MUYIWA LUCAS writes Senator Ibikunle Amosun, Ogun State governor, is a happy man. Amosun’s happiness stems from the silent industrial revolution currently going on in his state. Two years after the maiden edition of the Ogun State investment forum, about 45 companies, each with a minimum investment of $100 million, have made the state their abode. And in this, the high-rise cap wearing governor takes delight. “Today, I have the pleasure that Ogun State is now the industrial base of the country. No state has the number of industries that we now have in this state; it is not an unhealthy rivalry with anybody,” Amosun told a gathering at a forum preparatory to the second edition of the state investment forum which commence today at the June 12 Cultural Centre, Kobape Road, Abeokuta, Ogun State. The investments spilling into the state are said to be the fallout of the policies put in place by the administration since its inception in 2011. For instance, early in the life of the administration, a clear-cut focus was put in place for achieving the set goals, one of which was to improve on agriculture and also embark on urban development. This reasoning was premised on the belief that agriculture will lead to urban development, and at the same time create wealth for the state considering its capacity to employ more people and the possibility of processing farm produce, which will ultimately lead to the harnessing and development in agriculture. It is therefore not out of place that the theme for this year’s investors’ forum is “Agriculture and Urban Development: Ogun State… The new Frontier.” Besides, it is the belief that promoting sustainable agriculture will lead to industrialis-ation. “That is why we belief that agriculture is imperative for urbanisation. For instance, a starch manufacturing firm came here to grow cassava; and we had to encourage them to set up their processing plant here to produce the starch since the raw material is here. This will also create employment for our people; we are encouraging industries not to look far for their raw materials elsewhere because they are all here in our state,” the governor noted. Amosun explained that the state chose the two sectors as the focus of the forum because, apart from the fact that they are interwoven, they also serve as agents of change, while agriculture, in particular, gives the state an edge over other states of the federation in terms of potentials and the gateway position of the state to other neighbouring countries. For him, the proximity of the state to Lagos State and also being an entry/exit point to other countries in the West African region, make the state stand tall above others as far as commercial agriculture is concerned. His words: “What we have in Ogun is not the seven million population but the ease with which we can be a hub. We are very close to Oyo and Lagos population. So, it is easy to make Ogun as hub. We are creating and repairing our roads, and as well building modern markets. So with these, you can access the West African countries through Ogun.” As part of measures to turn the state into an industrial hub, the state is working closely with the Bank of Industries (BoI) to aid credit facilities for investors. This is aside the ease of acquisition of land for investment purposes like farming and siting of factories and other industries. Ogun State government, The Nation learnt, gives as much as 70 per cent rebate on cost of acquiring land and ensures that documentation of such properties are concluded at the speed of light. However, such lands have a caveat: development must commence on it within six months of its allocation. This, the governor explained, is to ensure that only serious minded investors come to the state. For him, the target is to feed, cloth, house and move Lagos, as well as becoming the industrial hub of West African region. By this he means being the all round provider of the needs of Lagosians, in the area of agriculture, accommodation, and others socio-economic needs of the state. A high point of the forum will be the launch of the state’s metro city project, on which the urban development programme of the administration is anchored. This aims to bring mega cities, comparable to what obtains in developed countries and places like Dubai, to the state. These efforts appears to be falling in line with a study conducted shortly after the inauguration of the present administration which hinted that the state will attain fiscal autonomy by 2015, provided her current economic realities are sustained. This was contained in the preliminary report of the peer review exercise conducted by the policy consultant to the Nigerian Governors’ Forum (NGF), Mr. Ilyasu Gashinbaki. According to the report, the state’s Internally Generated Revenue (IGR) was projected to exceed that of Oyo State by 2013; and may be ranked in the same category with major IGR driven states like Lagos, Kano and Rivers by 2020. It reckoned that if the current policy thrust is sustained by successive regimes especially regarding port development – deep sea port Olokola regional free trade zones, Kajola special rail system; Gateway International Airport, tourism, trade and commerce, construction boom and trans ECOWAS trade, then Ogun will become the most advanced subnation among countries in the West African sub region. Besides, the state’s Gross Domestic Product (GDP) is said to be bigger than that of countries like Togo, Lesotho, Sierra Leone, Liberia, Gambia, Guinea, Sao Tome and Principe amongst others. |
