DELTA State Governor, Dr Emmanuel Uduaghan has urged government at all levels to give priority attention to the welfare of teachers in the country.
The Governor who made the call when he played host to the national leadership of the Nigeria Union of Teachers (NUT), led by its national President, Comrade Mike Olukoya at the Government House annex, Warri stressed that teachers’ welfare was key to the success of the country’s educational policy.
According to him, “what is uppermost is the welfare of teachers … this country must take it as a priority.”
“We believe that education is the key to the success of our Human Capital Development programme in Delta State,” the Governor said, adding: “we must give every child access to good education and we have said no child should pay any levy in whatever form because education is free Delta.”
Dr Uduaghan however, condemned the attitude of some teachers who were not committed to their jobs saying it was not ideal for teachers not to meet up with their responsibilities only to be promoted as at when due.
“I am not against any promotion but, let us design a way to promote teachers who deserves promotion, people should work hard and merit their promotion,” the Governor said, adding that his administration would partner with the NUT in changing the attitude of teachers for good.
While noting that “we have some teachers who are very committed to their job”, the Governor observed that there were instances where teachers were found engaging in business activities when they were supposed to be in the class rooms teaching.
“The fact that promotion is automatic is posing a lot of challenges,” the Governor said.
Comrade Olukoya thanked Governor Uduaghan for his teacher-friendly disposition which has continued to attract the attention of the National Headquarters of NUT.
“We appreciate your achievements for education practitioners (teachers) in the state, may I assure you of the all-time commitment of teachers in the state to their professional duties to justify your love for the teachers and your huge investment for the overall improvement of the education sector,” the NUT President said.

Delta State Governor Dr Emmanuel Eweta Uduaghan CON has reiterated the commitment of his administration to the completion of all ongoing projects in the state before the end of his administration. The Governor stated this while addressing newsmen during the inspection of the Refinery Road Dualisation. project in Effurun, Delta State.
Dr Uduaghan commended the contractors handling the project for the quality work done and urged them to deliver the project on schedule. A review of the project reveals that work has reached advanced stage with both side drainages completed up to Chicken Republic along the Refinery Road. Arc Construction Company Limited the contractors for the project were fully on site with serious activity going on at all sides of the road. The Contractors promised to deliver on the project before the end of June , 2013. Deltans especially the inhabitants of the Oil City awaits the completion of the road.

Uduaghan Is Revolutionalizing Agriculture

PRIOR to the discovery of crude oil in commercial quantity in Nigeria, agriculture used to be the mainstay of the nation’s economy. In fact, agriculture was the greatest employer of labour in Nigeria before the discovery of the ‘black gold’ otherwise known as crude oil,  as more than 70 per cent of the total work force of the nation was actively engaged in agriculture.
As at that time when we had groundnut pyramid in the north, massive cocoa production in west, palm oil production in the east and rubber production in the south, agriculture was the most productive sector of the economy of the Nigerian nation. As a matter of fact, Nigeria was one of the leading producers of palm oil in the world then when government’s energy was channelled towards promoting sustainable agricultural productivity in the country.
Today, the reverse is the case as Nigeria has, unfortunately, moved from the league of food and cash crops exporting countries of the world to food importing nation. It is absolutely ridiculous to note that over one trillion naira is spent annually on food importation by the country. This, no doubt, has become a source of great concern to many Nigerians as it is becoming obvious that we can no longer feed ourselves as a nation.
However, the good news is that conscious efforts are now being made by the federal and some state governments in the country to resuscitate the once booming agricultural sector of the nation’s economy. One of the states that had been in the forefront in the crusade for the revamping of the agricultural sector is Delta State.
In an interview with journalists, a renowned Veterinary Surgeon, Agriculturist of no mean standard and the Managing Director/Chief Executive Officer of Phed Breeder Farm and Hatchery Limited, Dr. Philip Okwuada spoke on food security in Nigeria and the inspiring efforts of the Dr. Emmanuel Uduaghan-led administration towards boosting agricultural productivity in the state among other issues relating to agriculture.
Okwuada who defined food security as unfettered and continuous access to affordable food with adequate nutritional value, said that Nigeria with a whooping population of over 150,000,000 people is suffocating under a severe burden of food importation, adding that food importation leads to rise in unemployment.
He listed the advantages of food security to include the availability of surplus funds for national development; improvement in the overall well-being of individuals in the country; increased mental and physical ability; improvement in the human capital output and increment in the overall human, social and capital development.
According to him, the consequences of food insecurity include increase in national expenditure on food importation; reduction in the availability of funds for capital, social and human development; reduction in the general well being of the citizenry; increase in diseases and deaths; reduction in human capital productivity; increase in poverty and hunger among the people and reduction in human lifespan among others.
Having realized the importance of agriculture as a robust alternative to oil, the Veterinary Surgeon said, the Delta State Government under the leadership of Dr. Emmanuel Uduaghan has shown tremendous interest in the sector as the incumbent administration is revolutionalising agriculture in the state.
“Just few months after he came on board in 2007 as the executive governor of the state, he conveyed an Agricultural Summit where all the agricultural stakeholders in the state were invited and the outcome of the summit was a well designed Agricultural Roadmap for food security in the state”, Okwuada said.
As part of the transformation agenda of the Uduaghan-led administration in the agricultural sector of the state economy aimed at creating jobs for the unemployed youths in the state, he said, the concept of Youth Empowerment Through Agriculture (YETA) was developed. He disclosed that the Uduaghan administration has actually made farming more attractive to the youths through the YETA scheme, adding that one of the fundamental objectives behind the programme (YETA) was to systematically replace the ageing farming population with a younger generation of farmers in the state.
“There is massive agriculture infrastructural built-up across the 25 local government areas in the state for the YETA programme where youths who were trained in poultry, piggery, fishery, snailry, rabbitry, oil palm, potato, yam, cassava, maize and melon among others are displaying the skill that they acquired during their training by the state government”, the agricultural expert added.
Apart from the YETA programme, he said, the state government has, also, supported old existing farming population in the state through its Farmers Support Programme (FSP), adding that the state government had provided improved high quality yielding seedlings and subsidized fertilizers to farmers among others.
Speaking further, Okwuada said that the state micro credit scheme was another effort of the state government towards the realization of socio-economic self-sufficiency of Deltans, pointing out that the state was addressing frontally, the issue of food security.
“In Delta State, the government is meticulously involved in the transformation of productivity of some selected arable crops such as rice and cassava. In this regard, efforts have been directed in providing improved planting materials, agro-inputs and finance. Palm oil production programme is, also, at the front burner of the state government”, he added. While saying that the state has a high productive advantage for oil palm, the Managing Director of Phed Breeder and Hatchery Limited disclosed that “in the case of nutritional value with respect to protein, the state government is pursuing increased productivity in the area of poultry, piggery and fisheries”.

