MTN has asked Nigeria for a plan to allow it to stagger the payment of a $5.2bn (N1.04tn) fine as the deadline for the payment expires today (Monday) , a source at the Nigerian Communications Commission said on Sunday.

The source added that the government was considering the request, made at a meeting on Friday between MTN and high-level government officials, and that the decision would be disclosed on Monday.

Authoritative sources told one of our correspondents on Sunday that the Federal Government at a meeting with MTN officials on Friday night rejected pleas by the mobile company to have the fine slashed. It was learnt that the Federal Government insisted that the rule should be followed since the rule that was contravened was clear.

Failing to obtain a reduction, MTN officials were said to have asked to have the payment staggered over a period of two years. By the end of the meeting on Friday, the proposal had not been accepted.

However, it was learnt that there were would be another round of meeting on Sunday night to resolve the knotty issue.

If the Sunday night meeting resolved the issues, the Federal Government may speak on the matter within two days, it was gathered. Since the imbroglio, neither NCC nor the Federal Government has officially spoken on the matter.

The NCC slapped the fine on MTN last month for its failure to cut off 5.2 million unregistered SIM cards.

MTN spokesman Chris Maroleng said, “We are waiting for authorities to come back to us”.

Nigeria has been pushing telecommunication operators to verify the identity of subscribers due to concerns that unregistered SIM cards are being used for criminal activity or even by Boko Haram militants waging an Islamist insurgency in the northeast.

“At the meeting, MTN pleaded passionately for staggered payment since the option of reduction of the fine had been ruled out,” the NCC source told Reuters.

However, a source familiar with the discussions said that an eleventh hour reduction of the fine could still be possible.

“Until the final announcement is made, there may be some room for manoeuvre,” the source familiar with the situation said.

Spokesmen for Presidency and communications ministry declined to comment.

The fine – if fully enforced – amounts to more than the past two years’ profit for the MTN in its biggest market. The new Minister of Cmmunications, Adebayo Shittu, told Reuters on Friday the government did not want the MTN “to die” or shut down operations as a result of the penalty.

The fine is based on $1,000 per outstanding unregistered SIM card, as stipulated by Nigerian telecommunications laws.

Nigeria accounts for 37 per cent of revenues for MTN, which operates in more than 20 countries in Africa and the Middle East. Since the announcement of the fine, its shares have lost nearly 25 per cent of their value.

The siege on the home of a former National Security Adviser, Sambo Dasuki, by officials of the State Security Service, SSS, was still on, Sunday, despite a court order.
Justice Adeniyi Ademola of the Federal High Court, Abuja, on Friday reacted angrily to the siege on Mr. Dasuki’s house despite an earlier ruling he gave permitting the retired colonel to travel abroad for medical treatment. “My own orders will not be flouted” the judge said on Friday, while re-iterating his stance that the former security chief be allowed to travel for medical treatment.

PREMIUM TIMES could not confirm if the SSS had been served with Friday’s court order as the Service is yet to appoint a spokesperson.

Mr. Dasuki had returned to the court to sue the Federal Government for still plotting to re-arrest him despite the earlier court order.

Justice Ademola said on Friday that “a court order must be obeyed”.

He also said there was nothing wrong in allowing Mr. Dasuki travel abroad for medical treatment, saying “only a fit person can stand for trial and investigation.”

Mr. Dasuki had approached the court last Monday asking for an order to allow him enforce his rights.

In the suit, Mr. Dasuki sought enforcement of his fundamental human rights to dignity and security of his life.

Armed security operatives have been permanently stationed at his residence, closely monitoring in-and-out movements and occasionally checking trunks of vehicles.

PREMIUM TIMES observed that on Sunday, two Trucks belonging to the SSS were parked in front of Mr. Dasuki’s house at No. 13 John Khadiya street, in Asokoro district Abuja on Sunday.

Operatives of the SSS were also seen sitting in front of the House. Mr. Dasuki himself responded to our inquiry asking whether the SSS had left his house via text message to say “ They are yet to comply. At this moment, they are still here”.

