An average Nigerian will not do that am very sure...when property are burning,house are burning,or any accident happening,you mostly find touts and miscreant stealing there. In those foreign country you mentioned how many miscreant do you find in the open during this events?few or nill because security agencies arrive on time. but in Nigeria you find this guys at the fore front because security agents takes time...so I dont agree with you on calling out the majority coz of the minority..