In line with the Delta State Government’s desire to build a state beyond oil, by divesting into other areas of the economy, Dr.Emmanuel Uduaghan, yesterday, officially laid the foundation stone of the $57m Delta City Mall, Effurun, Uvwie Local Government Area.

Gov. Uduaghan said that the state government is happy to lay the foundation for the Delta City Mall because the project keys into one of the State government’s agenda of Infrastructural development.

At the ground breaking and official laying of foundation ceremony, Dr. (Sir) Patrick Ferife, Commissioner of Lands and Urban Development, who represented the governor, also said that the project is a landmark in the history of Delta State, noting that when the project is completed the economic activities of the area will be improved, thereby providing job opportunities for thousands of unemployed youths in the area.

He said; “When this project is completed it is going to improve the economic activities of this area. It is going to provide job opportunities and business opportunities to, not only Deltans but non-Deltans as well. It is going to provide an arena where our farmers are going to package their produce for sales. It will be a place where quality goods and services will be accessed by Deltans.”

The Governor also reiterated the commitment of the state to building a Delta State beyond oil, urging all investors to come to Delta and help build the state in the area of agriculture and manufacturing.

He commended the doggedness of the management of Shoprite under the management of Mr. Olumide Akinsanya, MD, Baysol Development Limited, for making the ground breaking and foundation laying ceremony possible.

In his speech, the Managing Director, Baysol Development Limited, the brain behind the initiative, Mr. Akinsanya, thanked the state government for the opportunity given to them to contribute their quota to the development of Delta State.

Speaking to newsmen he said; “Delta State has created the enabling environment, they have partnered with us and the Governor believes in Delta beyond oil. He believes that with the presence of Shoprite the environment will be improved. The farmers will have where to sell their goods and they will also have access to quality goods. The government has provided us with the enabling environment and they have given us a reason to be here.”

Mr. Akensanya also noted that the project is public private sectors initiated by Dr. Uduaghan where foreign investors are encourage to come to Delta State, saying that this project for them is just the beginning. He said Baysol is the developer of the project, emphasizing that they have also put together the funding of the project which will cost 57 million dollars.

He said; “Delta State has come of age and the people of Delta State deserve the best and that is also the believer of his Excellency. We have put together everything you see here, including the funding. This project is going to cost 57 million dollars and we are fully funded. We will deliver this project by Christmas Eve of 2014.”

Also speaking to newsmen, the Managing Director of Resilient Africa Real Estate Ltd, Mr. Holden Marshall, said their company is very excited because the project is their first ground breaking in Nigeria and that they are also excited about the prospects.

Mr. Marshall said the first phase of the work is going to take about 12,000 square kilometers of fully air-conditioned shopping mall, adding that once the state and the people fully understands what they are doing they will increase the Mall to a about 20,000 square meters will take several years to develop.

