Nigerian National Petroleum Company Limited said it lost 470,000 bpd to crude oil theft, especially those perpetrated in the oil-rich Niger Delta region.

The loss, it said, has hindered it from reaching its production quotas set by the Organisation of Petroleum Exporting Countries. This accrues to $700m lost monthly between March and September 2022

However, the company said it has assembled an array of digital control systems to curb the losses.

The Group General Manager, National Petroleum Investment Management Services, Bala Wunti, disclosed this to journalists in Abuja.

According to Wunti, the pipelines, particularly those around the Bonny terminal, cannot be operated due to the activities of criminals.

He said, “If you’re producing 30,000 barrels a day, every month, you get 1,940 barrels. So, what it means is that you can take it to 270 every four days, calculate it in a month; you will have seven cargos in a million barrels, that’s seven million barrels.”

“When you multiply seven million barrels by $100 that is $700m lost per month, about 150,000 barrels expected differ, we are not producing due to security challenges.

“The Shell Petroleum Company trunk line, TNP transnational pipeline cannot be operated and this has been like this since March 3 that we put in this. Just take your calculator, 150,000, it means if you want to arrive at 1 million barrels per day, it means every week as a minimum, basically for one week alone, it’s four cargo and four cargo is four million barrels.

“Four million barrels formula bar or $100 is $400 million. So you can do your calculations by yourself, take whatever price you want, take this to multiply by the number of days that have been shortened since March 3rd.”

The GGM said the impact of pipeline vandalism has caused low crude oil production, interrupted gas supply, countrywide interruption of distribution of petroleum products, refineries’ downtimes, increasing instability in the oil and gas market.

“Nigeria will suffer for it; the revenues are impacted, so we can only appeal to them to rein in themselves, the oil theft situation is regrettable. It’s not going on across the whole of the Niger Delta, there are trunk lines that are more impacted on, I think the Bonny trunk line ranks highest.

“Our major challenge as a country is our capability to respond and that is as a result of several factors, the terrain as well as some incapacity that we have.”

On the company’s efforts to contain the menace, Wunti said the NNPCL deploying technology in monitoring the illegal activities around its facilities in the creeks.

“I was in the Saudi Arabia infrastructure twice, and I know what they have. It’s a digital control system; it’s different from our own. Digital control system, it’s like you have the control system of all your assets in one place.

“This is beyond the digital control system; it’s also a security system and we are doing it and to tell you that this was built-in by our in-house software engineers because of the security sensitivities to it because they are customized, the moment you give to somebody who creates that. So, we use a combination of technology to integrate and synchronize and create what we are now confident and comfortable with,” he said.

Speaking on the synergy with other government agencies, Wunti explained that the Nigerian Midstream and Downstream Petroleum Regulatory Authority, formerly DPR, and then the regulatory commission issue what they call Bill of Quantity and they also handle vessel clearance and export permits while the Federal Ministry of Trade and Industry, handles the issuance of export permits.

He said, “We also relate with the Nigerian Customs Service which also helps with the export permit and to also clear all the vessels; and the Central Bank of Nigeria, processes all Nigerian Export Proceeds forms, Nigerian export supervision scheme. So, these are all the agencies we deal with, it’s not an NNPC thing, we have to work through all these agencies before a ship can come in and sail.”

He noted that some of the government agencies at the terminals include: Nigerian Midstream and Downstream Petroleum Regulatory Authority, the Nigerian Customs Service, NNPC terminal representatives, pre-shipment inspection agents, the Nigeria Immigration Service, the Nigerian Ports Authority and the Nigerian Port Health Authority.

He added that the Navy will be deployed “anytime from now”.

“They also want to be at the terminals to see what is going on. A lot of back-and-forths have been going on in the recent past, blaming the Navy. So, they want to be there to participate physically in what’s going on. It’s not just an NNPC thing, it is all government agencies working together to make sure that each ship that comes at any point in time has all the clearances,” Wunti noted.

Nigeria lost its crown as Africa’s largest crude producer as Angola surpassed the country for the first time in more than five years.

Angola’s average daily output in August of 1.17 million barrels was more than Nigeria’s at 1.13 million barrels, according to Bloomberg’s survey of monthly OPEC output. The last time that happened was in April 2017 when both nations were pumping about 500,000 barrels a day more, the same data show.

SportsFG Scraps NPFL’s League Management Company by treesun(op): 11:23am On Sep 09, 2022
The Federal Government on Friday scrapped the League Management Company managing the Nigeria Professional Football League.

To this end, the federal government also ordered the Nigeria Football Federation to withdraw the LMC license and set up an Interim Management Committee to oversee the league.

The directive was contained in a press statement issued on Friday by the Permanent Secretary of the Ministry of Youth and Sports, Ismaila Abubakar.

According to the federal government, the decision became imperative after a competent court of jurisdiction declared the League Management Company an illegal body.

The statement read, “In view of the several unpleasant incidents regarding the management of the Football League, specifically, the declaration of the National Football League (NFL) as an illegal body by the Court; the status of the League Management Company (LMC), the NFL’s successor-in-title being outside the purview of the Statutes of the NFF; the Federal Government is constrained to withdraw its recognition of the LMC as the operator of the Nigeria Professional Football League, with immediate effect.

“This decision has become necessary because of the obvious aberration (which is at variance with our football statutes or the laws of the land) whereby a private company is gifted the mandate to manage or run the league indefinitely, without the full involvement of and leadership by the clubs, and devoid of any process to monitor the progress and development of the game.

“Sequel to the above, and in order to rescue our domestic football from total collapse, the BOARD OF THE LMC AND THE LMC AS A BODY WOULD NO LONGER BE RECOGNISED BY THE FEDERAL GOVERNMENT AS OPERATOR OF THE NIGERIAN PROFESSIONAL FOOTBALL LEAGUE.

