Two years ago, Robert Warren, the executive director of Hoyt Sherman Place in Des Moines, was searching for a box of Civil War flags in the theater’s upstairs storeroom when he came across a painting wedged between a table and a plaster wall. The surface was scratched and faded, but there was a sticker on the back, a label from the Metropolitan Museum of Art, where the painting had once been on display.

Mr. Warren had stumbled upon “Apollo and Venus,” an oil painting on wood by the 16th-century Dutch master Otto van Veen. It had been stowed in the storeroom for decades and is now potentially worth millions of dollars.

Russia has expelled 60 US diplomats and closed the St Petersburg consulate in response to US action over a spy poisoning case in the UK.

The moves were announced by the Russian Foreign Minister Sergei Lavrov in Saint Petersburg in a tit-for-tat expulsion over the poisoning of ex-double agent Sergei Skripal.

Lavrov said that the US ambassador had been informed of “retaliatory measures”, saying that “they include the expulsion of the equivalent number of diplomats and our decision to withdraw permission for the functioning of the US consulate general in Saint Petersburg”. Washington earlier ordered the expulsion of 60 diplomats and shut down the Russian consulate general in Seattle.

Felix Brych of Germany, who officiated last season’s UEFA Champions League final match between Real Madrid and Juventus, is among 36 referees named on Thursday for the 2018 World Cup.

World football ruling body FIFA said in a statement that its Referees Commission has also picked 63 assistant referees, with the 99 match officials representing 46 countries.

They were selected from 53 referee trios in a three-year process through preparatory seminars and “based on each referee’s skills and personality’’.

“The Commission also put into consideration each referee’s level of understanding of football and ability to read both the game and the various tactics employed by teams,’’ FIFA said

It said Europe is providing the most number of referees with 10 and also the most number of assistants with 20.

But, for the first time, there is no World Cup referee from England.

There is also none from Nigeria.

FIFA however said another seminar has been scheduled for the last weeks of April in Italy to further prepare the referees.

“It will also include candidates to act as video assistant referee (VAR), with the technology making its debut at the June 14 to July 15 tournament in Russia.

“A final seminar for all officials will then start in Moscow 10 days before the first match,’’

ABUJA— Revenue Mobilisation Allocation and Fiscal Commission, RMAFC, said, yesterday, that only the management of National Assembly Service Commission, NASC, could explain how salaries and allowances of senators jumped to N13.5 million.

According to the commission, the total monthly entitlement of each senator still stands at N1.06 million

In a statement, yesterday, by its spokesman, Mr. Ibrahim Mohammed, the commission pointed out that the clarification became imperative, in view of the recent revelation by Senator Shehu Sani that each senator collects monthly running cost of N13.5 million, in addition to the monthly salary of N750,000.

The statement read: “A closer look at the monthly entitlement of senators reveals that each senator collects salary and allowances of N1,063,860:00, consisting of the following: Basic, N168,866:70; motor vehicle fuelling and maintenance allowance, N126,650; Personal Assistant, N42,216:66; domestic staff, N126,650:00; entertainment, N50,660; utilities, N50,660; newspapers/periodicals, N25,330; wardrobe, N42,216; house maintenance, N8,443 and constituency, N422,166:66.

“It is instructive to note that some allowances are regular, while others are non-regular. Regular allowances are paid regularly with basic salaries, while non-regular allowances are paid as at when due.

‘’For instance, furniture allowance (N6,079,200:00) and severance/gratuity (N6,079,200:00) are paid once in every tenure, while motor vehicle loan-(N8,105,600:00) is optional, which the beneficiary has to offset before leaving office.”

The commission insisted that the payment of running cost was not part of RMAFC mandate, adding that it was only the NASS that could explain that.

“RMAFC also wishes to use this opportunity to state that any other payments enjoyed by any political or public office holder outside those provided in the Remuneration Act of 2008 is not known to the commission and the Chief Accounting Officer of the agencies concerned should explain it.”

‘’To avoid misinformation and misrepresentation of facts capable of misleading citizens and members of the international community, the commission considers it most appropriate and necessary to request Nigerians and any other interested party to avail themselves of the opportunity to access the actual details of the present remuneration package for political, public and judicial office holders in Nigeria published on its website: www.rmafc.gov.ng.”

Russia yesterday set in motion the process of expelling 23 British diplomats following London’s “provocative” measures over the poisoning of a double agent that has triggered an escalating war of words.

The affected personnel have been declared persona non grata and are required to exit Russia within the next one week.

A British consulate is also to be shut and the activities of the British Council in Russia to be halted in a tough series of retaliatory measures announced after summoning British ambassador Laurie Bristow.

The Russian response was announced on the eve of a presidential election which is expected to hand Vladimir Putin a fourth term in the Kremlin.

The crisis erupted after Sergei Skripal and his daughter Yulia were exposed to a Soviet-designed nerve agent on March 4 in the English city of Salisbury, leaving them in critical condition.

London has blamed Moscow and on Friday, even directly implicated Putin in the attack, prompting the Kremlin’s fury.

