The building is along the road when going to Obanikoro/Palmgrove. It is between Obanikoro bus stop or town planning bus stop.

If you get down at Obanikoro, you walk back for like 30seconds to 1 minutes and you will see the building not far from Jimi Agbaje Campaign house

If you get down at Town planning, you walk to the front for like 30seconds to 1 minutes and you will see the building not far from Jimi Agbaje Campaign house

You register online yourself and make the payment with your bank visa atm or debit card or paypal, maybe someone pay for you in that same way, also convert the $195 back to naira.. If you dont believe then goodluck

1. When asked if I have anyone in the US, can I mention my cousins/ uncles or who are those on the 'anyone' category?
2. Some schools do not require GRE for some of their Masters program, does it matter if you tell the VO it was waived.
3. I would like to confirm if SEVIS is valid for 1 year. because on the top right if my payment printout, there is sum info that looks like this " OMB 1453-1134 (Expires 1/31/2015) and payment was made 30th October 2014. is my SEVIS still valid?

State your intention very clear to the VO and no need to tell VO directly that GRE was waived say something like with you good performance in your UG and work experience it was waived but try write English test like toefl or ielts

Lastly i think that is an official file code date for DHS and it does not affect your sevis but sevis fee is valid for a year starting from the day of payment
