Does Lagos need additional council? Yes

Does 1999 give provision for it? No

How did Tinubu manage the situation?
He simply turned the new council into a development area council.

Did he break any law? No

Did he achieve the result with his decision? A resounding YES

Today, the creation of 37 area councils is the reason behind higher development and IGR in Lagos state compared to other states.

The example above if replicated in the Nigeria system will make a difference.
