I'm sorry, there's no way you can use a Payoneer card to open a Paypal account without getting busted! Trust me. Why not go the way of 2CO?

I don't think anything is now easier than making online purchases with your Naira-based ATM card. I make online transactions with my GTB ATM card (just the normal card) and I've never had any problems so far.
