Nigeria 2015: INEC conducts mock voting exercise – CDD

The Centre for Democracy and Development, CDD, on December 13, 2014 observed the INEC mock election exercise using card reader in preparation for 2015 election.
The exercise was conducted at Abuja Municipal Area Council- Garki, Games village and CITEC Mbora Estate and Bwari Area Council in Usuma, Berger Camp and Owner Occupier. As early as 8.20 a.m., all personnel and materials were observed set up in all designated centres.
The exercise commenced at 9 a.m. with the Verification of Permanent Voter Card (PVC) using the card reader.
CDD observed that the card reader takes an average of 30 seconds to verify a PVC and overall an average of one minute to attend to a voter.
With what we have witnessed, we commend the introduction of the Card readers and PVCs as it is time saving and will check fraud thereby bringing integrity into our electoral system.
However, the very low turnout for the exercise makes it difficult to adjudge how effective the card reader maybe in the 2015 elections where at least 500 voters are expected to vote per voting point.
We also believe that poor handling and communication of the exercise by INEC marred the process, as majority of citizens had no idea the exercise was on in the designated centres.
We call on INEC to improve its publicity and communication strategy.

If your story is indeed true, you should have reported to the nearest INEC office or police station. you wouldnt have believed the level of purnishment that would have been metted to them now. Registration and collection of PVC are free. Your story is indeed pathetic.

The Commission met today, Tuesday, November 11th, 2014, and reviewed reports sent in from States by Resident Electoral Commissioners (RECs) on reconfiguration of the polling unit structure and creation of additional polling units.

Taking everything into consideration – especially the controversy over creation of additional polling units that has been overheating the polity, and the apparent inadequacy of time for the exercise – the Commission took a decision to suspend the exercise until after the 2015 general elections.

The Commission, nevertheless:

1. Will continue with the use of Voting Points, where necessary, to mitigate population pressure in overcrowded polling units during the forthcoming elections.

2. Relocate polling units from unsuitable locations; and

3. As much as possible ensure that polling units are located in enclosures such classrooms, rather than in open spaces.

definitely there would be additional PU in your village if your claim is true. It hasn't reached the implementation stage.

Kponkwem: There is no magic to make the North more populated than South. The LGs in the far north are ghost hamlets unlike in the South. And the conclusive evidence of Southern population supremacy is the fact that Southern territories are more ancient settlements with indigenous populations that have lived and established their civilization for over five thousand years. I.e Nsukka. For the North, you have recent strings of migrations from neighbouring west African states like the Uthman Dan Fodio conquest of the 1800s. I dare say that there is no Hausa Fulani kingdom that is up to 700 years in existence. So how can settlers be more than indigenous peoples?

you may be right. But remember distribution of PUs is not based on population but rather on the number of voters on the register.

Southern PUs did not diminish. Its just that they couldn't get as much as the north. INEC gave additional PUs to places where there are more than 500 or 600 voters based on the post AFIS register.

Those who witnessed Anambra, Ekiti and Osun Election would recall that INEC used Voting Points at each polling unit. The idea of voting points is to slit the existing Polling unit where the total number of voters exceed 500 into 2 or more.

The voting points are within the same vicinity but they are independent of each other aside the final aggregation of results from all the voting points that make up the polling unit. The idea is to make voting easy.

That is the same thing the creation of the new PUs is intended to do. Just to make voting easy. It doesn't add any thing or subtract any thing from the existing voters register.

Its just the slitting of the existing PUs with large number of voters to make voting easy.

If you have been to the north before, you wouldn't argue the fact that northern part of the country is more populated than the southern part.

A man in the north could have 5 wives and give birth to 30 children, even more which is not the case in the south. How will their population not be higher than ours?

Northerners would never joke with three things- population census, voters registration and voting. They may even declare public holidays for weeks to ensure everyone is registered or counted.

Here in the south, we are always of the opinion that the one we did last time that there's nothing to show for it so we always relent. If I may ask, how many of you here has permanent voters cards? And if I may ask again why didn't you register? An average northerner has PVC.

Now tell me how they wouldn't have more polling units.

Many of us do not understand the ideology behind the creation of the new PUs. The more the numbers of total voters you have, the more the PU you would have.

How did INEC arrive at the New PUs?

The total voters in a particular state is divided by 500(maximum no of voters in a polling Units) the result is the total number of PUs allocated to the state.

I.E. Total no of voters= T
Maximum number of voters expected in a PU= 500
Total no of PUs in ths state(Tpu= T÷ 500)
Existing PU= Epu
The additional allocation of PUs to each state is therefore= Tpu(Total PU) minus Epu( Existing PU)

If you campare the overall PUs in each state, the magin is not much and its not far from reality. Lagos has the highest with total of 11000 PUs, followed by Kano with 7000 plus PUs. Other states follow suit.
