The worst enemy of science is nature, they can deal with any nation in a jiffy no matter how advance or self dependent they may seemed to be, leaving them to count their loss or undertake a reconstruction works that may take another decade to achieve. Think of Tsunami in Japan & Katrina's in US, no equipment can contain nature and its disaster. The best any equipment can do is to give a quickly alert the authorities ahead of major disaster in an area, which will probably pave way for some form of evacuation effort to reduce casualty, but a circuit breaker to contain flash flood of frightening magnitudes can't exist when 75% of the earth is water, and the sea itself is filled to the brink.
