I've checked it. To be honest it is obvious fct is not a state, so that The is permitted. But is later stated that it should be treated as such nonetheless(state) so that takes us back to sentence number one literally

When you say ``Jesus is my lord and Savior ``
In this case my Lord is also my savior.

SO fct is also a state!

The second sentence is not correct! Go and ask any English major.. THE FCT means fct is a different entity, that means the 36 states took one place while Fct also took one place

If you claim fct is not treated as a state then we should have something like "have 25% in both fct and 24 states" since they are different entity.

Treated like a state does not mean it is a state. Infact it means it is not so why does it need a governor. But it is not a state doesn't mean Nigerians are not living there so that makes it neutral and counted as a separate state which makes Nigeria 37 states for election's sake. All that is needed 2/3 which is 25 states. FCT is treated as equal to other states not superior
