Education / Lagos State Begins Closure Of Unregistered Tutorial, Continuing Education Centre by umoette01(m): 11:08pm On Sep 05, 2017
The Lagos State Government, through the Agency for Mass Education will begin shutdown of all unregistered Tutorial and Continuing Education Centres (CECs) in Lagos State from Monday.

Special Adviser to Governor on Education, Mr. Obafela Bank-Olemoh disclosed this in a statement, saying the action was necessitated by the refusal of some operators of Tutorial and Continuing Education Centres to comply with the State’s directive to register their Centres and pay their annual dues after several notices from the State.

It would be recalled that the decision to clamp down on such Tutorial and Continuing Education Centres was suspended after a closed door meeting with critical stakeholders in the sector on Monday, September 26, 2016.

In the meeting, Bank-Olemoh reiterated the directive of Governor Akinwumi Ambode on standardizing the educational sector in line with international best practices.

The stakeholders equally agreed to cooperate with the State, saying they were committed to improving the quality of education in Lagos by maintaining high level of professionalism and standards.

“After several follow up engagements, the State will now commence clampdown exercise on all unregistered centres and enforce compliance to set standards through the Agency for Mass Education in line with Edict No 2, Section 4.3 of 1991 that mandates the Agency to control the activities of all Tutorial and Continuing Education Centres in the State.

“Lagos residents enroll in these tutorial centres and as government; we must ensure that quality service is delivered to our people. We must set standards and enforce it. Operators of Tutorial and Continuing Education Centres across the State are hereby advised to get registered with the Agency for Mass Education and pay up all stipulated dues to avoid being shutdown,” Bank-Olemoh warned.

Hope of averting another crisis in the health sector failed, on Monday morning, as the National Executive Committee (NEC) of National Association of Resident Doctors (NARD) rose from its meeting, in Abuja, this morning, voting for total and indefinite strike.

NARD president, Dr. Onyebueze John, in a text message said: “Rising from our NEC meeting, which started by 7:00p.m, on Sunday, and ended 3:00a.m. on Monday, NARD has resolved to reject the promissory offer from Government, and proceed on total and indefinite strike action until all items in her demand list for strike action are resolved by government.”

The association had on Saturday dispelled rumours that it had suspended the planned strike after a meeting with the Federal Government, where a Memorandum of Settlement was reached, pending the outcome of the NEC meeting.

Minister of Health, Prof. Isaac Adewole and his Labour and Employment counterpart, Senator Chris Ngige, had met with the resident doctors till the wee hours of Saturday.

The doctors are protesting the failure of government to pay their salary shortfall of 2016 and January to May 2017 and rectify the salary shortfall from August 2017, as well as inability to circularise House Officers’ entry point, among others.

23 Nigerian universities have adopted the new cut-off mark that was set up by the Joint Admission and Matriculation Board, JAMB.

The universities, mostly private, are among the 168 universities in Nigeria whose cut-off marks were released in a document PREMIUM TIMES obtained from JAMB on Friday.

The universities that adopted the 120 cut-off point include:Achievers University, Adeleke University, Caleb University, Fountain University, Caritas University, Novena University, Renaissance University, Ojiagu-agbani University, Evangel University, McPherson University, South Western University, Samuel Adegboyega University, Wellspring University, Western Delta University, Wesley University, Summit University, Edwin Clark University, Hezekiah University, Kings University, Arthur Javis University, Crown Hill University, Clifford University and Coal City University.

JAMB had on August 22 announced the 120 cut-off peg for universities following a policy adopted by vice chancellors, provosts, rectors, admission officers, registrars and other stakeholders in the education sector.

Universities were, however, at liberty to increase their cut-off marks, with majority doing so.

The new minimum cut-off point for universities had received lots of flak from parents, civic right groups, and students.

According to the list of adopted cut-off marks, the Obafemi Awolowo University, University of Lagos, University of Benin and University of Nigeria, pegged their cut-off point at 200.