OgunState government has stated that it would stop at nothing to position the State as the preferred destination for investors; not only in Nigeria but Africa as a whole. Economic Adviser to Governor Ibikunle Amosun, Mr. Rotimi Adewunmi, who stated this while speaking with THISDAY in his office at Abeokuta, the State capital, said the Ibikunle Amosun Administration was fully ready to explore the abundant resources in the State and open it for business. Adewunmi, who was flanked by the Special Adviser to the governor on Commerce and Industry, Mr. Femi Ogunsola and Senior Special Assistant on Trade and Investment, Mrs Adenike Aboderin, said the government would use the forthcoming two-day investors’ forum scheduled to hold in Abeokuta on March 26 and 27 to sell its economic master plan to international investors. He disclosed that the State government was particularly looking at investors from South East Asia and will also learn from Brazil in developing its housing sector. “What we are organising is not a summit where people come, talk and go but a summit where we can sell an economic master plan and do a follow-up after the forum,” Adewunmi said. “We have recognised where our strength lies and we want to capitalise on those areas. We want to attract people who will invest in those areas as well as other big players into the State,” he added. Special Adviser to the governor on Commerce and Industry, Ogunsola, said the State government was interested in developing the agriculture and agro-allied sector; mining, foundry, logistics and cottage industries. “What we are trying to do is to create an enduring sustainable platform between the government of Ogun State, those who are investing here at the moment and those who will be coming in the future. Our plan is to position Ogun State as the preferred investment destination in Africa,” he said. In her contribution, Senior Special Assistant on Trade and Investment, Aboderin, said research had shown that currently, Ogun State offers the best returns on investment. She also noted that the office of Trade and Investment and the Bureau of Lands, Urban and Regional Planning are working hard to make the state an investor’s delight, especially with the One-Stop shop concept where all the papers needed by investors could be processed under one roof. “Currently, research has shown that Ogun offers the best returns on investment. We therefore want to exploit this to woo investors into the State. We are not waiting until we have the entire infrastructure in place. We are starting by developing our roads and creating an environment that is conducive to business. “A joint task force is in place to ensure security and what we offer investors are in tandem with global standards. This, according to FCTA, is part of its effort to ensure security of lives and properties in the federal capital. The repatriated beggars, who were evicted in groups in different buses, were taken to states such as Kaduna, Kano, Bauchi, Jigawa, Nasarawa, Kogi, Kwara, Plateau and Gombe. Other states are: Enugu, Akwa Ibom, Cross River and Abia. |

The major institutions of the south-west were developed by the diligence, hard-work, industry and sweat of the yoruba people. This is a historical fact”- Femi Fani-Kayode I posted these words on my facebook wall as a fall out from the hot debate that was generated after the relocation from Lagos to Anambra of 19 igbo destitutes by the Lagos State Government and Governor Fashola. Immediately after the posting all hell broke loose on my wall and all sorts of exciteable and emotion-laden comments and assertions were made on the thread. I welcome each and every one of those comments including those that accused me of being a tribalist and a yoruba nationalist. That is the spirit of debate and we cannot all possibly agree on everything. Needless to say I stand by every word that I wrote in the post and those that do not share my view are free to hold their own opinion. My assertion is based on history and knowledge and not emotion. The facts are clear and the records speak for themselves. I will go no further than that because it is about time that Nigerians from the younger generation learnt to do their own research and to study their own history. I will not allow the mob mentality or the wild emotions of others to becloud my thinking or to intimidate me into distorting the truth. The igbo had little to do with the extraordinary development of Lagos between 1880 right up until today. That is a fact. Other than Ajegunle, Computer Town, Alaba and buying up numerous market stalls in Isale Eko where is their input? Meanwhile the yoruba of the old Western Region and Lagos were very gracious to them and not only allowed them to return after the civil war to claim their properties and jobs but also welcomed them with open arms and allowed them to flourish in our land. This is something that they have never done for our people in the east. Such gestures of love and fraternity were never reciprocated. Now some of them have the effrontery to call Lagos which is our land and the land of our forefathers (I am half Lagosian) ”no-man’s land” and others have the nerve to assert that up to 50 per cent of the development in Lagos came as a consequence of the input of the igbo. This is utter rubbish. Those that do not know any better ought to go and learn rather than vent their hostilities and ignorance against me here or on my facebook wall. I am not a tribalist but a great believer in Nigeria and more importantly I am a historian and a student of history. I will not distort the facts of history just to keep some people happy. The history of the yoruba and of Lagos particularly is very well known to me and the fact that