The United States Government may impose a visa restriction on persons found culpable in the shooting of unarmed # EndSARS protesters at the Lekki Toll Plaza in Lagos on Tuesday .

This is just as the judicial panel set up by the Lagos State Government to probe the Lekki killings is set to begin investigation into the incident on Monday .
Soldiers deployed to quell the protests had opened fire on protesters. While the Defence headquarters has denied deploying soldiers in the Lekki Toll Plaza , Governor Babajide Sanwo -Olu insisted the military carried out the shooting on the peaceful protesters at the toll plaza .

The governor said, “ For clarity , it is imperative to explain that no sitting governor controls the rules of engagement of the military . I have , nonetheless , ordered an investigation into the rules of engagement adopted by men of the Nigerian Army that were deployed to the Lekki tollgate last night. ”
Although the casualty figure remains a subject of controversy , global rights group , Amnesty International , says 12 persons were killed in the incident .

Saturday PUNCH subsequently sent an email inquiry to the US Foreign Mission to Nigeria on whether those found wanting in the shootings would be banned from visiting the US .
The email enquiry read, “ With regard to the shootings at the Lekki toll plaza in Lagos and attack on protesters in various parts of the country , will the United States Government be considering a visa ban on persons found wanting in the last few weeks ?”
In its response, the embassy stated , “ We stand by Secretary Pompeo ’s statement of October 8 , 2020 : Adherence to these democratic norms and to the rule of law allows all citizens to engage in political dialogue and support their choice of candidates , parties , and platforms .
“ We will watch closely the actions of individuals who interfere in the democratic process and will not hesitate to consider consequences – including visa restrictions . ”

Earlier , senior officials of the United States Government on Thursday met with Vice -President Yemi Osinbajo and expressed displeasure over the shootings .
Although the Nigerian Army had denied deploying soldiers to the scene , the US officials demanded that the soldiers behind the shootings be brought to justice .
The spokesperson for the State Department , Morgan Ortagus, said in a statement that the officials were led by the Counsellor of the US State Department , Ulrich Brechbühl .
Others at the meeting include Assistant Secretary Robert Destro and Assistant Secretary Denise Natali .

The officials , according to the statement , raised concerns over the ongoing violence in Nigeria as well as human rights violations and human trafficking .
The statement read in part , “ Counsellor T . Ulrich Brechbühl met with Nigerian Vice President Yemi Osinbajo today in Abuja , Nigeria as part of a previously scheduled delegation , which included Assistant Secretary Robert Destro and Assistant Secretary Denise Natali , to raise US concerns about ongoing violence in Nigeria , human rights , religious freedom , and trafficking in persons, and to hear from senior Nigerian government officials how they are addressing those issues.

“ The counsellor expressed the US condemnation of the use of excessive force by military forces that fired on unarmed demonstrators in Lagos . He expressed condolences to the victims of these shootings and urged the government of Nigeria to abide by its commitment to hold those responsible accountable under the law . ”
According to the statement , Osinbajo , as well as the counsellor , noted that the right to peaceful assembly and freedom of expression are essential human rights and core democratic principles .
“ Counsellor Brechbühl and Vice -President Osinbajo emphasised the importance of US and Nigerian collaboration on common goals of improving security cooperation and strengthening economic partnership to foster mutual prosperity ,” the statement read.

The Nigerian Army had on Wednesday denied that soldiers were at the toll plaza despite eyewitnesses ’ accounts and video evidence showing soldiers shooting .
International Criminal Court Prosecutor , Fatou Bensouda , had also acknowledged receipts of complaints over the incident .

She tweeted , “ My office has been closely following the events around the current protests in Nigeria and the reaction of Nigeria ’s law enforcement and security agencies.
“ Any loss of life or injury is concerning. We have received information alleging crimes and are keeping a close eye on developments , in case violence escalates and any indications arise on that Rome Statute crimes may have been committed. ”

However, the President , Major General Muhammadu Buhari ( retd .) made no mention of any investigation or arrest during his national broadcast on Thursday .

Retired generals condemn shootings as probe begins Monday
Retired military generals on Friday condemned the shooting of unarmed protesters by soldiers at the Lekki Toll Plaza . They tasked the investigative panel set up by the state government to bring those indicted to justice .
A former Provost Marshal of the Nigerian Army , Major General Ikpomwen Idada ( retd .) , faulted the deployment of military men to disperse the protesters, noting that the President should have addressed Nigerians much earlier to douse the tension .

He stated further , “ What happened is unfortunate . It is absolutely untenable for military force to be used on protesters exercising their constitutional right to express their views on how they are governed.
“ At this level , unless God is on our side , everything is pointing towards chaos. We should never have reached that stage where protesters are shot at. ”

He said Nigerians saw videos of people who looked like DSS officials releasing thugs to attack protesters, and that the provocation aggravated the situation , leading to violence.
“ Those who are responsible for it should be disciplined. The army denying that it happened makes it necessary for proper and thorough investigation to be done . Everything points to the fact that those who did the shooting were soldiers . ”

Also, a former General Officer Commanding, 1 st Division , Nigerian Army , Major General Abiodun Role ( retd .) , said the # EndSARS protest and the resultant violence had shown to those in position of authority that an important segment of Nigeria ’s population had woken up to hold them accountable .

