, a former Bauchi State Governor and ex-chairman of the Peoples Democratic Party chairman who fled Nigerian on exile, as well as Bala Mohammed, a former Minister of the Federal Capital Territory who is undergoing trial for money laundering.

Our sources say the cabal held several meetings with Saraki’s team, the senators included having been sponsored to the lesser hajj on fat allowances from the coffers of the National Assembly.

At the meeting, the cabal decided on a number of options to force Acting President Osinbajo out of power. The options include bringing Mr. Buhari to Nigeria in whatever condition he might be. That plan was to use the gravely sick president’s presence to implement their agenda by
insisting he is not the first leader to become sick in office, citing those countries whose leaders were sick but remained in office.

That option created difficulties on account of Buhari's precarious condition, including lapses of lucidity. Sometimes, says one of our
sources, the president does not even remember where he is. Besides, Buhari often loses his voice as a side effect of one of the drugs prescribed for him by UK doctors.

A second option considered by the cabal was to force Mr. Osinbajo to accept current Attorney General of the Federation, Abubakar Malami, as the Vice President. In that event, the cabal would prevail on President Buhari to resign, provided that Mr. Osinbajo agreed to drop all corruption cases against senators and withdraw the Federal Government’s appeal against a verdict of the Code of Conduct Tribunal that cleared Mr. Saraki of charges that he violated asset declaration laws. In addition, Mr. Osinbajo would commit to remove Ibrahim Magu from the chairmanship of the Economic and Financial Crimes Commission (EFCC).

One source said Mr. Saraki was opposed to the plan as he aspires to become the VP so as to be assured of immunity from prosecution. However,
cabal members favor Mr. Malami because they consider him somebody who comes from the “core north” and would be more acceptable to their base, a profile Saraki does not fit.

The third option weighed by the cabal was to create enough political crisis in the country as to provoke a military takeover of power. However, that option proved problematic when Western diplomats sternly signaled that they would not accept a military coup in Nigeria as such an intervention could lead to Nigeria's break up. Even so, one of our sources said the cabal members had not altogether abandoned that option.

On his return from the hajj, Mr. Saraki held several meetings with senators loyal to him and directed them not to entertain any motion calling for Mr. Buhari's resignation unless his own position as the prospective VP was assured. On his part, Mr. Isa Funtua met with numerous northern politicians, powerful civil servants and military officers and warned that the North could not afford to “lose power” to the Yoruba. He reminded them that, when former President Umaru Yar’Adua died, the North ceded power to Goodluck Jonathan, an Ijaw man they thought would be easy to manipulate. However, within a few months of assuming the presidency, Mr. Jonathan, he claimed, gave all the important appointments “to his people.” He stated that the Yoruba were
way too smart to be left with power for the remainder of Mr. Buhari's term.

It is to be noted that the sudden resurgence on Tuesday of senators’ obsession with removing Mr. Magu was not a coincidence. Some top National Assembly sources revealed that the demand for Magu to be fired was the first salvo in a planned set of orchestrated moves meant to subvert the Nigerian constitution and avert a potential Osinbajo presidency.

Osinbajo's offense, according to the sources, is that he has stood solidly behind the President in the nomination and preference of Mr. Magu as EFCC Chairman.

The situation on Tuesday was so bad that while Senator Eyinnaya Abaribe was moving a motion asking the Senate to declare Saraki “Acting President,” Mr. Osinabjo was already back in Abuja from his trip to the African Union summit in Addis Ababa.

Apparently, Abaribe and Senator Kabir Marafa did not know, and Saraki shut down the motion pretending as though he had no prior knowledge of it. However, several Senate sources told SaharaReporters that Saraki had simply forgotten to inform Abaribe and others involved in the plot that Osinbajo had returned to Abuja overnight.

What Nigerians saw on Tuesday at the Senate was part of the pre-arranged onslaughts against Osinbajo that were decided in Saudi Arabia between representatives of the cabal and the Senate President’s team.

