Don't mind the OP. He wanted to make frontpage and he has achieved it. Since the creation of the department of public administration in the University of Maiduguri, no one has graduated with a first class degree. It was in 1989 when it was a joint department under the nomenclature 'Political Science and administration' that a student was able to achieve that feat. The course looks easy to non-students, but the proof of the pudding is in the eating.

Education and some northern areas run in parallel lines. Their definition of education is restricted to arabic studies. No achievement motivation, no effort to think and be creative. It is conservatively static.