“To avert further chaos in our domestic football, the NFF is advised to immediately withdraw the Licence given to the LMC and, in the meantime, set up an Interim Management Committee (IMC), to include the current Chief Executive Officer and Chief Operating Officer of the LMC to oversee the affairs of the League until a proper Professional League Board is constituted in accordance with the Statutes of the NFF.”

Foreign AffairsKing Charles III Begins Reign Amid Mourning by treesun(op): 9:38am On Sep 09, 2022
King Charles III on Friday readied to address his mourning subjects on the first full day of his new reign as Britain and the world commemorated the extraordinary life of his late mother, Queen Elizabeth II.

At 73, Charles is the oldest monarch yet to ascend the throne of the United Kingdom, following the death of his “cherished” mother at her Scottish estate of Balmoral on Thursday.

He was due to return to London from Balmoral, where the 96-year-old queen died “peacefully” after a year-long period of ill-health and decline, at the culmination of a record-breaking reign of 70 years.

“During this period of mourning and change, my family and I will be comforted and sustained by our knowledge of the respect and deep affection in which the queen was so widely held,” Charles said in a statement.

One of the planet’s most recognisable people, she was the only British monarch most people alive today had ever known.

The tributes were universal, including from Russia and China.

New York’s Empire State Building was illuminated after sunset in silver and royal purple, while the Eiffel Tower in Paris dimmed its lights in tribute.

President Joe Biden described Queen Elizabeth as “a stateswoman of unmatched dignity”, and relayed the comforting words she gave when the United States was plunged into mourning on 9/11.

They were the same words chosen by the Daily Telegraph for its sombre front-page: “Grief is the price we pay for love.”

Other British newspapers also printed special editions to mark the occasion. “Our hearts are broken,” headlined popular tabloid the Daily Mail.

The Mirror wrote simply: “Thank you.”

Charles’s inaugural address, set to be pre-recorded, was expected to be broadcast on Friday evening, part of 10 days of plans honed over decades by Buckingham Palace and the UK government.

The new king was also expected to hold his first audience with Prime Minister Liz Truss, who was only appointed on Tuesday in one of the queen’s last official acts before her death.

Truss acclaimed the “second Elizabethan age”, five centuries after the celebrated first.

“We offer him (Charles) our loyalty and devotion just as his mother devoted so much to so many for so long,” she said in a televised address Thursday. “God save the king.”

Charles was also due to meet officials in charge of the elaborate arrangements for his mother’s lavish state funeral, which will be attended by crowned and elected heads of state from around the world.

He will decide on the length of the royal household’s period of mourning, which is expected to last a month, while the UK government will observe at least 10 days of official remembrance, when limited business is conducted.

Gun salutes — one round for every year of the queen’s life — will be fired Friday across Hyde Park in central London and from the Tower of London on the River Thames.

Muffled church bells will toll at Westminster Abbey, St Paul’s Cathedral and Windsor Castle, among other places, and Union flags will fly at half-mast.

Truss and other senior ministers were set to attend a public remembrance service at St Paul’s, while the UK parliament will start two days of special tributes.

10 interesting facts about Queen Elizabeth II
The queen’s death and its ceremonial aftermath comes as the government strives to rush through emergency legislation to tackle the kind of war-fuelled economic privation that marked the start of Elizabeth’s reign in 1952.

– Tributes –
Elizabeth’s public appearances had become rarer in the months since she spent an unscheduled night in hospital in October 2021 for undisclosed health tests.

She was seen smiling in her last official photographs from Tuesday when she appointed Truss as the 15th prime minister of her reign, which started with Winston Churchill in Downing Street.

But the queen looked frail and leant on a walking stick. Her hand was also bruised dark blue-purple, sparking concern.

Her closest family members had rushed to be at her bedside at Balmoral, a private residence set among thousands of acres (hectares) of rolling grouse moors and forests in the Scottish Highlands.

Her body will initially remain there, before being taken to the Scottish capital Edinburgh.

From there, her coffin is expected to travel by train to London for a lying in state accessible to the public, before the funeral.

Braving steady rain, crowds gathered late into Thursday night outside Buckingham Palace in London, and Windsor Castle west of the capital, with the number of well-wishers set to swell in the days ahead.

Londoner Joshua Ellis, 24, choked back tears as he mourned the “nation’s grandmother” at the palace.

“I know she is 96 but there is still a sense of shock. She is in all our minds and hearts,” he said.

“You could always look to the queen, to a sense of stability. Every time people needed support, she was there.”

– ‘Cherished sovereign’ –
Queen Elizabeth II came to the throne aged just 25 in the exhausted aftermath of World War II, joining a world stage dominated by political figures from Churchill to Mao Zedong and Joseph Stalin.

In the ensuing decades, the last vestiges of Britain’s vast empire crumbled. At home, Brexit shook the foundations of her kingdom, and her family endured a series of scandals.

But throughout, she remained consistently popular and was head of state not just of the United Kingdom but 14 former British colonies, including Australia and Canada.

New Zealand proclaimed Charles its new king. But Australia’s new government looks set to revive a push to ditch the monarchy, casting doubt on his inheritance even as it mourns the queen.

Britain’s mourning will culminate in a final public farewell at Westminster Abbey in London. The funeral day will be a public holiday in the form of a Day of National Mourning.

Charles’s coronation, an elaborate ritual steeped in tradition and history, will take place in the same historic surroundings, as it has for centuries, on a date to be fixed.

On Saturday, his reign will be formally proclaimed by the Accession Council, which comprises senior politicians, bishops, City of London dignitaries and Commonwealth ambassadors.
