As if all the money they've stolen thru crude oil isnt enough, they now resort on borrowing from foreign banks all to end up accumulating in thier private accounts. Why?

It is not advised to borrow money for consumption, but for capital project. Capital projects has a beginning and end.
Capital projects actually generates DIRECT economic activities which can be used to pay off the debt.
