Firstly, where you can get the PCC is specified on the home affairs and skillselect website. From what is there it is only in Alagbon Lagos and Wuse zone 7 in Abuja. (Others can share their experience)
Secondly the official price is usually low but the officers just corner you and based on your bargaining you normally end up at about 10k per person.
Third just ask in your local police station, they all have contacts.
