NATO's involvement in Libya was based on enforcing a UN vote. Other NATO members like Germany did not get involved because there was no obligation to fight in Libya.

Russian has not even declared war on Ukraine. Russian rolled out old military hardware but was able inflict great damage on Ukrainian military, to be extent that Ukraine no longer has a Navy. I don't need to remind you that Ukraine is the third largest military in Europe and relatively modern.
