The National Population Commission has said that the rate of unemployment in Nigeria rose from 21.1 per cent in 2010 to 23.9 per cent in 2011. The NPC, in the latest report on its website, said the nation’s economic growth had not translated into job creation. It said, “Figures from the National Bureau of Statistics clearly illustrated the deep challenges in Nigeria’s labour market, where the nation’s rapid economic growth has not translated into effective job creation. “The NBS estimates that Nigeria’s population grew by 3.2 per cent in 2011, from 159.3 million people in 2010 to 164.4 million in 2011, reflecting rapid population growth. In 2011, Nigeria’s unemployment rose to 23.9 per cent compared with 21.1 per cent in 2010.” It said the labour force swelled by 2.1 million to 67,256,090 people, with just 51,224,115 persons employed, leaving 16,074,205 people without work. The NPC said the lack of sufficient jobs resulted in additional 2.1 million unemployed persons in 2011, up from 1.5 million unemployed people produced in 2010. It added, “Unemployment was higher in the rural areas, at 25.6 per cent, than in the urban areas, where it was 17 per cent on average. In the light of the country’s fast – growing population, efforts to create a conducive environment for job creation must be redoubled, if the trend of rising unemployment is to be reversed.” It said the Federal Ministry of Labour and Productivity, in a bid to maintain industrial peace and harmony, resolved 279 of the 328 labour complaints it received in 2011, indicating an 85 per cent rate of resolution of complaints. It said, “The number of complaints received increased compared with 2010 (263). However, the resolution rate of 85 per cent improved from 51 per cent in 2010. “The FML&P also reported a decrease in the percentage of man-hour lost to strikes in 2011, and an increase in the number of persons trained and equipped under skill acquisition programs to establish their own trade.” The commission noted that the number of jobs created in 2011 was reported as 209, 239 by the Federal Ministry of Labour and productivity. Going by the Historical Account, The Regional Administration Tripod of Nigeria in the early 60's rested on Ibadan,Kaduna and Enugu. However, the reality now is that while Kaduna and Enugu has been recognized as a State, IBADAN is yet to enjoy that deserved Status, which she has consistently desired. Right from the Western Region Days, IBADAN reputed to be the Largest Indigenous City in Africa, South of Sahara, has been the Capital and Centre of Administation. By all rational Consideration, IBADAN which was undoubtedly the Largest of the three(3) should have been created as a State of the Federal Republic of Nigeria like Kaduna and Enugu. It is unfortunate that while IBADAN Comtemporaries in the early days of Representative Gonernance have since gained the status of Autonomous States namely Kaduna and Enugu, our Own City IBADAN which by Comparison has always been the most Viable, is today no more than a State Capital. Many People ascribed this to Criminal Marginalization of IBADAN by the power that be. But I have good reasons to disagree with those views, what was responsible was the Trademark of IBADAN Complacency. At a time when State Creation was been Proliferated all over the Country by the Military and States been given out almost as a gifts to their Friends and those who walk along the Corridors of Power, Some of our highly Placed Indigenes who were at the seat of Power and others whose Friendship with the Military Top Brass were Legendary, saw the demand for the Creation of "IBADAN STATE" as Unnecessary Agitation and a needless Exertion of Energy and Misdirection of Effort. The Trademark of IBADANLAND has been Complacency and Disunity. Many good things have eluded us in the past because we could not speak with One Voice. But now that a new spirit of understanding and togetherness is unfolding towards achieving a common goal. The Punishment for our Complacency is that while others achieved Creation of State on the Platter of Gold, we in IBADAN now have to seek State Creation through very Strigent and Rigorous Constitutional Procedure. At this Juncture, Let me remind you particularly those who are not conversant with Provisions of the 1999 Constitution of the Federal Republic of Nigeria that we required 2/3 Majority approval of the 36 States of Nigeria, Before a Bill for the Creation of a New State can be Passed. This will entail movement to all parts of the Country to canvass support which will be predicated on goodwill. It is definitely a Tall Order, but to me Creation of "IBADAN STATE" is achievable with the God on our Side. The Obstacles on our way are surmountable, "Where there is a will, There will be always be a way". Few years back, The Central Council of Ibadan Indigene (CCII) and other Notable Ibadan Elders took a giant Stride by making a trip to the National Assembly for the Submission of the Memorandum making a demand for the Creation of "IBADAN STATE" marked the new beginning of this new Spirit. It was a glorious day for IBADANLAND, for the first time in the Comtemporary History, IBADAN paraded a Formidable and Highly