The former minister for state for education made me start to wonder if there was any difference. In that ministry, I think the minister of education was in charge of the administrative functions and the minister of state was doing all the media briefings. Federal character is the basis for creating the 'minister of state' position there is really no need for it, we make decisions based on sentiments rather than common sense.