He said; “We believe we have a very good contractor in NTC and we believe we also have a very strong support team and project director. And we are confident that we are going to complete this project by last quarter of 2014

What can be a better form of government than democracy? This is a government where people’s representatives work in the interest of the people and it is evident in Delta State that those who are at the helms of affairs in the state are committed to working in the interest of the people in 2013 rather than putting self first. The N472 billion appropriation bill, otherwise known as budget, signed into law by Governor Emmanuel Uduaghan of Delta State on Tuesday, gives credence to the fact that no form of government can be better than democracy.
Sixty-seven per cent of the budget sum would be spent on capital projects, which is a strong indication that most of the projects that are on-going in the state would be accelerated to a conclusive end and new ones that would benefit the people of the state would also be introduced. During the signing of the budget, which took place at Government House, Asaba, and was witnessed by the Deputy Governor of the State, Prof. Amos Utuama (SAN), the Speaker of the Delta State House of Assembly, Rt. Hon. Victor Ochei, some legislators, members of the State Executive Council and some political appointees, Governor Uduaghan emphasized that “we want to do more of capital projects and spend less on recurrent expenditure.” Of course, he observed that executing capital projects, which would provide an enabling environment for investors to thrive and raise the standard of living of the people, is a “big challenge.”
His administration has made it clear that a future ‘Delta beyond oil’ must be provided for the people of Delta State and this, Dr Uduaghan’s administration is working to achieve through the Warri Industrial Park project, which would provide 10, 000 jobs for Deltans, the construction of gigantic projects to facilitate the movement of people and goods to and from different parts of the world through the Asaba International Airport, which has been described as the best in West Africa in terms of design and quality of work done, construction of international runway at the Osubi Airport, dualisation of roads that link such ports as Koko Port, Warri Port and the Burutu Port, among others.
Recently, the Governor Uduaghan’s administration secured a partnership with (UNIDO) to establish the biggest shoe and leather works manufacturing and training centre in the state. When it is completed, it will provide jobs for 2000 Deltans. When such persons are trained and are independent, they will also become employers of labour, and in the long-run, there will be job opportunities for a lot of persons aside the few jobs available in government.
Dr Uduaghan, who has been in government since the birth of democracy in 1999 as a Commissioner, Secretary to the State Government and now as a Governor, is abreast with what the generality of the people need as he urged his political colleagues who were anxious for political appointments to be patient, noting that he was prudent in the management of the wage bill of the state. Even with the prudence, the Governor stated that about N7 billion is being spent on salaries monthly, disclosing that his administration is committed to plugging loopholes to ensure that only deserving civil servants earn salaries from the state government.
According to him, there are still ghost workers in the civil service and also unqualified personnel working in the service, assuring that his administration would carry out biometric checks within the year to weed out the ghost workers. He also emphasized that only qualified persons would be allowed to hold positions meant for them, and made reference to a situation when it was discovered that someone who rose to be head of an institution did not hold the requisite academic qualifications.
He disclosed that his administration would also engage in aggressive revenue drive within the year, noting that they are working towards ensuring that salaries are paid with Internally-Generated Revenue (IGR). This will mean that more money would be available for the execution of capital projects in the state and, of course, the people would be better for it. Who says democracy is not working in Delta State?

Delta State Government says the Independent Power Plant Project is fully on course, assuring that it would be completed before the expiration of the tenure of the present administration. The assurance was given by the Commissioner for Energy, Mr. Charles Emetulu while inspecting the project site and equipment for the Independent Power Plant at Oghara. T he commissioner said the state Governor, Dr. Emmanuel Uduaghan was passionate in bringing rapid development to the state ,noting that, this was why he took the bold step in building a power plant in the state. Emetulu explained that the building of the Power Plant was in line with the governor’s vision of Delta beyond oil as it would open up the state to a lot of economic opportunities which would eventually make it an investor’s haven in the country. He called on the critics of the state government to always verify their claims before publishing in order not to mislead the public as was the case with the IPP project, saying the Delta State government was not against criticisms but that they should be constructive and done in good faith. Emetulu who expressed happiness with the pace of work so far done by the contracting firm, urged the contractor to put more effort in ensuring that the project is completed soon. He said the equipment for the Power Plant was of the best quality and manufactured by Rolls Royce of United Kingdom. The commissioner inspected two Rolls Royce turbines, two Generators, Skids and Installation accessories for the turbines.

Delta government embarked on 939 projects as contained in the 2012 budget, the Acting Permanent Secretary, Ministry of Works, Mr Donatus Umukoro, said on Tuesday.

Defending the 2013 budget of the ministry, Umukoro told the State House of Assembly Committee on Works that out of the projects, 97 have been completed and the remaining were ongoing.

He also said in order to bring supervision closer to the people, the ministry established six zonal offices to oversee projects in clusters of local government areas.

Umukoro noted that rainy season and poor funding were major challenges facing the ministry.

Also, the State Direct Labour Agency (DLA) told the committee said that the agency had an approved budget of N628million for 2012.

Defending the agency’s budget, Mr Emmanuel Igbini, said out of the budgeted sum of N628million, the agency was able to access N602 illion.

Responding, the Chairman of the Committee, Mr Samuel Mariere, advised the ministry and the agency not to exceed their budgetary provisions.

Mariere said that any ministry, department and agency of government that spends beyond its budgetary allocation would be going against the fiscal responsibility law.