Lagos State University according to the list is the only university that fixed its cut-off point at 190.

Also, universities such as Bayero University, Afe Babalola University, Oduduwa University, Pan – Atlantic University, Veritas University, Ritman University, Federal University Wukari, Federal University Lokoja, Federal University Ndufu Alike, University of Ilorin, University of Maiduguri,, University of Port Harcourt, Nnamdi Azikwe University, University of Uyo, Usman Dan Fodio University, Michael Okpara University of Technology, Abubakar Tafawa Balewa University, Federal University of Technology, Owerri, Federal University of Technology, Niger, Akwa Ibom State University, Ekiti State University, Enugu State University, Ondo State University, Lagos State University, Osun State University and Ladoke Akintola University of Technology pegged their cut-off points at 180.

Many other Nigerian universities pegged their cut-off points from 120 to 170.

Barrister Ben Nwosu, counsel to the former spokesman of Peoples Democratic Party, PDP, Olisa Metuh, has dismissed as a hoax a petition urging anti-graft agency EFCC to interrogate former President Goodluck Jonathan.
Metuh’s counsel stated this in a statement Saturday.He said “Our attention has been drawn to reports in the media regarding a petition by one Barrister Osuagwu Ugochukwu claiming to be representing a non- existent former member of the Enugu State House of Assembly, given as Ikenna Ejezie, and asking the EFCC to invite and interrogate ex-President Goodluck Jonathan on issues relating to the on-going trial of our client, Chief Olisa Metuh.
Nwosu, Counsel to Chief Olisa Metuh, said “Whereas we note that Barrister Ugochukwu has links with the EFCC and had appeared on behalf of the commission while representing its former Chairman, Ibrahim Larmode at a hearing in the National Assembly last year, the claim that the petition is on behalf of a former member of Enugu State House of Assembly is false as no such individual ever served in that legislative house.
He said after studying the petition, he is convinced on several grounds for instance that “The petition is not really against ex-President Jonathan but actually a calculated attempt targeted at swaying public sentiments and the judiciary against our client in this orchestrated and well-funded media trial. The idea is to sway the minds of the public and the court to get a conviction based more on media trial than the laws of the land.
“It is clear that their assertion is neither based on the statement our client made at the EFCC nor on the evidence placed before the court, which has clearly established our client’s case that the N400 million approved by the former president was not for personal and private use.
“The fact that this matter is subjudice should have impressed upon the petitioners and their backers that publicizing such hoax is actually an affront to the judiciary except it is intended to cow the judiciary.
“We are astonished as to how the petitioners would have referred to our client’s statement as a confession and a criminal statement.
“We are also not unmindful of the fact that this appears to be a vendetta by some persons to cast our client in the mold of an already guilty individual just waiting for sentencing.
He said “it is therefore obvious that the sole intention of this petition is to distort our client’s defense, which has so far been honestly and sincerely presented before the court.
“Finally, we state that we support the present fight against corruption and which is needed at this time of our national development, however this should not be used by some persons as a ploy to settle personal scores.

Alhaji Abubakar Maigandi, the Vice President, Independent Marketers Association of Nigeria (IPMAN), has commended the Federal Government on the new pump price of petrol.
Maigandi said on Wednesday in Abuja that the decision would help to put to an end the persistent petrol scarcity in the country.
“This is a good development; the best that will happen is complete removal of the subsidy.
“The price they put is a good one, but the best thing is to leave the market open so that people will decide what they want to sell after importation,” he said.
He assured that the products would be available with this development, adding that the association was ready to continue to support government’s effort.
The Petroleum products Pricing Regulatory Agency (PPPRA) has announced a new pump price of N145 per litre for petrol.
A statement signed by Mrs Sotonye Iyoyo, the Acting Executive Secretary of PPPRA, said that the new price would take immediate effect
“In furtherance of its mandate to ensure the efficient supply and distribution of petroleum products, PPPRA hereby announces, effective immediately, that the new price band for PMS shall be at a maximum of N145 per litre.
“However, NNPC retail stations on the outskirts of major cities are advised to sell at price lower than N145 per litre,” it said.
The statement said that the review became imperative in the face of extreme difficulties faced by petroleum product Importers in sourcing foreign exchange.
This, it added, had made it difficult to meet the consumption demand of the nation.
“Importers will henceforth be permitted to source for their foreign exchange requirements from the secondary sources.
“PPPRA is conscious of the difficulties that Nigerians have been going through in the last few months.
“To ameliorate this situation, we shall continue to modulate pricing in accordance with prevailing market dynamics thereby ensuring fair value to all citizens,” it said.