Intimidating team in the pursuit of a common goal. The Journey towards "IBADAN STATE" Creation has just begun. and it is my hope whenever the CCII beckons, we shall all respond positively. WHY THE CLARION CALL (Facts beyond Rheteorics) The Proposed IBADAN STATE, which Comprises Eleven (11) Local Government has a Population of 2,550,993 according to the 2006 Population Census Pleminary Figures, Published in the Federal Republic of Nigeria Gazette No24, Volume 94 of May 2007, which is 45.61% of that of the Present Oyo State which is 5,591,589. However, this Population of the proposed IBADAN STATE is more than that of each of the following eight ( States of the Federation namely: Bayelsa, Ebonyi, Ekiti, Gombe, Kwara, Nasarawa, Taraba and Yobe State. Furthermore, as enshrined in the 1999 Constitution, the Existing eleven (11) Local Goverment in Ibadan is an acceptable number. For Example, Some of the existing States in the Federation have a number of Local Governments that are Less than or Equal to, or Comparable to that of the proposed IBADAN STATE namely: i. Bayelsa (8LGA's) ii. Gombe(11LGA's) iii. Ebonyi (13LGA's) iv. Nasarawa (13LGA's) v. Zamfara (14LGA's) The Proposed "IBADAN STATE" has abundant Human Resources to run its Administration. It is therefore, with a high sense of responsibility that i hereby lend my voice to the support of all interested group that are constitutionally empowered to process and promote new States Creation in this Democratic Dispensation. Let the great IBADANLAND be carved out of the present Oyo State and created to " IBADAN STATE" of the Federal Republic of Nigeria, to the glory of God and for the sake of Equity, Justice, Peaceful Co- existence, Socio-economic Development and purposeful search for the progress Nationwide. Creation of IBADAN STATE is a dear project that concerned all Ibadan Indigene, Friends of Ibadan, Artisans, Market Men & Women, Students, Proffessionals, Traders, Business Associates, Religious Leaders as well as Traditional Rulers. The military says the influx of illegal aliens, arms, ammunition and Improvised Explosive Device (IED) materials into Nigeria through porous borders is a challenge to the efforts to combat terrorism. The influx of illegal aliens, arms, ammunition, and IEDs materials into Nigeria are some of the factors. It also identifies the use of animals like camels, donkeys and cows to traffic small, light and collapsible arms into the country as another challenge. This is contained in the current special edition of the "Nigerian Defence Magazine'', a publication of the Defence Headquarters. The magazine said that the arms were being brought into the nation through some of its porous borders. It said that most of such arms came to the Boko Haram insurgents through Libyan and Malian rebels, desperate to exchange arms for money. "This has added to the overwhelming challenge of the influx of illegal aliens, arms, ammunition and sophisticated IED materials into the country, and efficient and effective fight against terrorism,'' it said. It also said that the waterways and sea ports in the South provided another means through which those arms were trafficked to the country via the ships, speed boats and canoes through the creeks. It described as "disheartening and unfortunate'' the means by which "merchants of death" (insurgents) trafficked small weapons, to beat security agencies at the borders. "The fact that the weapons are small, light and collapsible makes them easy to be concealed and moved on camels and donkeys' back in specially crafted skin or thatched bags,'' it said. It said that some merchants of cows and grains in the region hid the arms and ammunition in empty fuel tankers, under vehicle engines and bags of grains and smuggled them in. "The grains are transported in large number via trucks, trailers, lorries and old model pick up vans and jeeps with little attention given to them by security agents. "The use of tricycles (Keke NAPEP), camels, donkeys and cows moving in flocks to deceive, hide and conveniently traffic arms in some parts of the North are ways hitherto unknown,'' it said. It, however, said that the Joint Task Force (JTF) in the region had since uncovered those means and had taken measures to contain them. The magazine called for adequate deployment of personnel and technology in the borders to man, monitor and check the movement of illegal persons, goods and arms into the country. "Security agencies at the borders and seaports have complained of the porosity of the nation's border and water ways. "The problem of porous borders is compounded by inadequate personnel, patrol vehicles, surveillance helicopter and equipment. "Consequently, most of the borders are leaky and this makes effective control of intruders, smugglers and merchants of deaths, a mirage,'' it said. The military has been battling against terrorists in the northern part of Nigeria where a state of emergency has already been declared in three states. The Boko Haram, the most deadly of the terrorist groups operating in Northern Nigeria, is responsible for the killing of thousands of civilians and soldiers in various attacks across the northern states. Lagos State Government