Lagosians and the yoruba people generally are so generous and accommodating in their ways and to non-indegenes that settle in their territory should not be mistaken for ignorance, stupidity or weakness. We know our history, we know who we are, we know who and what developed our land and made it into what it is and we urge those that yearn to be like us to go and emulate our efforts and attitude to non-indigenees and hard work in their own states of origin. I have nothing against my fellow Nigerians from other parts of the country and I have proved over and over again that I love Nigeria and that I am a Nigerian before anything else. However if, in the twisted imagination of some, speaking the truth about the history and development of Lagos and the Western Region makes me a tribalist, then tribalist I am. Servants of truth do not fear such labels and are often hated and misunderstood. If I was worried about what others thought of me I would have stopped writing long ago. Meanwhile permit me to recommend to all and sundry to read and learn from the following words of an insightful Nigerian by the name of Mr. Sina Fagbenro-Byron. He has had the courage to analyse the matter in a very honest, clear and forthright manner and he has spoken the truth. Let us hope that those that have no knowledge of that truth are humble enough to learn from it. He wrote- ”It has become a recent habit by a number of our young Igbo brethren to refer to Lagos as a ‘no-man’s land. The great Zik, Mbadiwe, Mbonu Ojike, Ajuluchukwu, Opara etc would never have made such statements as they knew better. It is not only unfair but in extremely bad taste apart from the fact that it is historically false. How can you call a land that has had over 400 years of traditional rulership and cultural definition as a no man’s land.? It shows contempt for the indigenes, ingratitude of hospitality and a betrayal of ones host. The late Herbert Macauley( a Yoruba Lagosian) on his dying bed endorsed Zik as successor leader of the NCNC because of his nationalism, intellectual sagacity and it was endorsed by a group of Yoruba elders and not by any Igbo population who is anycase were infinitesimal as at the time, for Chinua Achebe records in his book, and we can roughly confirm that there were not more than a few thousand Igbos in Lagos before the civil war. So after having been received, accommodated by their host Yorubas since the 1940s a generation that is ignorant of history and careless of historical relationship refer to Lagos as no mans land, this attitude is the cause of the perennial Jos crisis amongst others. When the military stopped the teaching of history in schools in the 1980s, we knew that by allowing them we courted confusion, but it was deliberate. Up till 1968 , Mushin, Apapa, Ikeja, were all part of the Western Region. The English treaty was with the Oba of Eko Ile,(Lagos). Lagos traditional families all are Yoruba and the founder of Eko was Ogunfunminire who migrated from Ife before the 16th century. Lagos traditional Obaship was confirmed on behalf of the Oduduwa dynasty. If we consider it unfair to call Igbo property ‘abandoned property’ after the civil war, why should they refer to another mans backyard as no man’s land. Lagos had been the commercial nerve center of West Africa before Nigeria was created and this was attributable to the welcoming attitude of coastal Yorubas, which was first betrayed by the Portugese who introduced slave trade, the Kiriji war and the 100 year Yoruba civil war of 1769-1869 also saw a huge population from the other Yoruba Hinterland moving to Lagos to procure salt, guns,seek out their freed slave brethren etc and these led to the growth of Lagos. Since independence and after the civil war, other Nigerians have made Lagos a home for themselves , but none have been so unkind as to call Lagos a no mans land. Igbos who say this and claim credit for the development of Lagos should remember that the first Industrial Estate in Nigeria was built by Awolowo in Ikeja as Premier of the West and the Western house on Broad street has significant historical importance. I would urge my Igbo brethren not to make true the words of Sardauna when he described the Igbos as having a tendency to come in as visitors and seek to claim ownership to the exclusion of indigents, if Onitcha or Abakaliki is not no mans land why should Lagos be. Imagine how our Niger Delta brethren will feel if we refer to their space on God’s earth as no mans Land?” Fagbemi-Byron has hit the nail on the head and I wholeheartedly commend him for his courage. Frankly I could not have put it better myself. How I wish that more of those that are in the younger generation today would indulge in the type of research and scholarship that this man has obviously done. He, and those that value truth and knowledge like him, are the true Nigerians and thankfully I believe that there are many like him in every tribe and nationality in this great country. He said a delegation of the pro- Biafrans would be leaving Nigeria for the June meeting as soon as the group raised logistics for the trip. Asked what request the group would make at the UN, he said: “We have no other request than the recognition of Biafra, recognition that we exist, recognition that we have the right to be given the opportunity for self-determination, that the Indigenous People of Biafra have the right for self-determination, which Nigeria should allow to take place.” He said in December 2014, the organisation sent a delegation to Nairobi, Kenya at the invitation of the African Union (AU) to attend its Economic, Social and Cultural Council meeting.