A senior military officer and troops in his command have been reportedly killed in a Boko Haram attack between Maiduguri and Bama in Borno State, late Tuesday night.
Though details of the incident were unclear as at the time of writing this report, an intelligence source familiar with the development identified the slain Commanding Officer as Lieutenant Colonel Salami.
The source said that the troops reported coming under heavy gunfire by Boko Haram insurgents during their patrol.
“They were cornered and ambushed,” the source added.
At least 30, 000 lives have been lost since the Boko Haram crisis started in 2010.

Indication emerged on Tuesday that President Muhammadu Buhari will next week Tuesday present a N6.07 trillion budget proposal to the National Assembly.
The budget presentation has forced lawmakers to postpone their earlier scheduled Christmas break from this week Thursday till next week Tuesday, after the budget presentation by the President.
The Senate resolved to postpone their break till next week Tuesday after an hour closed-doors session.
Most senators had initially preferred Friday for the presentation to enable them commence their Christmas break this week.
But the lawmakers agreed to fix their break to commence on Tuesday when they realised that‎ the Joint National Assembly Committee on Finance, Appropriation and National Assembly is yet to conclude legislation on the Medium Term Expenditure Framework and Fiscal Strategy Policy.
The N6 trillion budget proposal for 2016 is predicated on a $38 per barrel oil benchmark, N197 exchange rate and 2,200 barrels of oil benchmark.

The All Progressives Congress in Ekiti State has responded to Governor Ayodele Fayose’s allegations in his press conference in Lagos purporting that APC was planning to illegally use the Supreme Court to upturn his mandate in favour of the party.
The party accused the governor of blackmail, saying his fraudulent and pre-emptive tactics will not stop justice from taking its course in the resolution of the biggest electoral fraud in the history of Nigeria.
Publicity Secretary of APC, Taiwo Olatunbosun, said in a statement that Fayose’s alleged fraudulent attempt to draw the support of the international community to poll fraud was an impish attempt to legitimise fraud, stressing that the same international community had since realized that world leaders were also victims of Fayose and PDP’s fraud by misleading them in Fayose’s electoral victory in Ekiti State.
“Even though the international community declared that Ekiti poll that produced Fayose was fair, the same world leaders have since changed their position after listening to Ekiti poll fraud tape as secretly recorded by Captain Sagir Koli detailing how Fayose and PDP leaders rigged the election, including Fayose himself talking in the tape how he collected INEC soft copies and got them printed to win the election,” Olatunbosun explained.
He added that the governor was running away from his shadow after failed bids to beg President Muhammadu Buhari who he abuses daily.
“Why did Fayose try to pressurize members of the Military Panel to rescue him? After his emissaries returned empty-handed in their failed bids to achieve their aims, Fayose has now resorted to blackmail, accusing the President of trying to destroy democracy and we wonder who among him and the President is the enemy of democracy.
“This is the man that sacked the court and beat up a judge. This is a man that used seven members to impeach a Speaker and closed the House of Assembly against 19 members of the Assembly for six months. This is a man that ran all opposition politicians out of town during elections and launched relentless attacks on opposition candidates during the election,” Olatunbosun said.
He said Fayose should explain to Nigerians and the international community what he meant in the Ekiti poll fraud tape where he said he collected INEC soft copies that he printed to win his election.
He said: “Besides declaring in the tape that he collected INEC soft copies that he printed, Fayose also said in the tape that a collation was done days before the election in Efon-Alaye and we want to ask whether Efon-Alaye was the collation centre for Ekiti governorship election and whether it is not a fraud to collate the result of an election that had not been held.
“If a criminal case that is taken to court and the court assumes jurisdiction to try that criminal case is what Fayose would call illegality and destruction of democracy, is it printing INEC soft copies and collation of results days to the election that is legal and a boost to the practice of democracy in Nigeria?”
The party said no amount of crocodile tears shed from one television house to the other and blackmail of the ruling party would make him escape justice in the resolution of Ekiti State election fraud.