has said its energy reform initiatives are yielding positive result with the state close to being self-sufficient in its power needs. To this end, it said a number of public institutions was being moved out of the national grid and connected to the power being generated from the power plants built by the state government. Governor Babatunde Fashola disclosed this during his engagement with a spectrum of residents and the Diaspora community on the social media platform, Google Plus Hangout. The session was part of the build-up activities to mark October as the Energy Conservation Month, declared by the state government to sensitise residents on the importance of energy conservation and efficient use of available power. The governor who answered wide range of questions from participants, said the objective of de-connecting some public institutions from the national grid and connecting them to the state power infrastructure was to ensure 24-hour uninterrupted power supply so that they could be more efficient in the delivery of services. He said: "Working within what the Power Sector Reform Act permits, we are gradually entering self generation in Lagos State through our independent power plants. As you may be aware, we have an IPP at Akute and the Island Power Plant. In a few days, we shall be commissioning the Alausa Power Plant. Once this is done, government offices will be taken off the supply from the national grid and the power which we no longer need will be made available to Lagosians. The spokesman for the forum, Prof. Ango Abdullahi, said this in a telephone interview with one of our correspondents, in Abuja, on Wednesday. He was commenting on the national dialogue advisory committee set up on Tuesday by President Goodluck Jonathan. Abdullahi,who said he saw nothing wrong with Nigerians sitting down to discuss their problems, explained that contrary to the views held in certain quarters, northerners were not opposed to any form of dialogue in whatever form or shape. He said, "There is no problem with Nigerians sitting down to discuss their problems whether in the form of dialogue, whether in a form of conference, whether in the form of a meeting, even in the form of a Sovereign National Conference. His view on SNC is however not in tandem with that of the foremost Northern socio-cultural organisation, the Arewa Consultative Forum, which on Tuesday said it would not support any form of dialogue termed sovereign. However, Abdullahi, a former vice-chancellor of the Ahmadu Bello University, Zaria, said, "The SNC that people are advocating; people are saying that it is a way for Nigeria to break up. This shouldn't be a problem. Even in Britain today, Scotland is still agitating to opt out of the United Kingdom; even the Northern Island problem is still there. "In Spain, there are separatist groups agitating for independence. Even recently, we had in the Soviet Union and it has broken up into 11 different countries. "India was created in 1948, in one year there was Pakistan, in another year there was Bangladesh. So why shouldn't it happen in Nigeria if they (advocates of SNC) believe this is the way to go? "We don't mind any conference no matter the outcome. I don't think it should worry any Nigerian." The former VC said the earlier Nigerians accepted that Nigeria's ethnic nationalities could never dissolve into one, the better. He stated that it was left for Nigerians to make something good out of the almagamation of Nigeria by Britain in 1914. Abdullahi also noted that it was probably out of the desire to make something out of the situation that led to the several conferences that had been held since 1914. He, however, expressed fears that the current attempt by the Jonathan administration to hold another conference when the reports of previous ones had not been implemented was suspicious. The NEF spokesman said the country had held constitutional conferences in 1976, 1978, 1988, 1994/1995 and 2005. He stated, "In each of these conferences, there have been voluminous reports on what is the problem with Nigeria. It is not for lack of information on the issues at stake." Abdullahi said that the country could still gain from the reports of past constitutional conferences. He added, "When you look at it from this point of view, those who believe that Nigeria's time is being wasted or that these are diversionary tactics have a point. "Because this is what (President Olusegun) Obasanjo tried to do when he was looking for a third term and he thought that he wouldn't get it through another means except through constituting a constitutional conference." National Assembly backs conference The Chairman of the Senate Committee on Information, Media and Public Affairs, Senator Eyinnaya Abaribe, in an SMS to one of our correspondents in Abuja, said, "The Senate supports the President in his choice of the members of the committee." The House of Representatives also welcomed the committee and its membership, saying that Nigerians were entitled to freedom of expression. However, it clarified that whenever a constitutional matter cropped up in the course of discussions at the conference, it should be referred to the National Assembly. The Deputy Leader of the House, Mr. Leo Ogor, who spoke to The PUNCH in Abuja, explained that the National Assembly remained the legally constituted body to resolve any constitutional issues in the country. Ogor added, "We are the true representatives of the people. That is why constitutional matters must be left to the National Assembly to handle. "But, the constitution (1999) guarantees freedom of expression and association. On that score, the conference is a welcome development; to give people the opportunity to talk and share ideas." |