“Twenty three diplomatic staff at the British embassy in Moscow are declared persona non grata and to be expelled within a week,” the foreign ministry said in a statement.

It said this was a response to Britain’s “provocative actions” and “baseless accusations over the incident in Salisbury on March 4”.

Russian businessman Nikolai Glushkov was found dead in London on March 12, with police opening a murder inquiry after a post mortem found he died from “compression to the neck”

Russia also said that it was withdrawing permission for Britain to operate its consulate in the North western city of Saint Petersburg, citing a “disparity” in the number of diplomatic missions held by the two countries.

And it said it had halted the activities of the British Council, Britain’s international organisation for cultural relations and educational opportunities, across the country.

“Due to the unregulated status of the British Council in Russia, its activity is halted,” the foreign ministry said.

“The measures are harsh but the British deserved them. And I don’t rule out that something else could follow,” first deputy head of the Russian Senate’s foreign affairs committee Vladimir Dzhabarov told Interfax news agency.

This problem of human trafficking has been on for a long time. Every day we read stories of slavery and deaths in the Mediterranean sea of our people. It has been a major concern to all of us. I was weeping while watching the programme and I think that was the same feeling our father, the Oba had and decided to say that enough is enough. You will remember that during the reign of Oba Erediauwa, when kidnapping started, no one knew where the kidnappers were coming from. We had to place a curse to abate it. In that case, the juju men, the meta-physicians, the Ewaise, the Ohens and others were asked to bring their materials from homes, which we used in placing the curse then and it was very effective. Prior to that curse, it was not possible to arrest those people, they looked like people from different planets. But immediately the curse was placed on them, they became ineffective and as soon as they kidnapped, they were arrested and were paraded on television. Many left Benin and we had some peace.

But last weekend Oba Ewuare 11, brought the traditional missiles from palace reservoir. Some of these missiles had not seen the sun in the last 800 years and they were brought out that day for the purpose of the curse. Truly, it was a thorough job. I personally congratulated the Oba for going to that extent. The materials that were brought out had been there even during the reign of Oba Ewuare 1, in 4040 AD. Those things are only brought out in a serious occasion such as an impending war. So, this human trafficking has become a war against us and the Oba has used the opportunity to place what I call a decree on so many anti-social activities in our Kingdom including illegal migration, kidnapping, cultism, and killing people unnecessarily. The ultimate aim was to sanitize the society.

(CNN) A Florida teacher has been suspended after his school district concluded he repeatedly used the N-word in class, and told his 7th and 8th graders not to date African-Americans "because they are not worth it," among other violations.
David Swinyar, who says he is white in his personnel file, teaches math at Kernan Middle School in Jacksonville. The school has 1,148 students — 22.6 percent of whom are African-American.
Just after lunch on October 6, 2017, a student told a school board investigator that their teacher, Swinyar, and students were discussing relationships.
"If your boyfriend says bad things to you and/or treats you wrong, that means he's acting like a n-----," Swinyar said according to student testimony in a school district investigative report. "You all should not be dating all these different African-American boys because they are not worth it."
A separate incident
In what appears to be a separate incident covered in the investigative report, students said Swinyar made other racist remarks in August 2017.
According to the report, Swinyar used the N-word during an argument with a student.
"If my daughter was dating someone who used the 'f' word, I wouldn't have any respect for that n-----," a student recalled Swinyar saying, according to an investigative report. Another student then confronted Swinyar about using the racial slur; he denied using it.
The school counselor, quoting a student, reported that Swinyar said, "If [Swinyar's daughter] was dating someone and that 'n' said the 'f' word, I would beat him up."
After he was confronted by a student, other students said Swinyar said, "I would never say that, but if I did, I am sorry."
A 10-day suspension
Swinyar reportedly said he attended an African-American church, and students said he made fun of the preacher's preaching style. The district also concluded in the report that Swinyar made inappropriate comments to students, such as calling some of them "dumb."
CNN reached out to Swinyar for comment, but has not yet received a response.
Florida's teacher union, the Florida Education Association, declined to comment on the situation Thursday.
"One of the FEA's core values is to 'value and respect the diversity among all individuals,'" said FEA communications director Sharon Nesvig, when asked for the organization's general policy on racist language in the classroom. "So, clearly FEA is opposed to using racial slurs and derogatory language inside or outside the classroom."
Swinyar received a 10-day unpaid suspension for the behaviors documented in the district's investigation. CNN affiliate WFOX-WJAX reports Swinyar will also get a letter of reprimand and a mandatory referral to the Employee Assistance Program.
After this story was published, CNN was sent a letter Duval County Schools Superintendent Patricia Willis sent to the school board members on Thursday afternoon. That letter further outlined what the district plans to do with Swinyar.
"Following the employee's suspension without pay, he will be reassigned to an appropriate district position with no contact with students for the remainder of the year," said Willis. "As an annual contract employee, Mr. Swinyar's employment contract with the district expires June 30, 2018. In May, recommendations for contract renewals for all annual employees will be considered."
Records indicate Swinyar has taught in the Duval County school board system since 2012.
