Nigeria’s President Muhammadu Buhari signed, on 25 January 2019, the Executive Order No. 007 on Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme (the Scheme). The Scheme is for a period of 10 years from its commencement date (remains to be clarified).

The Scheme is a public-private partnership (PPP) intervention that enables the Nigerian Government to leverage private sector capital and efficiency for the construction, repair, and maintenance of critical road infrastructure in key economic areas in Nigeria.

It is open to any Nigerian company (other than sole corporations), acting on its own or in collaboration with other Nigerian companies, and institutional investors (hereafter referred to as “Participants”) wishing to construct or repair any road identified and designated by the Government as an “eligible road”1 under the Scheme.



Participants will be entitled to utilize the total cost (Project Cost), incurred in the construction or refurbishment of an eligible road as a tax credit against their future Companies Income Tax (CIT) liability, until full cost recovery is achieved.

As a further incentive, Participants will be granted a single non-taxable uplift. The Uplift will be a percentage of the Project Cost, and the percentage to be applied is Monetary Policy Rate plus 2% on Project Cost. The uplift will be included in the total tax credit available to each participant.

My Experience in Zimbabwe.

I did something in Zimbabwe and I am wondering who will be stupid enough to do such in Nigeria.*

We hired a car (Hyundai Elantra 2018) from Europcar for six (6) months. On my departure day, I drove it to the airport, but the car hire office was closed. My flight was just two (2) hours, so no chance of taking it back to town.

While thinking of what to do, a young man (Jack) who identified himself as a staff of Caresafe taxi service at the airport told me that Europcar have closed the office due to Lockdown. He offered to help me in returning the car to Europcar office in the city. All he needed was call credit to contact them.
I gave him equivalent of 300NGN for the call credit. I then parked the car, gave him the key, took a picture of his ID and returned to Nigeria.

By close of the day, I recieved a mail from Europcar that the car has been returned.

Though, I didn't know the Jack and there was no way of tracing him except by his work ID which was not verified, my mind was at rest that he will hand over the car to the car hire. I trusted him because he's a Zimbabwean. He may be extremely poor and hungry, I know he's contented.

Despite the poor economy, people still leave their wares outside on the table till the next day without fear. WHO DARE TRY THIS IN NIGERIA?

This is not about the government or politics, but the people.
These people respect the law. For my six(6) months stay, i heard no single report of crime in the city. The police are unarmed except for stick but are highly respected.

Jack may not even be a christian. I didn't bother to ask for his religion. I didn't trust him because he mentioned the name of a God, he wore collar or carry a holy book . I trusted him because I knew the practice of his people.
If he's my country man, i dare not try that. I wonder how we descended this low as a country.

I have been suspected and severally interrogated just because I carried Nigeria passport.
This has happened in unrelated places, not because of what I have done but because of where I come from.

An officer in Lahore was once suprised he couldn't find drugs on me (a Nigerian) even after rigorous scanning.
Once you identify as a Nigerian, people see you as a potential criminal.

It is time to repair our identity.
We need to work on our value system.
We need to retrace our steps to find where we missed it.
Maybe we can be right again.

For the 20th day running, staff and pensioners of College of Education, Ekiadolor yesterday staged a protest at the entrance gate to the Edo Ministry of Education, Iyaro, to demand their 12 months unpaid salaries and pensions.

The workers have been occupying the entrance gate to the government house, last week they blocked the Ugbowo Axis of the Benin–Lagos Highway and they took their protest to the Ministry of Education premises.

But the state government has insisted that it was not owing any worker and this was reiterated by the Commissioner for Education, Jimoh Ejegbai, when he told Vanguard on phone that the College of Education was defunct while the state government was meeting up with the agreement entered into with the workers.


“They entered an agreement of 65 per cent that should be paid on a monthly basis, we have paid up to the month of June this year”, he said.

But speaking to journalists, Chairman, Senior Staff Union, College of Education (SSUCE) Ekiadolor, Comrade Ken Omoruyi, said the protest would continue until their demands were met.

He said; “The state government owes us 12 months salaries and we are here to debunk the rumours making rounds that the staff of the College has been redeployed.



“We are here to see the Commissioner for Education and ask him when we were redeployed and if we were given redeployment letters.

“There are also rumours that the College of Education has ceased to exist, which is not true because the state government appointed a Provost, Registrar and Bursar for the College.”

Similarly, the chairman of the College of Education Academic Staff Union (COEASU), Comrade Fred Omonuwa, Chairman, College of Education Academy Staff Union and President, Coalition of Unions in the college said the college had not been given adequate subvention in recent times.

He said: “We have been on this protest for a long time and decided to take it to the Ministry of Education. The Commissioner said we are no longer Staff, but no sack letter to that effect, he also said we have been redeployed, but we were not given letters of redeployment”.

Also, Mr Efosa Uzebu, who spoke on behalf of the pensioners of the college, said they were being owed 12 months pensions and gratuity.
