women are generally stronger to suppress their urges than men. a woman can go her whole life having urges/dreams and not act upon them but for men its a different ball game. The animal/beast inside men mixed with ego/macho/testosterone/hunter attitude will make a man go for it, when the right time/opportunity comes.
if a man dreams about shagging some young hottie then its just  a matter of time before he acts upon his desires.
my point is that if the desire is there but the individual doesnt act upon it, then its just that he hasnt had the right "opportunity" to do it,NOT THAT HE DOESNT WANT TO DO IT. Maybe that person has too much to loose or his wife is always with him etc but the day that he is confident enough that he wont get caught/loose everything then he will act upon it.
the reason why we hear about marriages WITHOUT cheating is maybe because some people dont view it as cheating. the prostitution industry is thriving thanks to men who just go and pay some toto then go back home with a big smile and continue living "seemingly" HAPPY MARRIED LIFE. everyone is happy, the wife doesnt know: HAPPY! the husband just banged a young fresh hottie: HAPPY!