In keeping with the agreements reached at their meetings in Saudi Arabia, Senator Saraki and members of the cabal will in the next few weeks continue to heat up the system and provoke disorder, in the hope of encouraging a military coup.

The two groups’ fourth option is to cause enough problems for Osinbajo that he will quietly resign because the coalition against him believes he is not a politically ambitious person. That silent option is known as the "Shonekan option," referring to how Ernest Shonekan was eased out by General Sani Abacha in 1993 shortly after former President Ibrahim Babangida was forced out by a military cabal in the wake of his annulment of the June 12 elections.

Under any of the options, a source confided that Saraki believes that sooner or later, the presidency will be his to pluck.

One Presidency source asserted that cabal members who will provide logistics for the move against Mr. Osinbajo include the current Director General of the Department of State Services, Lawan Daura, who is said to be fully bothered about his own fate because of tons of insider DSS petitions and queries about him in the past and now. It is believed Saraki has offered him protection and retention in office under the new deal.

Daura is also expected to clamp down on social media and target social media users including SaharaReporters. To achieve this objective, Daura has reportedly sent a whole team of DSS operatives to Russia to figure out how to achieve a social media shutdown.

The Chief of Staff, Abba Kyari, who became the cabal's arrowhead, is said to have become somewhat more cautions, even becoming close to Osinbajo, but our sources say this is a strategy to elude scrutiny and suffer less pressure from the media, especially as it has become clear Buhari may not return very soon, or in good health. In the words of an Aso Rock source, "He has become much more circumspect these days."

But the Senate President, according to one principal Senate principal officer, is "now the one calling the shots, calling meetings of service chiefs at his residence to dish out instructions that ought to be coming from the Acting President because some of the representatives of the cabal he met with in Saudi Arabia told him they would prefer him to be the next president."

A senator who pleaded anonymity said the preference for Saraki is simply based on their shared horror of allowing Osinbajo to clinch power with Magu as EFCC chairman. While the members from both sides try to couch the rhetoric in ethnic terms, according to him, "the real driving force behind this new working arrangement is that Saraki will be the first politician to create a thief paradise much like IBB of years past."

Although not trusted by many of the Senate's principal officials, Saraki continues to wield considerable influence because of the amount of resources and money he has made available to the officials, including financial gifts to a number of senators using official and personal means.

Indeed the Senate President, who was heavily implicated in the Panama Papers, is also believed to have stolen at least N3.5 billion from the Paris Club refunds in recent weeks. While two other governors indicted in stealing part of the funds have quickly made refunds after they failed to get the protection they sought from the presidency, Saraki has simply refused to return his own part of the loot. And this partly explains his resolve to fight harder now, an informed source explained.

He asked: "We know Saraki is wily and full of treachery, everyone knows that, but what do you expect some of us to do if he asks for our support? But Nigerians are not fools, the people will sort him out.”

The source went on: "Don't you remember how this man - Saraki - even ruthlessly outwitted his own father and sister? The man is currently not on speaking terms with Gbemisola Saraki and his brother Olaolu. Or even more recently did you not see what he did to Senator Ali Ndume? Ndume is still sitting in one corner sulking today."

That source said, "What the Aso Rock cabal don't know about Saraki is that if he gets what he really wants that is 2019 presidency ticket, he would deal with even the cabal members first, particularly the DG, SSS."

According to that particular Senator, "As we speak, Saraki has the case files against the DG, SSS, including reports of how the Chief of Staff Kyari and Mamman Daura handled some oil deals—especially strategic oil deals involving UAE early in the administrations—without the knowledge of the president. When the president found out through the UAE government, he was alarmed. Saraki has details of all these."

But another source in the Senate concluded as follows: "Why these people are able to run rings and play around the Buhari-Osinbajo presidency is because the president has simply refused to use its huge but informal arsenal to deal with either the Senate President or members of the Aso Rock Cabal."

Already, Nigerians on social media have been very loud in their condemnation of the Senate President, many of them hoping the presidency will act to call a spade a spade and rid the nation of these foxes. Said one: “Somebody has to do it, this nation is bleeding politically, this is needless and a waste of precious time."

