You can fill an application online and pay online. And take the print out with the reqd documents to the passport office for submission. Then wait for capturing and passport production. If you are in Lagos ensure you have nin registration and that it matches your information ie name, date of birth etc. Once you have had a passport before it is renewal and you will get a new passport. Fresh application is for people who have never had a passport.
Read through the previous threads to know what to expect if you decide to go the online route. It is cheaper but has its challenges, though they are surmountable. All the best
