Respectfully you're wrong. As is 90% of everyone commenting on this post which is scary.
Let me explain. Firstly the state governors do not need moral encouragement. They and their legal representatives fully understand the law. The judge was not telling them anything new regarding the grazing ban.

Secondly to quote you "a diplomatic judgement" is no judgement. Because she was playing safe which reaffirms my earlier criticism.

Let me break it down for you and others as to what this case is about.

A law suit was brought by representatives of Southern governors.
The suit was brought about because the grazing ban was ineffective.
The ban was ineffective because herders were not obeying it and security agencies were not enforcing it.
The governors were unable to do anything because they do not control security agencies.
The governors do not control agencies because there is no state police in Nigeria.
There is no state police in Nigeria because the Nigerian constitution made the Police under federal control.
The governors out of frustration had hoped through the law suit would force the president to do the needful.

Instead of helping the Southern governors the judge essentially threw the case out citing numerous errors in legal process.

The crux of the matter is that herders are flouting and disobeying the law. The security agencies are not doing their jobs. The governors do not have the legal powers to force them to do their jobs. The judgement has not helped nor shed light on how this can be resolved.

I hope you all understand now.
There is always a solution if there is a will!
I am more interested in the solution than the legal mumbo-jumbo!
The governors of the South and East now have legalized state security outfits. They just need to recruit more hands, and also, give more support to existing local vigilante groups, already present in all local governments, and pronto, the job is done...
There is evidence that "Amotekun" is already active in this area in ondo...
The governors don't have to wait for the herders' kinsmen in Aso Rock to instruct federal security agencies to enforce state laws....they might wait foreversmiley

To be brutally honest this judgement is neither a victory for the long suffering victims of herders nor the governors. It is basically back to square one. Let me explain why.

The judge in her closing statement said a few keys things.:

A: That the plaintiff/claimant's suit was wrongly construed and aimed at the wrong person i.e Buhari
B: Reaffirms the constitutional stance that the president can not be sued as was being attempted
C: That the court lacks the power to do anything about what they are asking.
D: That it was not the job of the president to enforce open-grazing ban

The court decision seems at first to be in favour of anti grazing but look closely. The court effectively is saying your approach is wrong and there is nothing we can do for you.

The decision also implies that the State Governors should be the ones enforcing anti-grazing laws THIS is the key point made. Considering that the State governors do not officially have any control over any security agencies(besides Amotekun,Ebebu Agu that don't have legal backing yet) how will they then enforce the law?

This is what the judge failed to mention or give guidance on. In this failure she has inadvertently exposed herself as being a Buhari stooge whose judgement was either bribed or coerced or done out of fear for her career. Pay attention to the details my people.
"
The decision also implies that the State Governors should be the ones enforcing anti-grazing laws"- This is what is most important!
Calling her a Buhari stooge is in bad taste!-
She gave a diplomatic judgement which is enough to morally encourage the governors to enforce their state laws!

It’s very simple Southerners are slave to the Northerners because without the support of the Northerners they political career is at risk, that why that are all afraid to enforce the ban on open grazing.

Same here. However it goes down, Southerners should get informed so we can determine when and how we have been betrayed by our leaders so that we can punish them accordingly.

Clearly we now see that Governors have the power to enforce the ban they agreed on against open grazing.

It will be interesting to note, from this point on, the Governors who show they respect the wellbeing of their people more than any commitment to pleasing Buhari and his ruling cabal. In my head I can only think of Ortom and Akeredolu because of what both have done bravely so far.
Other southern governors will sit up by force!

Lol. She is .

For sure Miyetti Allah will reject her ruling. They have already directed their members and herders to disregard the open grazing ban Southern Governors agreed on.

This shows that these lawless people believe they own Nigeria and can subvert her laws simply because their ogas (Buhari, Malami, Pantami etal) are at the top.

Hope Southern Governors will not blink sha. I know Akeredolu won't but can't speak for others, especially those always running to Aso Rock to sit around waiting to suck up to Buhari and his PA or 'inner circle' members while their State is burning.
This law shall be enforced!
Any herder that disobeys this law in the South will be arrested by law enforcement or local vigilantes!
Their herds will be confiscated with option of fine. Failure of which will result in their herds being auctioned by the State government.

My guy I wonder oooh. Animal husbandry that has being made a precise science worldwide still has to be practised at the most basic, archaic, disruptive and nuisance level in the biggest black nation on Earth because of Fulanis alone who refuse to change their ways and accept modern practices.

If not for sinister and hidden agendas why not simply modernise practices in a sector that is completely private and driven by profit?

Why must the entire Nigeria accept a status quo of Fulani marching their Cows everywhere on highways, causing chaos, and into private farms to destroy crop yield and threaten the food security of Nigeria?

Why are we all hostages to this madness? Even with this judgement many cowardly Southern governors will still fear upsetting Buhari and 'his people' instead of acting in the best interest of their own people.

The governors won't "fear" anymore! cheesy

Crap. All they would do is start blaming the reason for the poverty on the land to be the cause of Hausas and Igbo and the best solution is division. When Yorubas have been president for 11 years and VP for more than 10 years but still acheived nothing. When Yoruba governors entered power and did nothing but loot the treasury like Fayose, Tinubu and the rest. Well, let them sell it to the uneducated folks. But if you are educated and you are a follower of Igboho, it would have been better money invested on your education was used to set up poultry in Kwara state. Your parents would have been multi-millionaires by now.
...and if you think you are educated and a follower of ESN terrorist leader Nnamdi Kanu?....

I wish Yoruba Nation will solve our problems but we have deeper problems than we think.

The betterment of Yoruba Nation starts with our state governors and state assemblies.

How well are the Yoruba governor's doing?

Are they not as corrupt as governors of other states?

What have they done in their current term to show you that we are ready for the betterment of the Yoruba people.

If we get the Yoruba Nation we are clamouring for, what's the guarantee that we are not going to keep recycling the same yeye leaders who are only interested in their own pockets.

A Balance and Just Constitution, with robust checks and balances, will guarantee economic progress and well improved standard of living.
Not forgetting huge financial and intellectual investments from diaspora kinsmen due to the expected highly improved security architecure. Cheers!