To counter social media condemnation and backlash, Saraki has set up a number of trolls operating principally from the APC headquarters in Ilorin and Abuja, and through paid journalists and social media influencers, with the objective of advancing his narrative and halting the assumption to the presidency of a man he once dismissed as a mere "commissioner" when Mr. Osinbajo invited him to a meeting in the early days of the Buhari Presidency.

It is also understood that Saraki and his Senate friends are working assiduously to use oil marketers to create a fuel scarcity that would bring about great hardship and possibly kickstart the disorder he hopes to achieve. Those marketers have been engaging in secret meetings where they insist the federal government must pay them N650 billion in unverified debt. Senator Dino Melaye and one Senator Philip Aduda are helping to set up the fuel sabotage that would lead to the scarcity.

OPEN LETTER

Your Excellency,

APPRECIATION

On behalf of this coalition and all the peace-loving people of Northern Nigeria, we begin this letter by commending your efforts towards finding a lasting solution to the lingering Igbo-induced crisis that is undoubtedly overheating the polity.

We sincerely believe Your Excellency’s good intentions as shown by your prompt and genuine actions towards ensuring peace and stability in holding talks with leaders of the North and the South-East.

Though we do not doubt Your Excellency’s bona fide concerns for the peaceful resolution of the crises, we nevertheless have reservations as to the efficacy of this approach in ensuring lasting solutions.

Our doubts are informed by the following historical antecedents that have characterized the behaviour and conduct of the Igbo in Nigeria and previous efforts at containing them.

PAST EXPERIENCES

1. The Igbo of Eastern Nigeria manifested their hatred for Nigeria’s unity barely five years after we gained our independence from the British when on January 15, 1966, their army officers carried out the first-ever mutiny that marked the beginning of a series of crisis which has profoundly altered the course of Nigeria’s history.

2. By that ill motivated, cowardly and deliberate action, the Igbo killed many northern officers from the rank of lieutenant colonel upwards and also decapitated the Prime Minister and the political leadership of the Northern and Western regions but left the zenith of Igbo leadership at the Federal level and the Eastern region intact.

3. In line with the Igbo plan, General Aguiyi-Ironsi took advantage of the vacuum and, instead of returning power to the remnants of the First Republic government, he appropriated the coup and attempted to consolidate it for his people.

4. Army officers of the Northern Region were eventually compelled to execute a counter coup on July 29, 1966 following a coordinated series of brazen provocations from the Igbo who taunted northerners on northern streets by mocking the way leaders of the region were slain by the Igbo.

This unfortunately resulted in mob action which resulted in the death of many Igbos.

5. And when Lt. Col. Yakubu Gowon, from the North took over as Head of State following the counter coup, the Igbo through Lt. Col. Ojukwu, characteristically refused to recognize Gowon.

5. Ojukwu declared the secession of the Igbo people from Nigeria and the formation of the republic of Biafra on May 30, 1967 resulting in a civil war that led to the tragic deaths of more than 2 million Nigerians.

6. It is important to note here that the Igbo eventually capitulated and conceded defeat in an unconditional surrender, not an armistice, on January 15, 1970 which renders any talk about Biafra at any other time, a repudiation of the terms of that surrender signed by Phillip Effiong and other Biafran leaders.

BIAFRA REINCARNATED

1. In a shot out of the blues, the Igbo have over the last 2 years regrouped and fiercely and openly started discussing Biafra again under Ralph Uwazuruike of the Movement for the Actualization of the Sovereign State Of Biafra MASSOB.

2. This was given greater impetus by a more furious Igbo rogue group called the Indigenous People Of Biafra IPOB under Nnamdi Kanu who even operates an illegal radio station spreading hate and war messages across the nation, calling other ethnic groups all sorts of names and threatening them with violent extermination.

3. The activities of the Igbo under Kanu’s IPOB has grown exponentially ranging from ordering people of other regions out of the South East – particularly the Yorubas and Hausa /Fulani from the South West and the North respectively, to open declaration of the amassing of arms and forceful total shutdown of the entire South-East.

