i went to a place called "deprived areas of cardiff". the roads were all tarred, there was 24hrs power supply, there were cars parked outside each building, there was 24hrs water supply, there were well fed kids and well dressed citizens, the were even nice pubs in the neighbourhood. so what brought about the description "deprived areas"?

the people who live here are mainly foreigners and even the british citizens there are mainly those who do odd jobs i.e there are no Drs, Engineers, Lawyers etc in that neighbourhood. and that is their ghetto. . . . poverty is subjective. even the richest neighbourhood in Owerri where the richest people live does not have tarred road . . . . .