The SSS had while reacting to initial reports of the siege on the residence of the former NSA issued a statement saying the “standoff” with Mr. Dasuki is based on a different investigation

The agency said Mr. Dasuki has refused to honour an invitation by a committee investigating arms purchase while he held sway as the NSA.

“It may be recalled that Sambo was initially arrested and charged to court for unlawful possession of firearms and money laundering, for which reason his international passport was seized and on the order of the court, returned to the registrar for custody,” the SSS said in the statement by one Tony Opuiyo.

“What has however brought the seeming standoff between Sambo and the Service, despite the court-ordered release of his international passport on 4th November, 2015, is his refusal to appear before a Committee undertaking the investigation of an entirely different case.”

But Mr. Dasuki reacted swiftly saying he was never invited to appear before the committee.

“I’m not also aware that the committee is operating from the SSS headquarters,” Mr. Dasuki told PREMIUM TIMES. “What I know is that the committee is operating from the office of the National Security Adviser. So why is the SSS the one inviting me?”

Friday’s court order was issued after the SSS statement.

Since we are in a season of prize winners, from the Golden Eagles to young genius that won the world scrabble championship I was not surprised to read this weekend that the country got another accolade, this time in the rarefied field of Mathematics. Out of excitement and curiosity I went online to find out what our professor of mathematics really did and how the rest of the world perceived it and how they showered him and by corollary Nigeria with accolades.
I was disappointed and put on the alert when I discovered the story was only covered in Nigerian blogs and the that they were all similarly worded.


I asked Senia Sheydvasser a PhD Mathematics student at Yale University about this earth shaking development and this is what he said.

'Everything about this reeks of it being fake. To start with, the credentials attributed to Dr. Enoch are entirely implausible. I was particularly amused by the line about discovering a "scientific technique for detecting and tracking someone on an evil mission." What does that even mean? Does this techniques read thoughts to determine whether someone is planning something evil? Can this technique be used to track someone who is on a mission that is in a moral gray area? What if they aren't so much on a mission so much as they partake in the occasional recreational evil? It makes no sense.


I decided to look up the proceedings of the International Conference on Mathematics and Computer Science. Indeed, there does seem to have been a Dr. Enoch who spoke at this conference, and who talked about the spectral theory interpretation of the Riemann Hypothesis. However, the abstract does not seem to suggest that Dr. Enoch was announcing a proof of RH.


It gets worse. Surely such an important paper would have to be published somewhere? Perhaps it would be on ArXiV or elsewhere on the Internet. I decided to have a look. I can't seem to find any trace of something like "A matrix that generates the point spectral of the Riemann Zeta function", which was the title of Dr. Enoch's talk.


However, there is a paper titled "A Proof of the Riemann Hypothesis" online, uploaded by someone who claims to be Opeyemi Enoch, up on Academia.edu. If, indeed, this is Opeyemi Enoch that uploaded this paper, then he is guilty of very sloppy, very blatant plagiarism.


To start with, the paper doesn't even have his name on it! It has the name of Werner Raab, who (I checked) published a paper online in 2013 that is almost line for line identical to the one on Academia.edu.


I will admit that I didn't bother going through his paper (there are enough wrong proofs of RH on the Internet to drown in), but a quick overlook of the methods used (along with the fact that no one has heard of this paper in two years) suggests that there is a 0% chance that it could possibly be right.


So, to summarize, no, the Riemann Hypothesis has not been solved. A general note: be suspicious of any story of this significance that does not get covered by any reputable news source, particularly when they claim not that a solution has been proposed to a long-standing conjecture, but that it has been solved outright. That is sensationalist garbage---the real world does not work like that.'

'There are a lot of copies of the story you cited, but no evidence to support the story.

On Academia.edu - Share research Dr. Enoch has uploaded a number of paper regarding the Riemann Hypothesis, but none with himself as author: Federal University, Oye-Ekiti - Academia.edu.'
