But unfortunately for Stella Oduah and her accomplice(s), it has been discovered that the two cars sighted by a team of the House of Reps at the NCAA’s office in Abuja on Tuesday are used vehicle and, it has also been discovered that “the chassis numbers” are different from what is in the official document…
According to some Senior Staff members of the Nigeria civil Aviation Authority, NCAA, there was no traces of any BMW bullet-proof cars in their office in Abuja until the scandal was exposed. The insiders have also disclosed that two vehicles were hurriedly brought to their office on Tuesday to make it appear like the cars were bought for the use of the NCAA and in the custody of the NCAA. New York – The body of late former Chief of General Staff, Vice-Admiral Mike Akhigbe, is expected to arrive in Nigeria on Saturday.
Nigeria’s Consul-General in New York, Amb. Habib Habu, told reporters on Thursday that the body would depart New York on Friday night.
“Earlier on Friday, a church service in honour of the former Naval chief will take place at the Holy Family Church located at 315E, 47thStreet in New York,’’ he said.
Akhigbe died on Oct. 28 at the age of 67 in New York.

BY SONI DANIEL, REGIONAL EDITOR, NORTH & HENRY UMORU The protracted disagreement between the leadership of the Peoples Democratic Party and the Governor of Adamawa State, Murtala Nyako, may see the latter moving over to the opposition All Progressive Congress, APC, today. The APC had on October 16, 2013, indicated interest in welcoming Nyako into its fold when the North East National Vice Chairman, Umar Duhu, visited the governor in Yola, the state capital. The governor, on his own, did not mince words about his love and admiration for the APC, when he described its governors and programmes in glowing terms and praised the leadership of the party for its dynamism. At the ceremony in his office, the APC said that they had the approval of the APC National Chairman, Chief Bisi Akande, to formally invite him to the party with the presentation of the traditional kolanut, which the governor gladly accepted. Apparently to concretise his triumphant entry into the APC, a strong Presidential APC team led by former Head of State, Gen. Muhammadu Buhari, former Lagos State Governor, Asiwaju Bola Tinubu and the National Chairman of APC, Chief Bisi Akande, is visiting Yola, the Adamawa State capital to meet with Nyako and other top officials of the administration. Other members of the team likely to receice Nyako into the APC’s fold are Governors of Lagos, Ekiti, Imo and their Borno counterpart. Former Governor of Borno State, Ali Modi Sheriff and the former Chairman of the Economic and Financial Crimes Commission, Nuhu Ribadu, are also expected on the APC train to Yola, where an important statement about the political future of the governor and his supporters is likely to be made. Although there is an unconfirmed report that the seven aggrieved governors of the APC and other key members are planning to defect to the APC, it is still not clear whether they will change their minds and pitch tent with the ruling party. One of the G7 governors, Babangida Aliyu, of Niger State, who was reported to have dumped the other six governors, denied ever changing his mind, claiming that as the leader of the group, he could not have deserted them in the middle of their political negotiations. Gov. Nyako Vanguard learnt that it might be a matter of time for the ‘rebel’ governors to defect to the APC or any other opposition party ahead of the 2015 polls. The seeming division among the G7 is when they should leave the PDP and to which party they should go so as to remain politically relevant after 2015. While many have opted for the APC, others are rooting for the formation of a brand new party to be able to galvanise their collective interest as equals. Scan-News can authoritatively reveal that in a last ditch effort to resolve the ASUU strike, President Goodluck Jonathan will on Monday, November 4, meet with the leadership of ASUU at the Presidential Villa.
This was part of the resolutions of the meeting between the ASUU leadership, Vice President Namadi Sambo and the Supervising Minister of Education on Tuesday as was first reported by this medium.
An official of the Vice President’s office who pleaded anonymity told Scan News that all hands are now on deck to ensure that the universities resume next week.
The official stated that the Vice President and the Supervising Minister of Education have made head-way in resolving the strike, but the final involvement of the President is to show ASUU that there is the commitment of the Federal Government at the highest level.
It was learnt that the President has been fully briefed on steps taken by Vice President Namadi Sambo and the Supervising Minister of Education to get to this point.
It was learnt that the President will at next Monday’s meeting present to the ASUU leadership the administration’s last concession for them to call off the prolonged strike.