4. KANU and IPOB have declared full allegiance to a “Republic of Biafra” and continue to preach hatred and war virtually every day, and not for once did any Igbo leader call them to order.

Instead, many of the leaders including Mr Ike Ekweremadu, the deputy senate president, the most senior elected Igbo, pay Kanu courtesy calls to prove that he is speaking for the entire Igbo.

It is glaring to all that Kanu has serially breached all the terms of his stringent jail conditions in total disregard to the sanctity of our justice system.

5. Even the latest statement by the South-East Governors Forum signed by Governor David Umahi of Ebonyi State in a response to the Northern reaction, did not condemn Kanu and Uwazuruike but characterised their action as “peaceful”.

6. While all this is going on, neither the Igbo political and cultural leaders nor other regional leaders of the North or West nor the international community or any religious body ever found it necessary to call these renegade groups to order or in the very least admonish their leaders to do so.

Furthermore, none of the Igbo leaders holding various positions in this government ever disowned IPOB or condemned its operations until lately with Governor Rochas Okorocha’s mild condemnation after the Kaduna Declaration by our Coalition.

GROUNDS FOR SUSPICION

Given the unrepentant antecedents exhibited by the Igbo as highlighted above, we strongly believe that the gruesome picture that the Biafran agitation represents is beyond a few people showcasing to Your Excellency that the Igbo will eventually heed the call for peace and desist from their dangerous campaign against Nigeria.

The seed of hate planted in the name of Biafra is evidently so deep that the ongoing interaction between you and the leaders from the South East cannot in our well informed opinion douse or address the underlying deep seated underlying problems.
We base our concerns on the following grounds.

1. Despite the fact that the Igbo have been the most accommodated and tolerated of all the ethnic groups of Nigeria, the renewed incessant, spiteful and vile threats and insults on Northern leaders and their people, culture and religions that are the targets of this venomous agitation for Biafra, can hardly be addressed through a series of two hours dialogues.

2. As if to prove this, barely hours after Your Excellency’s meeting with the South-East leaders, the Biafran Igbo openly disowned the leaders and dissociated themselves from the meeting.

3. More disturbingly, Kanu has openly claimed that the Biafran agitators have amassed arms in readiness for a war of secession which is quite conceivable given the fact that since 2009, catches of dangerous weapons routinely smuggled into the country and occasionally intercepted by the Nigerian authorities, were all traced to Igbo sources.

4. The situation continues to be baffling and alarming and therefore unacceptable – especially with the Igbo political and opinion leaders openly legitimizing the violent comments, insults, threats, hate speeches and call to anarchy that the Biafrans led by Nnamdi Kanu are making against the North and the Nigerian state in general.

5. South-East leaders have instead, enthusiastically given Kanu the platform, patronage and symbolic legitimacy through an ignominious display of homage, reception and open embrace.

OUR CONCERNS

1. Concerned by the fact that the Biafrans have confessed to arming themselves for a violent breakup, we feel that it is risky for the rest of the country particularly the North to go on pretending that it is safe for us to co-habitate with the Igbos given how deeply they are entrenched in our societies.

2. And since evidently the Igbo have not been sufficiently humbled by their self-imposed bloody civil violence of 1966, we are strongly concerned that nothing short of granting their Biafran dream will suffice.

3. And since the Igbo have virtually infiltrated every nook and cranny of Northern Nigeria where they have been received with open arms
as fellow compatriots, we strongly believe that the region is no longer safe and secure in the light of the unfolding threats and the fact that for a long time, the Igbo have gone to extra ordinary lengths to ensure that in their domain in the South East, Northerners and Westerners are as much as possible disenfranchised from owning any businesses whereas in Kano alone, they own not less than 100, 000 shops across all the business districts.

4. That since the younger generation of Nigerians makes up for more than 60 percent of the nation’s population, it is our hope that they inherit this country in better shape so that they can build a much better future for themselves and their offsprings in an atmosphere that is devoid of anarchy, hate, suspicion and negativity that characterize the polarized, and clearly irreconcilable differences forced on us by the Biafran Igbos.

