The presidency has dismissed as smear campaign, allegations of nepotism and favouritism against Acting President Yemi Osinbajo.

The presidency was reacting to an article by one Dr. Ismaila Farouk, who cited the composition of the Presidential Advisory and Competitiveness Council, and key appointments like the chief executive officers of Bank of Industry and Pension Commission.

The article had also accused Osinbajo of ensuring that all his aides were either Yoruba or members of the Redeemed Christian Church of God. It compared him with former Vice President Atiku Abubakar who he said appointed his aides from other parts of the country.

Osinbajo was specifically accused of appointing Yoruba men, Mr. Funso Doherty as the Director-General of Pension Commission (PenCom), and Mr. Olukayode Pitan as Managing Director of Bank of Industry.

He was accused of appointing his brother in law, Mr. Olusegun Awolowo, who is the Executive Director/CEO, Nigerian Export Promotion Council, into the Presidential Advisory and Competitiveness Council.

The Acting President was also accused of appointing his deputy when he was the Pastor of RCCG, Banana Island, Lagos, Dr. Okechukwu Enelamah, who is minister of Trade, as the Vice Chairman of the Presidential Advisory and Competitiveness Council which he inaugurated in the Presidential Villa last Monday.

While further accusing him of strategising for 2019 with the hope that Buhari would be unable to contest, the article accused Osinbajo of filling the advisory council with either his kinsmen in the South-west or members of RCCG.

On the appointment of the Director-General of PenCom, a presidency source told Thisday that “There has been much talk about failure of government to replace the former Pencom Director General with someone from the same zone as hers. It is argued that this ran contrary to Section 21(2) of the Pension Reform Act 2014. However, that section only applies ‘in the event of a vacancy.’

“Indeed, in that case, the President shall appoint a replacement from the same geo-political zone of the immediate past member who vacated the office to complete the remaining tenure. This is to ensure that no geo-political zone loses out in the event of a removal and replacement of one particular member, when others from other zones remain in office.

“However, where as in this case, the entire Board is dissolved and reconstituted, the question is not about replacement of any particular person from any particular geo-political zone. Rather, it is to ensure that in the newly reconstituted Board, every one of the six political zones is represented. The new appointees, covering all zones, are as follows: Ali Usman Ahmed (North East)- Chairman; Funso Doherty (South West) -Director General, Manasseh Terna Denga (North Central) -Commissioner; Abubakar Zaki Magawata (North West) – Commissioner; Ben Oviosu (South South) -Commissioner and Nyerere Ayim (South East) – Commissioner.

“Unfortunately, another controversy arose, following the slight alteration in the list earlier announced. The nominees have not taken office. So, thankfully, it is not a matter of vacancy this time. But why this alteration anyway?

“Unfortunately, the earlier announced appointment of Abdulrahman Dikko was found to be in error, as it ran contrary to Section 19 (5) of PRA 2014 which says that ‘the chairman and members of the PenCom Board shall not own controlling shares in any of the pension funds administrator or pension funds custodian prior to or during their tenure of office as chairman or members of the board.’

“It is not disputed that Dikko is currently a majority shareholder at Premium Pension Limited, one of the most prominent pension funds administrators in Nigeria today, hence the need to immediately rectify the error by moving him to a position for which he is clearly qualified. Dikko is now the appointed Chairman of the Bank of Industry Board”.

On the allegation that the acting president was strategising for 2019, the presidential source said politicking had never been a matter for contemplation by the vice-president, pointing out that he reluctantly accepted the offer to be vice-president, a reason which explains why he has never bothered to use his office to build a political structure for himself in his South-west zone.

On Enelamah, the source said contrary to the claim that Osinbajo brought the Minister of Trade and Investment into the government, the minister was actually nominated by the Chief of Staff to the President, Mr. Abba Kyari, whom he said had worked with Enelamah in the course of his private business before the advent of Buhari’s administration.

He also dismissed the allegation that the newly constituted advisory council was filled with Yoruba and RCCG members, explaining that Enelamah only became vice-chairman of the council by virtue of his office as Minister of Trade and Investment.

