KINGwax: Our problem in nigeria is d lack of education. If d law was passed, it won't mean some organizations can't owe, even legally tru by-laws. All they got to do is create a clause in their appointment letter and they can owe up to a month!!
Depending on how the bill is drafted, there might be a loophole that the emploers can exploit.
However, dont forget that no matter what clause you put in a contract, all agreements must fall in-line with the Laws of the nation

Pergrace: A new bill before the House of Representatives has proposed stiff penalties for employers of labour in both the public and private sectors who fail to pay or delay the payment of workers’ salaries.

The bill passed second reading on Tuesday, getting the support of the majority of lawmakers at a session presided over by the Speaker, Mr. Aminu Tambuwal.

It also proposes that underpayment of workers’ wages; pension and emolument will attract sanctions.

According to the sponsor of the bill and House Minority Leader, Mr. Femi Gbajabiamila, the penalties will include the loss of 10 to 20 per cent of the value of the delayed salary.

He explained that after a salary delay of one week, the employer would begin to lose percentages of the salary, which would be added to the employee’s pay.

Gbajabiamila said, “Late payment or no payment of salary encourages corruption. People are forced to seek unlawful means to meet their financial and family obligations. It is our responsibility as legislators to protect the welfare of the citizenry. There is no point saying you have a job, yet no pay.

“This bill prescribes a period, beginning from seven days; the employer will pay a percentage in addition to the salary. From 10 per cent, it can rise to 20 per cent, and so on.”

Another member, Mr. Jerry Manwe, blamed the problem of non-payment of salaries on employers’ greed.

He said a practice common in some government agencies was to lodge workers’ salaries in fixed deposit accounts to yield interests for “some greedy officials, who keep telling the suffering workers that there is no money.”

Also backing the bill, Mr. Godfrey Gaiya, observed that employment was a contract between the employer and the employee.

“A labourer deserves his wage,” he said.

An attempt by the House Deputy Majority Leader, Mr. Leo Ogor, to oppose the bill, however, failed.

Ogor claimed that criminalising salary delays or non-payment of salaries could lead to “more problems that the bill intends to solve.”He argued that some delays could be caused by “cash-flow challenges and not that the employer does not want to pay.”

But, his position on the bill was defeated by a majority voice vote endorsing it

http://www.punchng.com/news/reps-move-to-criminalise-late-non-payment-of-salaries/
Very valid arguement.

Any employer of Labour knows that atimes, cashflow challenges affect the payment of salaries. And with the insane interest rates in our banks, borrowing to pay off these salaries will only end up being penny wise, pound foolish for the employer.

I really believe that should this bill sail through as raw as it is, then there will be a lot of problems in the labour market. Folks will lose their jobs faster than they can imagine.

Even in the Public sector, example the Local Governments that atimes dont receive their allocation on time, how are they expected to pay their salaries?!

Before passing laws, these legislators need to make sure that they do their assignments properly. Ogor is very right and his opposition shouldnt be summarily over-looked.

You will be surprised the job designation these people demand for.. M.Ds and G.Ms

Imagine a host community that wrote to us demanding we grant them scholarship, which we obliged, then they wrote demanding that we pay the benefactors of the scholarship 850,000 per month for the duration of their program.. I almost chocked on my own breath!! Thats the case that many companies suffer. My company still pays compensation to the host community of our club house. We bought the land outright o!! Have the C-of-O and all, but we still pay the community every year.

PoliticsRe: Youths Shutdown Indomie Factory In Kaduna South by UnknownMember: 9:58am On Nov 29, 2012
..The federal government needs to do something about this 'host community' menace in Nigeria..

- The Oil companies are suffering it daily in the Niger Delta.

- Other oil serviceing companies are suffering same.

- Even Federal Parastatals are suffering similar. I remember when the Port Harcourt Airport Host community stormed the Airport demanding employment of their indegenes and compensation..

- So what if their is no real qualified persons in their community? What should the company do?

Nigerias Economic climate is very hostile to big businesses and small ones alike.

Solutions;

1. Inter-city trains

2. Monorails

3. Buses (with dedicated bus lanes)

4. Taxis (registered with proper Taxi companies)

5. Sea Ferries (for states like Lagos, Rivers, Delta and Bayelsa)

6. Inter-city Trams.

7. Horse drawn carriages (for tourism places only)
PoliticsRe: INEC To Issue 10- Year Permanent Electronic Voters' Card by UnknownMember: 9:34am On Nov 29, 2012
- Electronic voters card is good as an idea in itself.

- But how does a country where there is no light, where the Internet and I.T in general is still very alien to us intend to make this work?! The problems people faced during the voters registration is still fresh on our minds. Some machines werent working, some polling areas had to bring their own generators that broke down half way through, e.t.c.

- Those communities that are located in remote and hard to reach places (where even mobile phone signals dont exist) would not benefit from this scheme.

- 10 years is rather too long.. I would suggest 4 years max. the same duration that every elected official is supposed to last in office. This way, verification of voters would be done before each election to ensure that dead card holders are deleted from the system and also weed out electronic rigging.

PoliticsRe: Yoruba Groups Want Okada Banned In South West by UnknownMember:
- Okada is the Lazy mans option for a means of livelihood.