5. To make a bad situation even worse, their leaders have continued to show support for this treacherous cause and thus giving credence to our concern that what they say against us is what they truly mean and intend – “Kill everyone in the Zoo” (North).

Your Excellency, we cannot afford to discard this as mere mischief as the utterances that caused the terrible Rwandan genocide still resonates in our minds.

6. Lastly Sir, it is quite impossible to expect that other nationalities would simply stand by and watch while a certain ethnic group perpetrates all the above heinous misconducts that involve threats, call to violence and extermination, insults and songs of war without responding.

OUR STAND

While we unequivocally restate that we are not waging war or calling anyone to violence, we nevertheless are also not willing to continue tolerating the malicious campaign and threats of war that the Igbos have continued to wage against us.

Neither can we afford to continue giving the keys to our cities to a people whose utterances, plans and arrangements are clearly geared towards war and anarchy.

We therefore demand that the only enduring solution to this scourge that is being visited on the nation is complete separation of the states presently agitating for Biafra from the Federal Republic of Nigeria through a peaceful political process by:

1. Taking steps to facilitate the actualization of the Biafran nation in line with the principle of self-determination as an integral part of contemporary customary international law.

2. The principle of self-determination has, since world war II become a part of the United Nations Charter which states in Article 1(2), that one of the purposes of the UN is “to develop friendly relations among nations based on respect for the principle of equal rights and self-determination of peoples.

3. We submit that this protocol envisages that people of any nation have the right to self-determination, and although the Charter did not categorically impose direct legal obligations on member States; it implies that member States allow agitating or minority groups to self-govern as much as possible.

4. This principle of self-determination has since been espoused in two additional treaties:

The United Nations Covenant on Economic, Social, and Cultural Rights and the United Nations Covenant on Civil and Political Rights.

Article 1 of both international documents promote and protect the right of a people to self-determination.

State parties to these international documents are obliged to uphold the primacy and realization of this right as it cements the international legal philosophy that gives a people the right to self-determination.

4. As the Igbo agitations persist and assume threatening dimensions, we submit that there is need to ensure that they are given the opportunity to exercise the right to self-determination as entrenched under the aforementioned international statutes to which Nigeria is a signatory.

PRAYERS:

1. Aware that the right of self-determination in international law is the legal right for a “people” that allows them to attain a certain degree of autonomy from a sovereign state through a legitimate political process, we strongly demand for a referendum to take place in a politically sane atmosphere where all parties will have a democratic voice over their future and the future of the nation.

2. The Igbo from all over the country and in the Diaspora should be advised to converge in their region in the South-East for a plebiscite to be organized and conducted by the United Nations and other regional bodies for them to categorically to decide between remaining part of Nigeria or having their separate country.

3. That government should at the end of the plebiscite implement whatever is agreed and resolved in order to finally put this matter to rest.

4. Lastly, we pray His Excellency to study the references forwarded with this letter dispassionately and decide who is more in the wrong between those who openly pledge allegiance to a country other than Nigeria backing it up with persistent threats of war and those of us whose allegiance remains with the Nigerian state but simply urge that the secessionists be allowed to actualize their dream peacefully throw universally entrenched democratic options.

CONCLUSION

Your Excellency, we want to reiterate our high respect for your office and acknowledge the efforts you are making to lower tensions. We assure you, as well-brought up northerners, we listen to the advice and cautions of our elders, and in particular, their concerns that we do not create the impression that any Igbo or any Nigerian will be harmed in the North.

We assure you that we will defend the rights of every Nigerian to live in peace and have their rights protected.

While we do not see this clamour for Biafra as an issue over which a single drop of blood should be shed, we at the same time, insist that the Igbo be allowed to have their Biafra and for them to vacate our land peacefully so that our dear country Nigeria could finally enjoy lasting peace and stability.

Long Live the Federal Republic of Nigeria.