The Senate, yesterday, alleged that the Nige-ria Police had stolen all documents relating to the processing and passage of the 2017 Appropriation Bill, urging Nigerians to hold the Force responsible for delay in the passage of the bill.

The Senate also directed the Inspector-General of Police, Ibrahim Idris, to as a matter of urgency, return the documents and all electronic gadgets, including computers containing the budget files, which were taken away from the residence of the chairman of the Senate Committee on Appropriations, Danjuma Goje.

This was as the chamber set up an ad hoc committee to investigate the invasion of the Abuja residence of Goje, by the Police last week Thursday. The upper chamber further directed the same committee to investigate the alleged assassination attempt on the Senator representing Kogi West Senatorial District, Dino Melaye.

On the budget, the Senate decided to heap the blame of its failure to pass the budget as earlier scheduled on the Police, following the point of order raised by Goje, alerting the chamber that his residence was raided last week by the Police.

Goje also told the apex legislative chamber that the Police took away files and laptop containing the 2017 budget documents, in addition to carting away monies in naira, dollar and other currencies.

While adopting the presentation made by Goje pertaining to the invasion of his residence last week, the Senate asked the Police to tender public apology to the National Assembly and also return all the allegedly stolen documents to enable the chamber to continue with work on the budget.

The President of the Senate, Dr. Bukola Saraki, told the lawmakers that the Police had informed the Committee on Police Affairs that the operation in Goje’s house was carried out based on wrong information from a whistle blower.

However, Saraki insisted that the Senate would not accept the excuse as he declared that an immediate official explanation must be made to the Red Chamber on the operation.

The members of the ad hoc committee set up to investigate the invasion include Senators Jibrin Barau (APC, Kano State), Isa Misau (APC, Bauchi State), Chukwuka Utazi (PDP, Enugu), David Umoru (APC, Niger State) and Foster Ogola (PDP, Bayelsa West).

In his submission to the Senate, Goje said the policemen took N18 million in addition to $19,000, 4,000 Saudi Riyadh, 18 files and a laptop which contained budget documents from his house during the operation.

He lamented that his family members and himself were thoroughly traumatized in the operation he said lasted for four hours while he was away trying to put reports of the budget together at the National Assembly.

He said: “In addition, they also took my laptop. And to make matters worse, they took 18 files from my office. I am so traumatized now and I don’t know which files are missing, which files are available now. Some of these files have to do with the work I am doing, that is the budget.

“Like I told you, we were holding a meeting on the budget when they came last Thursday. So from Thursday till now, we have not been able to meet because some of the papers are no longer available; many of us are traumatized, my house as a politician is a beehive of activities; people are coming from all over the country to sympathise with me.

I have no time to sit and from today we are trying to start sitting again as appropriations committee to see what we can do with the budget. “I want to apologise to my colleagues that we could not keep to the timetable you gave us to lay the budget yesterday (Tuesday) and to get it passed today (Wednesday); and I think it is not our own fault, it is the fault of the police because the police interfered with the whole of the budget process and I hope Nigerians will not turn out to blackmail the National Assembly because the process were truncated by the police.”

Goje also told the Senate that the Police had not contacted him to explain why his house was invaded; pointing out that he was not yet in the know of the reason behind the action of the Police. Saraki insisted that the Police must give explanations on why it carried out the act without any convincing reasons.

He said: “This matter is a very serious matter as Senator Goje has said; it is now over five days with no statement or comments from the police to tell us why this raid was done or to tell us where these files are which are very important in the appropriation process.

“Sadly, I must tell you distinguished senators, that, informally the chairman of the police committee told me this morning that the police are saying that it is something to do with whistle blower. If the whistle blower misled them, I think the police should apologise not only to him, but to the entire country.”

The Inspector General of Police reportedly visited the Deputy President of the Senate, Dr. Ike Ekweremadu and the Senate leader, Ahmad Lawan, to seek peaceful resolution to the impasse between his establishment and the apex chamber. A source within the Senate told New Telegraph that the IGP had to visit Ekweremadu and Lawan because Saraki refused to see him, in retaliation for his refusal to pick his calls when his men invaded Goje’s house in Abuja.