In an interview with one of our correspondents in Ibadan on Friday , Role said, “ Nobody was shot at directly . I think they were using training ammunition and they were shooting in the sky . The sound of bullets coming out of the guns scared the protesters and whatever injuries sustained there was not because somebody was shot at directly but because of the stampede .
“ That is not an excuse anyway, if a unit deploys its men to go and carry out such an action , then whoever is responsible for sending them there should be held responsible. ”

On his part , a former Chairman of the Nigerian chapter of Transparency International , Major General Ishola Williams ( retd. ) , condemned the shootings .
In a telephone interview with one of our correspondents on Friday , Williams said, “ Any sensible person will condemn the act of soldiers shooting at unarmed protesters . Anywhere in the world , that is condemnable . If you obey an order to shoot at unarmed persons, you have committed murder. Period !”

“ Obeying order alone is not enough to absolve the soldiers from the shootings . So, they are as guilty as the person who gave the order . ”
He advised that people should wait for the judicial panel of enquiry set up by the governor on the matter, noting that the state ’ s Neighbourhood Watch and Civil Defence corps should have defended the state and federal buildings from being vandalised by the hoodlums.

Meanwhile, Sanwo -Olu said during a live broadcast on Friday that the seven -member Judicial Panel of Enquiry and Restitution for victims of SARS -related abuses in the state would also investigate the Lekki killings and would resume sitting on Monday .

Sanwo - Olu said, “ That same panel headed by retired Justice Doris Okuwobi would also investigate all the issues that happened at the toll plaza on Tuesday . The sitting would start on Monday at the Lagos Court of Arbitration International Centre in Lekki . ”

Over 30 human rights groups in Africa under the aegis of Coalition of Human Rights Organisations in Africa have asked the African Commission on Human and Peoples’ Rights to investigate the alleged murder of protesters at Lekki Toll Plaza .

The coalition comprises organisations like the Human Rights Development and Advocacy Centre ; Coalition Ivoirienne des Défenseurs des Droits Humains ( Ivory Coast); Network of Human Rights Journalists ( The Gambia ); Nigeria Human Rights Commission ; Pos Foundation ( Ghana); Campaign for Human Rights and Development ( Sierra Leone ); and Coalition Togolaise des Défenseurs des Droits Humains ( Togo ) .

Others are Campaign for Democracy ( Nigeria ); Media Right Concern ( Nigeria ); Partnership for Justice ( Nigeria ); Human Rights Defenders in Liberia ( Liberia ); Coalition Malienne des Défenseurs des Droits Humains ( Mali ); Forum des Organisations Nationales des Droits de l ’Homme ( Mauritania); and Lagos Civil Society Participation for Development ( Nigeria ) .
In a statement on Friday tagged ‘Dark Tuesday ,’ over 30 human rights groups in West Africa asked the Banjul , The Gambia - based African Commission on Human and Peoples’ Rights to investigate and make recommendations on the alleged killings .

Speaking on behalf of the coalition , the Executive Director, HURIDAC , Ayodele Ameen , condemned the shooting of the protesters, saying that the alleged killings were a violation of the Rome Statute , the African Charter on Human and Peoples’ Rights and the International Covenant on Civil and Political Rights .
The statement partly read, “ The Nigerian citizen has a legitimate right to protest under the Nigerian constitution and their Freedom of Expression and Association is enshrined under the Africa Charter on Human and Peoples Rights , which is domestic law in Nigeria.

The couples, Eze Obinwa, Oluchi peace, Henry Nwachoko Charles Ruth, Oluchukwu Davis, Ohale Nkemakolam, Nsofor Obianuju, Ogberie Collins, Nwokearu Chinyeremaka, Bernard Faith Amarachi and Okafor Chukwudi met while they were still serving in the state.

In his brief remark at the ceremony held at Cihcotel Hotel Awka as part of their Passing programme scheduled tomorrow 15th October, the state NYSC coordinator, Mr Kehinde Aremu urged parents to always pray for such privilege for their children at any given time, adding the scheme has not had such laudable event since its creation in Nigeria, Reports.

“"We have been having Corps members getting married to each other in ones, and twos , but this is epoch making. We never had an assemblage of this magnitude in the history of NYSC. I prayed for you all to have a joyful and loving married lives,” he said.

On her part, the Assistant Director, NYSC South East Area office, Mrs Ify Nwafor, said many people embark on NYSC for different reasons and one of it includes the chance to meet the love of their lives.

