He grows up attending a church and even getting involved with the various departments in church and following the church doctrine. He could even be nice to everybody and be known as a good man

See, for a christian, one thing needful is to accept Jesus Christ as his Lord and Saviour confessing Him as His Lord and saviour. Without this, no matter what he does in church he is not born again not forgetting what the bible says about being born again
