*Electoral Act: Buhari Declines Assent Over ‘N500B’ Direct Primary Costs* Barely two weeks after the National Assembly passed new electoral Bill for Presidential Assent, Prime Business Africa reports that Nigeria’s President Muhammadu Buhari will not sign the document as an ‘Act of Parliament’ to anchor future elections. It was gathered that the President has communicated his decision to relevant sources after due consultations with the Independent National Electoral Commission (INEC) and the Attorney General of the Federation (AGF), Abubakar Malami. Following a veto, the National assembly will be faced with options of correcting and accommodating the President’s concerns by reworking the document for his assent or overriding his veto by summoning a joint session of the Assembly to revalidate its own document against President Buhari’s wish. Prime Business Africa learnt that the President declined assent to the critical law following an initial strong advice from All Progressives Congress (APC) governors clearly opposed to the recommended Direct Primary election as a prerequisite for nominating candidates for elective positions at all levels. They argued that Direct Primaries would further divide the ruling party and could come at huge costs running into hundreds of billions of naira. The governors, who met the President in a closed-door session, argued that they were also speaking the minds of their counterparts in the People’s Democratic Party (PDP). Although Nigerians want a new electoral law, there are indications that politicians within the APC and the PDP have convergent opinions on why the President should not sign the Bill without expunging some provisions, especially the compulsory direct primary election within the internal democratic processes of the parties. PDP governors had also threatened to go to court should the political party be forced to take the path of direct primaries without any other option. This means that the Bill would need to be reworked by the National Assembly and the compulsory Direct Primary provision be expunged before the President would sign it into law. With the right political will and environment, both the President and the lawmakers could have got the document going in a matter of days, but there are concerns that this might open another groundswell of protracted controversy leading up to Nigeria’s crucial general elections in February 2023, less than 18 months. This will be the second time Mr Buhari will be withholding assent to this crucial document in his two-term rule. The first was in the life of the Eighth National Assembly, shortly before the conduct of the 2019 general elections in which the President recorded a legally and keenly contested victory. His reason for declining assent at the time was that electronic voting (also allowed in the new document], a major component of the proposed ‘law,’ was open to manipulation and could hamper the conduct of a credible election as the country’s democratic system was ill-prepared for it. This time around, the President has been under pressure to sign a new electoral law passed by the Ninth National Assembly after the lawmakers were pressured to reconsider the document and factor in some, if not all, of President Buhari’s concerns. Although Nigerians and Civil Society Organisations have been mounting pressure on the executive arm of government to sign the crucial Act, with AGF Malami and other functionaries of government giving hints of ongoing consultations on the matter, Prime Business Africa reports that the process has been concluded and President Buhari has taken decision not to sign the Electoral Bill into law. Sources close to the leadership of the APC and that of the PDP told Prime Business Africa that, although the majority of political parties in Nigeria wanted a new electoral law, they were opposed to the President signing the Electoral Bill in its present form. The multimedia news organisation reliably gathered that APC governors had met with President Buhari behind closed doors in Abuja and made strong recommendations asking Mr President not to sign the new Electoral Act. According to the governors, all major political parties, especially the PDP, are averse to his signing it. The governors, according to information reaching Prime Business Africa, cited the provision for direct primaries as the major issue. They argued that compelling the political parties to conduct direct primaries would create further rancour within the APC, a concern they told the President their PDP counterparts also shared. The APC governors also told President Buhari that the cost of conducting direct primaries across all political parties at local government, state and federal levels, would be too cumbersome for the Nigerian economy to shoulder in its present state, an idea which was said to have caught Mr President’s attention, making him refer the matter to INEC for advice. INEC Chairman, Professor Mahmood Yakubu, Prime Business Africa gathered, subsequently confirmed to the President that compelling all political parties to conduct direct primaries would cost more than N480 billion. INEC had quietly told the President that toeing the path of direct primaries for the two major political parties (APC and PDP) alone would amount to holding two national elections in Nigeria with the attendants costs for logistics, security and provision for infrastructure, especially as the electoral umpire would have to be present and supervise to ratify all processes. President Buhari then referred the matter to AGF Abubakar Malami who, after legal consultations, returned with a confirmation that he might not have to sign the Electoral Act in its current state. Impeccable sources close to the process told Prime Business Africa that the President withheld assent to the new ‘Electoral Act’ based on Malami’s advice and that of the INEC, which looked at the huge costs involved. SUNDAY IGBOHO & NNAMDI KANU’S TRAVAIL: YORUBA LEADERS NEED TO LEARN FROM THE IGBOS By. Pelumi Olajengbesi Esq. Too often in socio-political conversations, claims of the Igbo man's disunity is held as a badgering totem to rationalize the ‘how and why’ of the entire tribe receiving the short end of the political stick in the chequered history of this country. From suffering through the civil war pogrom to targeted discrimination in the eco-political and federal setup of Nigeria which has stemmed and fed a visibly growing dissatisfaction with the idea of Nigeria in the Land of the Rising Sun. The Igbos have been fingered as the victims of their own lack of cohesion as a single bargaining force in the acquisition and application of power to the benefit of their people- a popular opinion which, however, was only last week dispatched by the show of communal and tribal loyalty to one of their own, Mr. Nnamdi Kanu who has been in the swirling storm