People can work with a visitor's visa to canada

To clarify, you CANNOT work with a visitor's visa. however, you can change your status by securing a work permit by scouting for an employer with a job role to fill up; to help you with the application when you are "already" in Canada. and this my friend is not an easy route, but its not impossible.
I'll advise you to read up on securing a work permit and its requirements. you will be more guided.

I just saw your post and wanted to also know how you got your detailed explanation for refusal was it through GCMS? i have been waiting for my family's GCMS notes for over 2 months now.
can you explain how you contacted the "MP" and what was the process. I will appreciate your soonest response. Thanks.

I will share my experience with you and hope it helps you. I had a similar experience. My spouse and infant daughter were refused the same day biometrics was done, we applied using GCKEY. As if IRCC refused the application upon submission and just waiting for the biometrics to be done before they post the rejection email. The reason for refusal was the same with yours except that ours dint include travel history.
Some persons said I got quick refusal because I applied within 5 weeks of landing in Canada, that I should have allowed more time.

I contacted the MP to find out more details from IRCC why my application was refused. One week after, I got a detailed response from them which I addressed in the next application.

2 ways that come to mind that could answer or match the statement " you already told us that you qualify for a COVID-19 exemption"
a. during your visitor visa application, you must have indicated "other-COVID-19" under your purpose of travel
b. you must have also informed IRCC through the "webform link/ email" informing them of how you qualify for the non-discretionary travel criteria.

Others can also chip in. check through previously attached link for more detailed info.

p.S your surest bet on any info put out here is to match it with info you find on IRCC website.

Looks like it takes about a month to get the medical passed status?

Does this have anything to do with how much time one has between doing medicals and AOR?

One can't really tell honestly;
CIC's file treatment has a high degree of subjectivity!

Just make sure your close the gaps from your end and just leave the rest to God

There's a print out at the end of the test which you'll have to scan and submit under the medicals section in your CIC account.
