As the National Blood Transfusion Service, NBTS, experiences underfunding, obsolete equipments and inadequate technical staff, there are indications that blood scarcity may hit Nigeria.

The looming danger risks the lives of over 1 million Nigerians; mostly accident victims, pregnant women as well as sundry blood needs and patients diagnosed with sickle cell anemia who rely so much on blood for survival.

While the NBTS also does not have adequate data to support the blood needs of the people, because of its current predicaments, it is estimated that the unmet blood requirements by the organisation is put at over 500,000 units per annum.

A Federal High Court in Abuja on Thursday restrained the Independent National Electoral Commission (INEC) from accepting list of candidates for the governorship elections in Edo and Ondo from other leadership of the Peoples Democratic Party (PDP) except form the Ali Modu Sheriff-led National Working Committee (NWC).


Justice Okon Abang in a ruling also granted an order of interlocutory injunction restraining INEC, the PDP and their agents from dealing with or according any facility required by law (regarding the gubernatorial elections to be conducted by INEC in Edo and Ondo states) to any other persons or group other than the Sheriff, Prof. Wale Oladipo and Fatai Adeyanju -led NWC of the party

Members of the National Assembly caucus in both the Senate and House
of Representatives from Ekiti State have told the federal government
to stop harassing the State Governor, Mr Ayodele Fayose with the
Economic and Financial Crimes Commission (EFCC) and face governance,
especially the dwindling economy and insecurity in the country.


The caucus, which condemned the freezing of the bank accounts of the
governor and harassment of members of the State House of Assembly,
maintained that it was absolutely illegal, and an affront on the
constitution of the Federal Republic of Nigeria for bank accounts of
any Nigerian to be blocked by the EFCC without court order not to talk
of a sitting governor that enjoyed absolute immunity.

There were indications yesterday that not a few foreign interests seek further devaluation of the naira to as low as 300 to the United States dollar, if desired economic goals must be achieved.

The new foreign exchange regime implemented by the Central Bank of Nigeria, CBN, saw the naira devalued from 197 to about 283 against the dollar on the official side, losing over 30 percent of its value since the start of the new regime.

CBN intervenes with Dollar sales; Naira weakens 282.50/$
Deposit Money Banks, DMBs, reported a total of 12,279 fraud cases in 2015, representing an increase of 15.71% over the 10,612 fraud cases recorded in 2014.
However, the amount involved decreased significantly by N7.59 billion or 29.63% from N25.608 billion in 2014 to N18.021 billion in 2015.
Similarly, the actual loss suffered by the insured banks decreased by N3.02 billion or 48.79% from N6.19 billion in 2014 to N3.17 billion in 2015.
These disclosures are contained in the Nigeria Deposit Insurance Corporation, NDIC, 2015 Annual Report released in Abuja, yesterday.
Some of the highlights of the report say the actual loss sustained in respect of internet banking fraud was N857 million, representing 27% of total actual loss of the industry.
Also, there was an increase in the frequency of ATM/Card-Related Fraud cases from 7,181 in 2014 to 8,039 in 2015, an increase of 11.95%.

As Senate fears they may get stringent bail conditions

There was palpable fear among Senators weekend that the president, Bukola Saraki and deputy, Ike Ekweremadu may go to jail should the court place stringent conditions on them following their scheduled arraignment for alleged forgery of senate standing rules in 2015. Former clerk of the National Assembly, Salisu Maikasuwa and one other are among those to be docked today for the same offence.

The federal government has listed 14 witnesses against the defendants.
Others to be docked alongside the senators today are the immediate past clerk to the National Assembly, Salisu Abubakar Maikasuwa, and the deputy clerk to the National Assembly, Benedict Efeture.

Fitch Ratings has downgraded Nigeria’s Long-term foreign currency Issuer Default Rating, IDR, to ‘B+’ from ‘BB-’ and Long-term local currency IDR to ‘BB-’ from ‘BB’, but says the Outlooks are Stable.

The issue ratings on Nigeria’s senior unsecured foreign-currency bonds have also been downgraded to ‘B+’ from ‘BB-’.
The Country Ceiling has been revised down to ‘B+’ from ‘BB-’ and the Short-Term Foreign-Currency IDR affirmed at ‘B’.
According to Fitch, the main factors that could lead to a downgrade are: A loss of foreign exchange reserves that increases vulnerability to external shocks; reversal of key structural reforms and anticorruption and transparency measures; worsening of political and security risks that reduces oil production for a prolonged period or worsens ethnic or sectarian tension, and failure to narrow the fiscal deficit leading to a marked increase in public debt.

On the reverse side, the main factors that could lead to an upgrade are: A rise in non-oil revenues that leads to a reduction of the fiscal deficit and the maintenance of a manageable debt burden; A revival of economic growth supported by the sustained implementation of coherent macroeconomic policies, and increase in foreign exchange reserves to a level that reduces vulnerability to external shocks.