A source at the Presidential Villa noted that if ASUU fails to call off, the Federal Government will then resort to plan B, which will be to compulsorily open the universities, using the instrumentality of the governing councils and the school managements.
Already, most of the governing councils of the universities have started meeting to work out modalities for the compulsory re-opening of the universities should ASUU fail to honour the personal request of President Jonathan.
Scan News gathered that the Supervising Minister of Education, Barr. Nyesom Wike and the Vice Chancellors of Public Universities also discussed the re-opening of the schools last Monday. Most of the Vice Chancellors suggested the compulsory re-opening of the schools, should the last ditch efforts fail.

Geneva – The 20,000 girls below the age of 18 who give birth every day in developing countries make them and the countries they live in to face economic disadvantages, a UN report said on Wednesday.
The report said that it made them face much higher health risks than older mothers.
Every year, 7.3 million children become mothers in developing countries, the UN Population Fund (UNFPA), said in its annual report that was launched in several cities, including Geneva.
Some 70,000 mothers between 15 and 19 die from complications after birth each year.
Having children at a young age prevents girls from entering the work force.
If girls waited until the age of 20 before having babies, the gross annual income would be boosted by more than 7.7 billion dollars in India and 3.5 billion dollars in Brazil, the report found.
At the same time UNFPA chief Babatunde Osotimehin stressed that poverty was an important cause of childhood pregnancies, along with discrimination against women.
“Too often, society blames only the girl for getting pregnant,’’ he said.
“The reality is that adolescent pregnancy is most often not the result of a deliberate choice, but rather the absence of choices, and of circumstances beyond a girl’s control.”
The report said Niger had the world’s highest childhood pregnancy rate, with 51 per cent of women in their 20s reporting that they gave birth before turning 18.
In Asia, Bangladesh has the highest rate at 40 per cent.
In other regions, Nicaragua holds the record in Latin America at 28 per cent and Yemen in the Middle East at 25 per cent.

The International Finance Corporation, IFC, and World Bank yesterday released the latest Doing Business 2014 report which indicated that Nigeria ranked better on global good practices in business regulations. With this Nigeria is also among the 10 economies that made biggest improvements in getting credit since 2009.
Despite the improved ratings which reflected Nigeria’s improved regulatory environment for business between June 2012 and June 2013 than it did four years prior the review period, the country was still not among the first 10 countries top with the most business friendly regulations.
While noting that Nigeria is closer to the good practices in business regulations than any time since 2009, the report stated that in the period between June 2012 and June 2013, the country had had positive developments in such areas as trading across borders, where the time to export and import had been reduced following implemented reform efforts.
According to the Bretton Woods Institution’s ‘Doing Business 2014: Understanding Regulations for Small and Medium-Size Enterprises,’ Nigeria was reported to be implementing some of the global good practices in the areas of Doing Business.
It added that the country allows a general description of collateral, which makes it easy for local entrepreneurs to get credit. Specifically, the report noted that since 2005 Nigeria had implemented 10 business regulatory reforms which made it easier for local entrepreneurs to do business and that the biggest impact of the initiatives was noticeable in the area of getting credit, where the country improved its credit information system through a Central Bank guideline defining the licensing, operational and regulatory requirements for a privately owned credit bureau.
These initiatives, according to the report, shot Nigeria up to the list of 10 economies in the world that made the biggest improvement in getting credit since 2009. Reflecting on the country’s improved performance, Director, Global Indicators and Analysis, World Bank Group, Augusto Lopez-Claros, said the “business regulatory environment requires strong and sustained actions,” and that he looks “forward to Nigeria’s continued commitment to make the regulatory environment easier for the local entrepreneurs in the coming years”.
The top 10 economies on the global ranking on the ease of doing business and with the most businessfriendly regulations are Singapore which came first followed by Hong Kong SAR, China, New Zealand, the United States, Denmark, Malaysia, the Republic of Korea, Georgia, Norway and the United Kingdom. In addition to the global rankings, every year Doing Business reports the economies that have improved the most on the indicators since the previous year.
The 10 economies topping that list this year, in order of improvement, are Ukraine, Rwanda, the Russian Federation, the Philippines, Kosovo, Djibouti, Côte d’Ivoire, Burundi, the former Yugoslav Republic of Macedonia, and Guatemala.