Also, the House of Representatives yesterday issued a 24-hour ultimatum to Idris to return documents relating to the 2017 appropriation bill seized in Goje’s house.

The lower chamber warned that failure to return the documents would slow down the early passage of the 2017 budget. This followed the adoption of a motion brought by Hon. Abubakar Ahmad Yunusa (APC, Gombe) on the need to check the excesses of security agents with regard to invasion of residences of law abiding citizens.

In adopting the motion, the House resolved to set up an ad hoc committee to invite Idris to appear before it to explain what warranted the invasion of the residences of law abiding citizens.

Similarly, the House mandated its Committee on National Intelligence to investigate the source and actual ownership of the N13 billion recovered from a residential apartment in Lagos by personnel of the Economic and Financial Crimes Commission (EFCC).

The Senate has agreed to issue a warrant of arrest to compel the Comptroller-General of the Nigeria Customs Service (NCS), retired Col. Hammed Ali, to appear before it on Thursday,

The senate unanimously passed the motion at their plenary on Wednesday.

The decision of the Senate came at the time that the Nigeria Customs Service (NCS) suspended the implementation of its policy for duty payments on old vehicles.

The Customs service said that the suspension was placed in order to resolve issues with the Senate Committee on Customs.

The Acting Public Relations Officer of the NCS, Mr Joseph Attah, said Wednesday in Abuja that the Management of Customs had directed that the exercise be put on hold and expressed its readiness to engage the Senate Committee on further discussions.

He said that the essence was to bring the Senate on board to understand the importance of the exercise to national security and economy.

“Following the tension generated as a result of misconception and misrepresentation of the NCS planned motor duty payment, the leadership of the National Assembly and the Comptroller-General of Customs, Col. Hameed Ali (Rtd) met with a view to resolving the impasse.

“They both agreed that the proposed motor duty payment, though in line with the provision of Customs and Excise Management Act (CEMA) Cap C.45, LFN 2004, should be put on hold.

“While the Senate Committee on Customs and Excise interfaces with the NCS for further discussions.

“Payment of duty on vehicles or any dutiable imported item remains a civic responsibility of every patriotic Nigerian,’’ Attah said.

NAN reports that recently, the comptroller-general approved one month grace for all Nigerian vehicle owners who have not paid duties to do so or face outright seizure of the vehicles.

And this applies even to new vehicles bought from car dealers.

The service gave a window of one month, from March 13 to April 12, for car owners to pay the appropriate duty on their vehicles.

The public relations officer said that some owners of vehicles brought into the country through the land borders, obviously, did not pay duty.

Unconfirmed reports say the presidency may have waded into the crisis between the Nigerian Customs Service and the Senate to avoid a showdown.

The Senate had summoned Ali to appear before it, in his full Customs regalia, but the CG said he would not wear the uniform.

Buhari, a source in the presidency told This Day, has cautioned his appointees to avoid any confrontations with the legislature that would pit it against the executive.

In this regard, the president was said to have directed Ali to honor the Senate’s summons to prevent an escalation of the stand-off between both sides.

Mimiko is not meeting buhari bc of the court judgement that ordered substitution of his anointed candidate, he is just canvassing for a soft landing.
I will not be surprised if he eventually directs his supporters to vote for Akeredolu.
He was present at akeredolu birthday a couple of months ago and he was among the first people to call akeredolu when he emerged victorious at the controversial APC Primary.
What could he be discussing with Buhari? He knows Buhari will never go against court decision.
He vehemently believes that with the situation on ground, Olusola is a favored to win this election and Olusola Oke will be bent on exposing the financial atrocities he committed during his 8-year tenure in the office.
In the coming days, the purpose of Mimiko’s visit to Aso rock will be known.

This man has again shown his political prowess by pitting his tent with Alliance for Democracy. The people in the south west still recognize the party as a progressive party.
In the next few days, i see people defecting from PDP and APC to AD to support the candidacy of OKE. Especially members of the old PDP in Mimiko’s government.
It's quite unfortunate that the primary election was fraught with irregularities claimed to have been perpetrated by the presidency and Buhari has not called his foot soldiers to order.
Let's keep our fingers crossed as events unfold.