of President Buhari’s government’s spite and apprehension. Mr. Nnamdi Kanu, the Most Supreme Leader of the rudely proscribed self-determination group IPOB, has been a reluctant guest of the DSS and his controversies and battles courted the attention and compassion of some of the most senior and respected elders of his tribe who rallied before Mr. President to make representations on his behalf to seek an amicable resolution of the trial of one they describe as ‘our son'. The visit which was led by a First Republican Parliamentarian and Minister of Aviation, Chief Mbazulike Amaechi, underscores the calculated compassion of the Igbos to one of their own even at the risk of opprobrium and scorn in federal circles. They could truly be no better show of tribal love, unity and commitment which puts paid to insinuations of Igbo disunity. As a Yoruba man, the irony isn't lost on me. As opposed to the wrongfully held conclusions on Igbo unity, the Yoruba ethnic group are touted as one bound by a rich cultural heritage that has forged a communal bond that eschews strife and neglect of selves and fellow tribesmen. While the first part is indisputably true, the latter part which envinces a claim of unity has been tested and found wanting in the regrettable contrivances of the federal government against a proud son of the land which has gone without strong comments or purposeful action by the leaders of Yoruba Land. I speak with no hesitation about Chief Sunday Igboho whose ordeal parallels that of Mr. Nnamdi Kanu in original intent, blackmail and oppression by the powers that be. Unlike the latter whose kinsmen and kiths have rallied around in an unequivocal display of affection and compassion, Chief Sunday Igboho and his associates continue to be hounded like orphans without roots and bearing. With all due respect to the elders and leaders of the Yoruba tribe and without an iota of spite, the Yoruba Leaders have failed Chief Sunday Igboho and his aides. Those on whom the Yorubas have pled fealty as Leaders, Kings, Kingmakers and Bearers of the Authority of the Tribe have turned a blind eye and a deaf ear to the sufferings and agony of Chief Sunday Igboho whose seeming offence is seeking a better lot for his people. While there may be hesitation with his audacity, vigour, personality, there is no questioning the integrity of his intentions. Therefore, and as a matter of urgency, Yoruba Leaders must urgently borrow a leaf from Igbo Leaders by approaching President Buhari to secure the liberty of Chief Sunday Igboho and that of all his associates from the contrived charges against them. The hounding of Chief Sunday Igboho and his aides is a needless discrimination with political undertones that serves no true unifying purpose for the Yorubas or Nigeria as a whole. In fact, at a time when disaffection with the status quo has led on to tears in the fabric of our unity, it would be self-defeating of the Buhari-led government to reply legitimate queries of the state of the nation with antagonism and badly hidden spite. This is a defining moment not just in the history of Nigeria but in that of the yorubas, too. The Igbo Leaders have shown the world how it is done for a lack of precedent, the Yorubas must now go and learn from the east. I mean prominent Yoruba sons and daughters with a voice and a platform, I refer further to religious, cultural and political leaders who have the ears of Mr. President and on whom is vested the trust and expectations of Leadership. It is a time for action and not banter, words of reconciliation and not finger pointing. It is, indeed, a time for communal pride and ancestry to overwhelm the differences that have driven a wedge amongst our people. Describing the Ibeju Lekki local government as the fastest growing economic hub of Nigeria due largely to the establishment of the Lekki Free Trade Zone, Lekki Deep Sea Port and the siting of Dangote Refinery and Dangote Greenfield Port and Quays, the lawmaker noted that the companies were expected to have designed modalities for the mitigation of the environmental damage. “Dangote Group and Lekki Port LFTZ have engaged in unprecedented dredging of the sea causing unquantifiable erosion of the seashore leading to destruction of building and fishing equipment and also making fishing almost impossible. You might have heard of Sir Kitoye Ajasa— the first Nigerian to be knighted by the British and also one of the 6 Nigerians that participated in the formal process that led to the amalgamation of Nigeria. But you might not have heard of Sir Kitoye Ajasa's daughter, Lady Oyinkan Ajasa and her unbelievable love story. In the 1920s while working as a music teacher at the Anglican Girls' Seminary, Lady Oyinkan met a lawyer named Mr Moronfolu Abayomi. She loved him so much and they married in 1923. Two months later, what Lady Oyinkan and the love of her life didn't planned for, happened. Barrister Moronfolu Abayomi was shot and he bled to death. The Barrister defended an insurance company against a Lagos elite called Duro Delphonso. Delphonso lost the case. While being led out of the Tinubu Court House to begin his jail term, Delphonso shot Barrister Moronfolu and then turned the gun on himself. Devasted by the turn of event, Lady Kofo vowed never to marry anyone again. But her resolve would be broken by a man who came and showed a love greater than the one she had for her late husband. In 1929, Dr. Kofo John (the first private practitioner to be elected president of the Nigerian Medical Association) approached Lady Oyinkan and asked for her hand in marriage. Thinking she can send him away by asking for something impossible for a man of his status to do, she asked him to change his name to the name of her late husband. And in an unbelievable end of story, he agreed, married her in 1930, and changed his name to Dr Kofo Abayomi. This was how the famous Dr Kofo Abayomi got the "Abayomi" in his name. Chinese banks to begin operations in Nigeria Chinese-owned bank operations will soon begin in Nigeria. Chinese Ambassador to Nigeria, Cui Jianchin, announced this during the commemoration of the 2021 Chinese Moon Festival and China-Nigeria Cultural week on Tuesday. Jianchin said his country is working hard to set up Chinese-owned banks in Nigeria. He noted that among the world’s ten biggest banks, six were in China. “Before my departure from Beijing to Abuja, I talked to several banks in China. When you list the world’s 10 big banks, six are in China. The banking sector is very important because, without money, we cannot build our industries. “What I am thinking here is best to talk to the governor of the central bank, and how we can allow the Chinese banks to run office here and now, they are doing the feasibility studies on that.” He explained that it would boost Nigeria’s economy and expand trade relations between the two nations.