In what many people described as a show of shame, Borno State Governor, Kashim Shettima and one of his Commissioners on Wednesday threw caution to the winds when they engaged some street urchins in physical combat, before security men on his convoy came to the rescue by arresting all youths within the vicinity.
Eye witness accounts revealed that trouble started when the boys, who were stationed in front of Governor Shettima’s Campaign Director, Babakura Shettima’s car mall on Kashim Ibrahim Way, started chanting unpalatable remarks, against the Governor, which seemingly angered him.
According to them, the Governor had earlier passed the route on his way to inspect another set of relief materials donated to the state, and on his return, the boys stationed themselves strategically pointing fingers at his vehicle and accusing the Governor of diverting relief materials donated to the state by Aliko Dangote and some other donors.
The Governor in turn ordered his convoy to turn and return to where the boys were, and decided to stop no sooner had they stopped than his Commissioner for Justice, Kaka Shehu who was driving in the vehicle with him jumped down and engaged the boys in fisticuff, following which security operatives had to come to the rescue, by whisking some of the boys away.
Our correspondent who was trailing the Governor’s convoy reports that, the Governor had to be restrained from jumping out of the car to join his commissioner in beating up the boys, even as eye witnesses confirmed that two of the boys were arrested with bloody mouths after the beating.

PRESIDENT Muhammadu Buhari has ordered the drastic reduction in the number of national newspapers supplied to the Presidential Villa, Abuja.
The restriction, evidence of the prevalence of the economic downturn, means that only few top officials of government are entitled to copies at the expense of the government.

Nigerian Pilot Saturday learnt that supplies to the offices of the Chief of Staff to the president, the Permanent Secretary State House and the Deputy Chief of Staff were restricted to between one and four copies.

Although when the directive was given isn’t clear, however its adverse effect on newspaper circulation in Abuja has been felt by media houses that now have huge additional unsold copies, some of which could have been supplied to the Presidency.

The Naira on Wednesday weakened further against the dollar at the parallel market, barely 24 hours after the Central Bank of Nigeria (CBN) moved for the adoption of a flexible exchange rate.


The naira sold at N350, weakening further from its rate on Tuesday when it went for N347 to a dollar.
The Pounds Sterling and the Euro opened at N385 and N380 and closed at N390 and N385 respectively.

Traders at the market said that they were keenly watching out for the impact of the new foreign exchange policy of the apex bank at the market.

The News Agency of Nigeria reports that the conference focuses on proffering solutions to tackle child poverty, protection to children across the West and Central African region.

According to her, government allocated money to assist the poor and is ensuring that communities determine the poor within them for proper interventions.

Feuding ministers, non-performing aides, perceived corrupt ones to go


Against the back drop of the bickering among ministers of the President Muhammadu Buhari administration alongside performance evaluation reports confidentially carried out by a select committee, the president is reportedly under pressure to “reorganise his cabinet” even as he was said to have rounded up consultations on the matter.


According to presidency sources who opened up to Nigerian pilot last weekend, Buhari is said to have been miffed by reports of feud among his appointees, non-performance of many of them and allegations of corrupt practices against some of his aides and cabinet members.


“He is really pained that persons recommended by his party and friends of the government are not performing. They are self-serving and some of them have corruption allegations hanging around their necks that the whole scenario has become an embarrassment to the president and his administration,” said a top presidency official weekend.

The official who hails from one of the northern states, added that though Buhari managed the well publicized description of Britain’s Prime minister, David Cameron of Nigeria as “fantastically corrupt,” it was a huge embarrassment that was akin to a slap on the face.

“Yes, the president managed the embarrassment with diplomatic equanimity. But it did not mean that it was not an embarrassment to him, his government and the country. As a statesman who knows his onions he managed the fallouts very well. But it just will not end there. He saw it as a challenge to clean the dirty stable. The needful has to be done,” the source further told Nigerian Pilot.

Feuding ministers
It was gathered that some ministers openly disagree with the administration’s position on critical national issues. Mention was made of remarks by some appointees on policy issues which are not in tandem with the policy direction of government. In such cases, the government had been made to “go the extra mile to issue statements to correct such bungling, thereby casting our confidence in doubts in the mind of the Nigerian public. Also, many of them work at cross purposes with mandated direction as if they were not well briefed on their schedules before they assumed duty,” Nigerian Pilot was told.
“President Buhari cannot watch as his cabinet, the government and his party, consciously and unconsciously bungle APC’s success at polls. He has to stop the bitterness and hostilities among his appointees,” the source said.

Only recently, but for the timely intervention of their respective aides, a minister and the minister of state reportedly almost engaged each other in fisticuffs over allegations of insubordination by the latter for the former.


Non-performing aides
It was learnt that following the brief each appointee got on assumption of office, Buhari expected them to dutifully deliver on their assigned schedules. But he is said to be worried that given the loads of complaints from the Nigerian public and the international community, not a few appointees are failing on this note.

“They lack initiative and are always waiting for the president to direct them before they are jolted to act. There is the belief that there is too much eye service around here. The president does not want to see their faces as often as they wish. All he needs is for them to work and deliver. Some of them even claim they are scared not to make mistakes that would offend the president. But they have not been seen to be trying to perform in the first case,” another source in a critical ministry revealed.


Corrupt aides
With allegations of corruption hanging over the heads of some appointees of the president alongside petitions and in some cases, officially confirmed fraudulent acts, Buhari is said to be decided on relieving affected persons of their appointment if his anti-corruption war must still be taken seriously.
This category according to Nigerian Pilot’s findings cuts across cabinet members and non-cabinet aides of the president.

Apart from financial corruption, it further learnt that appointees who politicise virtually every policy and agenda of the administration may be categorized as failing in the foregoing respect.


Last night, it was gathered that ahead the first year anniversary of the administration and speculation of a looming cabinet overhaul, most appointees of the president are jittery as they have nothing on the score card to show as their modest achievements in furtherance of the administration’s agenda.
“Some of them hold the last signing of the 2016 budget as excuse for non-performance. That was expected. But is that a tenable excuse when they have not been able to streamline operations in their respective ministries and the parastatals under them?” one presidential aide asked.