The campaign organisation of Bayelsa State Governor, Seriake Dickson, has raised the alarm that the All Progressives Congress (APC), is hell-bent on rigging next month’s governorship election in the state.

Director of Publicity of Dickson’s campaign team, Jonathan Obuebite, said this on Tuesday while briefing newsmen in Yenagoa.
He claimed that the APC was putting “immoral and indecent strategies in place” some of which had been concluded to be executed on the day of the election.

He said the party was collaborating with some powerful elements in the Presidency to ensure that the various moves designed to manipulate the election were realized.

“Of course, rigging an election can only be possible with the connivance of key institutions and agencies of government such as the Independent National Electoral Commission (INEC) officials and the security agencies.

“We can say without any fear of contradiction that a lot of efforts have been made by the APC leadership in Bayelsa State to infiltrate INEC at both state and national levels to ultimately rig the election”, he said.

Obuebite said the APC was planning to manipulate the poll through cloning and buying of Permanent Voters Cards (PVCs).
He said the opposition party was weaving a plot to compromise the card readers with a view to falsifying the results that would be sent to PDP strongholds.

He said the APC was mounting pressure on some officials of the commission to distribute fake result sheets on the day of election while withholding the original copies to execute rigging.

“This is a fact we came across through our intelligence network which we must emphasize is very credible.
“We can also authoritatively inform you that APC at critical levels of leadership is working in collaboration with two Northern governors and some important elements in the Presidency to achieve the daring objectives of rigging the Bayelsa governorship election.
“In this regard, we are aware that these people are perfecting the use of the military and police to intimidate voters and indeed hijack both electoral materials and result sheets at polling centres and during the transportation of these sensitive materials to the respective locations on Election Day”, Obuebite said.

A judge of the Federal High Court, Justice Lambo Akanbi, has been retired compulsorily.
He was until his compulsory retirement the judge at the Port Harcourt Division of the Court.
President Muhammadu Buhari has approved his sack after the National Judicial Council (NJC) found him guilty of violating the code of conduct for judicial officers.
In a statement issued Wednesday in Abuja, the ‎Acting Director of Information at the NJC, Mr. Soji Oye, said the president’s approval followed a recommendation made to him in that regard by the council.
The NJC had at its 74th meeting which held earlier in the month considered various allegations levelled against the judge by Shell Petroleum Company Nigeria Limited.
In the exercise of its constitutional powers, at the same meeting, the council had suspended Justice Akanbi from office before the president approved his compulsory retirement.
he council’s statement reads: “The allegations levelled against Justice Akanbi and contained in the petition are inter-alia:- That Justice Akanbi unilaterally appointed Mr. Emeka Nkwo of CYN-JAC (NIG) LTD who was not proposed by any of the parties as referee or valuer in Suit Nos FHC/PH/CS/434/2012 and FHC/PH/CS/435/2012.
“He also appointed the same referee or valuer in Suit FHC/PH/CS/25/2003, which is another matter involving one of the parties in the first suit.”
“That he heard and concluded the case without dealing with the notice of preliminary objection on the Jurisdiction of his court.”
“That he sat on the case in the Federal High Court, Yenegoa in Suit FHC/YNG/CS/30/2013 after a new Judge had been transferred to the state without a fiat from the Hon. Chief Judge of the Federal High Court.”