The report noted that despite the improvements recorded in the 10 countries, challenges still persisted in five of this year’s top improvers namely, Burundi, Côte d’Ivoire, Djibouti, the Philippines, and Ukraine which were still in the bottom half of the global ranking on the ease of doing business. The leadership of theNewPeoples Democratic Party has said the Governor of Niger State, Dr. Babangida Aliyu, is still among the seven governors who are loyal to the faction.
The group said the rumour making the rounds that the governors was no longer with it was a ruse.
Spokesperson for the faction of the ruling party, Chief Chukwuemeka Eze, said in a message on Tuesday in Abuja that the chairman of the group, Alhaji Kawu Baraje, had spoken with the governor, who he said denied the rumour.
He said, “The first thing we did this morning when we read the report (not inThe PUNCH) was to contact the governor through Baraje and according to the Chairman, the governor vehemently denied and refuted such an absurd and false report and assured us that he will be the last person to leave the G-7 governors particularly now that our struggle to reposition the PDP is about to yield the desired result.
“To us, this is just one of those evil machinations by failed politicians on the side of Bamanga Tukur’s faction to cause disunity in a group that God in answer to the prayers of Nigerians, brought to restore hope back to our dying democracy.
“We will like to assure Nigerians that this is a fight we shall see to its logical end not minding all the evil plots against us as a group.”
He added that the faction was selective of its leadership, which he said, was constituted by “very patriotic” Nigerians desirous of building a new nation.

The duo made the declaration in Abuja, on Tuesday, while speaking at a meeting with federal revenue generating agencies, organised by the National Assembly Joint Committee on Finance and Appropriation.
The committee had organised the meeting to consider the 2012-2014 Medium Term Expenditure Framework (MTEF) earlier forwarded to the National Assembly by President Goodluck Jonathan, preparatory to the 2014 budget presentation in November.
According to Otunla, “Nigeria is not broke, but it is currently having cash flow problems. We may have cash flow problem, but we are not broke.
“Countries like Greek and Spain are broke, they are now approaching their international neighbours for bail out, but Nigeria has not done that and we are nowhere near that situation.”
Deputy Governor of the Central Bank of Nigeria (CBN), Mrs Maria Alade, who represented the governor, Mallam Lamido Sanusi, at the joint sitting, said since the AGF and the DG of the Budget Office had said Nigeria was not broke, that was also the position of the CBN.
“As bankers of the Federal Government, it is not our duty to tell the nation whether it is broke or not. But we can tell the amount in accounts at anytime,” she said.
Defence ministry broke The Ministry of Defence is broke, owing to limited budgetary allocation and arbitrary reduction of proposed budgetary appropriation by the Budget Office of the Federation, which has left the ministry with liabilities and unpaid debts.
The Permanent Secretary in the ministry, Aliyu Ismaila, disclosed this on Tuesday, during the visit of the Head of Civil Service of the Federation, Bukar Goni Aji and the Peer Review Team of Permanent Secretaries, at the Ministry of Defence headquarters in Abuja, to assess their level of implementation.
The permanent secretary said there was the need to reconsider the importance and strategic role of the ministry, by increasing capital and overhead allocations.
According to him, over N19 billion was approved for the ministry in the 2013 appropriation, adding that so far, only about N13 billion had been released.
He explained that the ministry was burdened with over N194 million unpaid hotel bills, N14 million outstanding burial and death expenses and over N108 million outstanding repatriation allowance.
Aji, in his remark, noted that the Peer Review was to understand the feeling of staff, through the union headship and an assessment of the performance of the permanent secretaries.
He disclosed that the issue of ghost workers would be resolved with the implementation of the Integrated Personnel and Payroll Information System (IPPIS), which, he said, would solve delays in the payment of salaries.
Aji said the Federal Government was working to complete the IPPIS exercise and capture all ministries, departments and agencies (MDAs) by February 2014.
Jonathan presents N4.49trn budget Nov 12 President Jonathan will, on November 12, present to the joint session of the National Assembly the proposed 2014 budget estimates valued at N4.49 trillion.
The president, in a letter dated October 23, 2013 and addressed to the Speaker of the House of Representatives, Honourable Aminu Tambuwal, was read on the floor of the House by the Deputy Speaker, Honourable Emeka Ihedioha, on Tuesday.