- Okadas became a nuisance in Nigeria.

- Okada has sent a lot of Nigerians to an early grave.

- Okada accident victims had special wards in many teaching hospitals across the country.

- The association of Okada riders did nothing to control its members.

- Criminals used it as a means of a quick getaway.

- They didnt even bother with any form of safety precautions like wearing helmets and carrying just one passenger at a time.

- The era of Okada has come to an end. in another 20 years, Keke Napep (which is now worse than Okada in terms of menace to vehicle owners) would also fade away.
Music/RadioRe: Nigerian Music Of Today Is An Aberration by UnknownMember: 9:11am On Nov 29, 2012
seyi42k: You are employing sophism in you arguement. I grew up listening to classical music and my church (Apostolic Faith) has a choir and orchestra with at least 100 members playing different instruments every sunday. I can assure you that music has a message.

Have you ever watched a documentary of fans attending a rock concert? Have you analysed their effect on your brain? Do you know music carry subliminal messages that directly affect our moods? Do you know you can have an idea of who a person by the kind of music they listen to the most?

Now, I am not saying one cannot appreciate or listen to other kinds of music once in a while, however the music you hold dear to you heart says a lot about you.

- People with suicidal or rebellious tendencies gravitate to rap or rock or heavy metal.

- People with high level of sophistication ( real or feigned) gravitate towards jazz or classicals or blues/soul

- People with romantic tendencies gravitate towards R&B.

- A Nigerian Activist will probably love Fela's music e.t.c

I know these are generalizations that may not hold true in all situations but believe me, if you really want to know the kind of person you are or you may become, analyse the music that you appreciate. You will be surprised.
Again sir, I beg to slightly differ..

I took heed the advice of Owen and researched the etymology of Music.. It was quite an exhausting read, however some definitions of music struck me;

- "Music, often an art/entertainment, is a total social fact whose definitions vary according to era and culture," according to Jean Molino

- "musicologist Jean-Jacques Nattiez: "The border between music and noise is always culturally defined—which implies that, even within a single society, this border does not always pass through the same place; in short, there is rarely a consensus.... By all accounts there is no single and intercultural universal concept defining what music might be"

- just as music is whatever people choose to recognize as such, noise is whatever is recognized as disturbing, unpleasant, or both" (Nattiez 1990, 47–48).

And the list goes on and on...

Point here is simply;

1. Not all music will appeal to you.

2. There is no known universal scale/standard for measuring good or bad music.

3. The music you listen to is dependent on your mood and not your personality. No human listens to just one genre of music all their life. Even a Goth will once in a while deviate from heavy metal rock and indulge in some soulful R&B.

4. Each era brings with it, its own type of music. By the time our grandkids get here, they will have their own kind of music which may not even be a subset of any of the presently known genres.

Now you said you grew up listening to classical music in church, good for you. However, the fact that you were sitting in church listening to church music simply means that they would only be playing a selection of music that must pass a message in line with what the church is all about, YES?! Now lets move away from your church and lets talk about real classical music, E.g Ludwig Van Beethoven. This is one of the greatest composers of all times. His symphonies and quartets have no lyrics whatsoever. Please find one, post a link to it hear, I will download it and then maybe you can tell me what message a bunch of musical instruments playing with no lyric passes to you. I would really love to hear what you are hearing.

I will however agree with you that musical enres have been stereotyped as fitting people with certain moods, but then again, that rule isnt set in stone. I am yet to stumble across any credible research that has directly linked heavy metal, rock or rap with suicide. For every 'RESEARCH' supporting your theory you bring, I will find you one that disproves it.. Ask yourself why despite the several cases brought against heavy metal bands and artistes, not one conviction has ever been recorded.

The bit on sophisticated people being more likely to be lovers of Jazz and classical music is a big laugh. Even the President of the free world (Obama) has admited that he listens to rappers like Common, Khanye, Jay-Z and co. Even Mitt Romney when asked about his favorite musicians, after saying Classical and Jazz, went on to say he loves 'The Rolling Stones, The Eagles and also Aerosmith'. I guess that makes them rebels of some sort abi?! lol

I love Classical music. I will pay my money to hear a fat lady sing at the opera way before I attend a Jay-Z or Lil Wayne concert. I also love Rap, Rock (alternative, a lil bit of heavy metal, slow rock, e.t.c), I love musicals (Evita, Sound of Music, the King & I, e.t.c), oldies like (the beetles, The Beegees, Smokies, e.t.c), Nigerian music (rap, soul, R&B, dancehall et al), I especially love reaggae (Riddims, culture, dancehall, root e.t.c).. and it goes on.. But in my versatility in music, I still for the life of me cant stand foreign Gospel (Kirk Franklin, Don Meon, Kenoly and co), still cant understand Jazz music (like whats up with that shiit?! lol)..

Once more sir, music is like love, it has no real universally acceptable meaning, differs in appeal from one person to another and does not necessarily have to carry a message be it negative or positive for it to be described as good music.

My homeboy is having a wedding, does it look to you like my attending is to go and feed or to go and share his day with him?!

If its a case of we had beef and he decides not to invite me, then thats malicious, but if its a case of 'I forgot to invite you', then Imma show up and surprise him/her anyways..