The former National Security Adviser, Col. Sambo Dasuki (rtd), on Wednesday said he is ready for trial over the N644 billion fictitious arms deal uncovered by a probe panel.
Dasuki said he acted in the interest of the country and with the fear of God in office.
He also said that contrary to the claim of the Presidency, he submitted a comprehensive list of arms procured to President Muhammadu Buhari before leaving office.
He said all contracts and payments were approved by ex-President Goodluck Jonathan.
Dasuki, who opened up in a statement he personally signed on Wednesday, declared that he was prepared to meet the Federal Government in court.
The ex-NSA said he had a lot to tell Nigerians except for the security of the country which was guiding him.
He said: “In a theatrical manner, the Presidency fed the public with many allegations against my person and yet to be named former public officers.
“To draw sympathy, the Presidency quoted some absurd findings including extra-budgetary interventions, award of fictitious contracts, 53 failed contracts, payment for jobs without contractual agreements and non-execution of contracts for the purchase of four Alpha jets, bombs and ammunition.
“For undiscerning Nigerians, they may tend to assume that the allegations were true and pronounce the former National Security Adviser guilty as charged.
“The statement issued by the Special Adviser on Media and Publicity to the President, Mr. Femi Adesina, who should know better as a former President of the Nigerian Guild of Editors and a witness to history, was nothing sort of propaganda to cast aspersions on Dasuki.
“To set the records straight, Nigerians should appreciate that the AVM Jon Ode-led panel did not invite the ex-NSA under any guise before arriving at its ambiguous findings.

Barcelona star Lionel Messi and United States women’s midfielder Carli Lloyd are among the 10 names on the shortlist for the FIFA Puskas Award.
Messi, who is selected for a goal he scored against Athletic Bilbao in the Copa Del Rey final in May, is also joined by a host of players from across the game — from David Ball of League One club Fleetwood Town to Carlos Tevez.
Messi collected the ball just inside his own half before beating five men and slotting a shot into the bottom corner. Barcelona went on to beat Athletic 3-1 to lift the Copa Del Rey at the Camp Nou.
Lloyd, who plays her club football for Houston Dash in the National Women’s Soccer League in the U.S., scored an outstanding goal in the final of the Women’s World Cup against Japan in July. With goalkeeper Ayumi Kaihori out of her goal, Lloyd produced an amazing chip shot from the halfway line — she scored a hat trick in the first 16 minutes of the final as the U.S. won 5-2.
Fleetwood striker David Ball showed neat skills on the ball to create some space before chipping a shot into the top corner against Preston North End.
Tevez’s goal, which he netted while still at Juventus in a Serie A game against Parma last November, saw him pick up the ball well inside his own half, hold off one defender and go on to beat three more before breaking into the area and coolly finishing.

The Nigeria Police Force seems to be spurring for a final showdown with youths calling for the recognition of the Indigenous People of Biafra (IPOB), as it has issued a warning that a “planned one-million march is illegal”.
In a strongly-worded statement on Friday, the Inspector General of Police, Mr Solomon Arase, said that the protesters, from the south-eastern region, would be provoking the law if they do not stop such protests or call.
He particularly made reference to the planned ‘one-million march’ for the actualisation of Biafra, which he said was illegal and asked everyone not to participate.
“Information available to the Nigeria police indicates plans by the Indigenous People of Biafra (IPOB) to embark on ill-advised protests, using dangerous weapons across some south eastern states.
“For the avoidance of doubt, this is unlawful and no one should attempt to test the law,” the police warned in the statement.
He reminded the youths that the law prohibiting the unlawful possession of firearms was still in force.
He also warned against any attempt to unleash mayhem on innocent and law-abiding Nigerians.
He said that anyone arrested in connection with the planned march would be appropriately dealt with.