“I write to crave your kind indulgence to grant me the slot of 12.00 noon on Tuesday, November 12, 2013 to enable me to formally address a joint session of the National Assembly on the 2014 Budget.
“While thanking the honourable members of the House of Representatives of the Federal Republic of Nigeria for the constancy of their support, please accept, Honourable Speaker, the assurances of my highest consideration,” the letter read.

Academic Staff Union of Nigerian Universities (ASUU) has condemned the attitude of the Federal Government towards the strike action embarked upon by the universities teachers saying that if the government has not defaulted in the implementation of the agreement reached and signed with the union, there would not have been a strike action.
ASUU Chairman, University of Ibadan Chapter, (UI) in an exclusive interview said, “It is unfortunate the situation we have found ourselves in this country. When we started this strike action, we felt we are dealing with a responsible and responsive government. We felt this is a government that would want to do that which is the yearning of the people. We felt this is a government that will see the need to quickly address issues that have led us to the strike. It is a pity that we have been talking to deaf and dumb government. This is the fourth month and this government is not yielding to the wishes of Nigerians which is to fund public universities appropriately.”
He continued, “It is not a nice story that Nigeria’s universities have been shut for four months and the government is not putting in serious efforts to making sure that the problems are addressed. It is really sad.”
Ajiboye who noted that the nation’s universities cannot continue to run the way they are presently, said without the urgent intervention of the government to arrest the rots that have accumulated over years, the universities cannot produce the expected results.
The ASUU leader stated that the union has refused to shift ground so that public universities could be protected for the children of the poor to have access to the university education and have universities to go.
Lamenting how the government has killed both primary and secondary schools in the country, he appealed that efforts should be put in place to sustain public tertiary institutions stressing, “the private universities is unaffordable for the poor.
The lowest school fee in a private university is N700, 000. Where can parents that are on minimum wage of N18, 000 get such amount of money to send their children to such university?”
Ajiboye also condemned the attempt of the government to rubbish the personality of Deacon Gamaliel Onosode and other eminent Nigerian personalities who negotiated with the ASUU to produce the 2009 agreement. SOURCE |

The confusion which followed the event marred the proposed visit at 9am today of the APGA candidate in company Chief Martins Joe-Martins Uzodike, his Campaign Manager who also doubles as the State Commissioner for Information, Tourism & Culture.
The traders showed visible anger as they marched through the environment carrying placards.
They were soon joined buy another contingent marching from Ose Okwodu with brooms and in no time bystanders a, youngsters and Okada riders joined them chanting songs in favor of the APC candidate in the election, Senator Chris Ngige.
The arrival of the Governor Obi and Obiano did not deter the protesting traders. Rather the governor’s entourage was pelted with sachet water bags, prompting a quick retreat to Whitehouse office of the Onitsha Amalgamated Traders Association (OMATA), where the donation of N1m announced by the governor was shouted down with many booing his entourage.
As at the time of filing this report, agents of the Governor Obi are wooing the traders individually through their leaders to come to Onitsha North stadium to be addressed, but the resistance appear.
One of the traders explained: ‘ We received an order by the government saying that we should not do business today, of which (sic) we feel that it is not okay’ Mr. Andrew Agbapu, Fancy Line said ‘ Every time they will close our business without considering our gain’.
Another trader in home appliance line, Mr. Fred Nebedum said;’ It is not by force to support a candidate. The worst is that he should come and say what he wants to do and other will also come. But it does not mean we will not do business for that?‘
Mr. Phil Onyia, of Abada line, Williams Street was blunter ‘The truth is that the government is forcing an unpopular candidate; someone we do not want to spoil our business and what is why we have this problem. We want Ngige, although we do not say anybody else should not campaign, but they should stop playing with our stomach for politics.’ Onyian fumed.
Governor Peter Obi was reported as saying that political parties will not be allowed to campaign in the markets, a policy sharply criticized by opposing political parties as unlawful.
The latest development has therefore caught the other political parties by surprise.
Luke Udeh, a chieftain of Labor party in Onitsha said ‘Obi can never excel on the path of keeping to his own rules. He is a bully‘.
Chief Amaechi Obidike, of APC did not pick his calls. But Jude Nkputa of PDP said, since Gov obi has decided to campaign in the market everyone will now do so. SOURCE |