The Senior Staff Association of Nigerian Universities (SSANU) joined ASUU and started an indefinite strike on September 30, 2013, Monday. This followed by a unanimous resolution adopted by members of the University of Ibadan chapter of the association at a congress held at the University Arts Theatre in Ibadan. Dr. Wale Akinremi, the Chairman of the Association, University of Ibadan chapter, confirmed that the strike was total, and it would not be over, unless called off by the national body. "This is as a result of the directive from our National Executive Council; so, the strike is a national strike." Dr. Akinremi further noted that the Association should have gone on strike for a very long time "because of the government's provoking way of attending to issues". "We have been short-changed by the government in the area of subventions and we cannot take it again", the Chairman of the Association said. According to him, the education sector is the bedrock of the nation's development and should be treated with care. He also stated that there were other important issues beside the subventions that needed to be addressed. Dr. Akinremi listed the issues as training, funding and disparities in terms of payment. "Non-teaching members of staff are wrongly placed in the education system, and these issues must be holistically addressed," the Chairman of the Association concluded. It would be mentioned that the the Academic Staff Union of Polytechnics (ASUP) also threatened to join an indefinite strike on October 4, 2013, which would definitely deepen the crisis in the Nigerian educational system. |

The Central Bank of Nigeria (CBN) has banned the importation of all foreign currencies except with approval. This was contained in a statement signed by CBN Director of Corporate Communications, Mr Ugo Okoroafor, on Tuesday in Abuja. It said that the move was sequel to the Bank's withdrawal of the operating licence of 20 Bureaux de Change (BDCs). The CBN alleged that the BDCs purchased and sold huge sums of U.S. dollars with no documentation to show details of the transactions. The statement quoted the Deputy Governor, Economic Policy, Dr Sarah Alade, as saying that the CBN frowned at the existence of strong foreign exchange demand pressure from domestic sources. She said that the CBN had observed a surge in dollar cash importation by banks and the huge cash sales of the dollars to BDCs by the banks. She disclosed that the purchase and sale of the cash were not adequately documented by the BDCs. Alade said that if the trend was not contained, it could pose grave threats to the value of the naira as well as the Nigerian economy which had gradually become dollarised. She said the CBN Governor, Malam Sanusi Lamido Sanusi, and his team decided to take immediate action to safeguard the naira and ensure its stability in the face of the aforementioned challenges. Meanwhile, the CBN has also announced that the Retail Dutch Auction System (RDAS) would take effect from Oct. 2. This followed the suspension of the Wholesale Dutch Auction System (WDAS) at the official foreign exchange market. It said that the RDAS would allow only customers of deposit money banks to buy foreign exchange at the CBN through their banks. This is against the WDAS where the deposit money banks bought foreign exchange at the CBN on their own accounts and in turn sold to their customers. "The re-introduction of the RDAS is expected to prevent round tripping of foreign exchange purchased at the CBN official window to unauthorised channels. "Also, a circular has been issued mandating all deposit money banks to redeem all inward money transfers in naira to the recipients at the prevailing inter-bank foreign exchange rate. "This is in line with best practice,'' it said. The statement said that apex bank would continue to support the operations of BDCs in line with existing guidelines, adding that BDCs were still relevant in the foreign exchange market. "To guard against stifling the activities of the BDCs, the CBN has authorised all deposit money banks to deal at the official foreign exchange market rate. "It also warned that banks can only sell foreign exchange cash to BDCs subject to a maximum of 250,000 dollars per week per BDC. "The CBN also advised all BDCs to continue to comply with the conditions of their operating licences, including the proper rendition of returns with respect to the purchases and sales of foreign exchange.'' The statement said that the apex bank had assured members of the public of its commitment to maintaining price stability and the preservation of the value of the naira in accordance with its mandate. |