The married Corp members, Mrs Okearu Chinyeremaka, Mrs Bernard Faith Amarachi, Mr Oluchukwu Davis and Ohale Nkemakolam, revealed that they met each other at different locations which include; morning prayers at the orientation camp, Onitsha park among others, where they got attracted to each other before starting their relationship.

The ceremony witnessed cutting of cake, presentation of cash gifts of N100,000, prayers, goodwill messages, and dancing.

The Presidential panel set up to probe the suspended acting Chairman of the Economic and Financial Crimes Commission , Ibrahim Magu , has begun a physical verification of all assets seized by the EFCC , The PUNCH has learnt .

The panel , led by a former President of the Court of Appeal , Justice Ayo Salami , has visited Lagos , Abuja, Rivers State and a few other major offices of the commission .

A source close to the panel said the aim of the exercise was to verify claims made by Magu regarding the seizure of assets .
The source , who wished to remain anonymous , said, “ Members of the panel have been visiting major zonal offices of the EFCC . We have visited Abuja , Lagos , Port Harcourt and we will visit Ibadan this week .
“ We visited some of the houses which Magu claimed to have seized . However, some of them which he claimed to have been seized had no markings of ‘ EFCC Keep Off !’ while in some other cases , the alleged looters were still living in them .

“ Some houses are also being occupied by strange persons. Magu claims to have obtained presidential approval to allocate the properties to them . Unfortunately , he has not been able to provide the letter of authorisation he purportedly got from the President .

“ A lot of vehicles that were seized were also in a bad shape . Some of these vehicles had some parts of their engines removed while for some others , tyres had been removed. We are compiling all the reports .”

When asked when the final report would be submitted to the President , Major General Muhammadu Buhari ( retd .) , he said the panel would most likely submit it next week .

“ As you know, we ended sittings like two weeks ago . It is the verification that is delaying us. Once we are done with our nationwide tour , we will compile our report and send it to the President ,” he said.

Magu and over 13 other senior officials of the EFCC including its Secretary, Ola Olukoyede , were suspended in July following a report by the Attorney -General of the Federation , Abubakar Malami ( SAN) , accusing Magu of being unable to account for the interest that accrued to over N 550 bn recovered funds.

The report of the AGF , which was based on the investigation of a separate panel he personally set up , stated that Magu allegedly purchased a house in Dubai for N 570 m , an allegation that the suspended EFCC boss has constantly denied.

Based on the allegations , Buhari named a panel of seven including Justice Ayo Salami ( North - Central ); Deputy Inspector -General of Police , Michael Ogbezi ( South -South ); a representative of the Federal Ministry of Justice , Muhammad Babadoko ( North - Central ); and Hassan Abdullahi from the Department of State Services ( North - Central ) .

Others are Muhammad Shamsudeen from the Office of the Accountant General of the Federation ( North -West ) bDouglas Egweme from the Nigerian Financial Intelligence Unit ( South - East) , and Kazeem Atitebi ( South - West ) who serves as the Secretary .

Efforts to speak to Magu ’s lawyer , Tosin Ojaomo , on Wednesday proved abortive as he did not respond to calls .

Gombe State Governor , Inuwa Yahaya , on Wednesday , swore in two special advisers , urging them to complement efforts of his administration in ensuring effective and efficient service delivery to the people .
Those sworn in by the governor included Prince Chidebelu Ewuzie and Group Captain Peter Bilal ( retd .) .
While Ewuzie was appointed as Special Adviser on Inter- community Relations , Bilal assumed the position of Special Adviser on Development Control and Enforcement .

Yahaya urged them to bring to bear their wealth of experience and expertise , saying their coming into his administration would impact positively on the execution of government policies and programmes .
To Bilal, the governor said, “ We all know there has to be code of conduct in putting up structures and ensuring compliance to codes and regulations .
“ For us to have cities throughout the state and put up development structures that we can leave as a legacy to our people , we need to have people that are up and doing , hence the appointment of Group Captain Peter Bilal as Special Adviser on Development Control and Enforcement .”
He said the development control and compliance unit was established as part of his administration ’s determination to transform the state into a model .

Yahaya further described inter -community relations as one area that needed to be pursued with all vigour , noting that Ewuzie , who he said was well known , would use his office to unite not only the Igbo -speaking community , but other ethnic nationalities resident in the state .

Ewuzie , in his response, thanked the governor for finding them worthy to serve the state , assuring the governor of their loyalty and support in efforts to take the state to enviable heights .
Members of the State Executive Council had earlier held a brief surprise session to rejoice with Yahaya on his 59 th birthday anniversary on October 9 .

The Police Act 2020 , which was enacted in September this year , affects the constitutional mandate of the Police Service Commission
The Appeal Court ruled that the provisions of the Act was in conflict with Paragraph 30 Part 1 of the Third Schedule of the 1999 Constitution “ which empowers the commission to appoint persons into offices in the Nigeria Police Force except the Office of the Inspector - General of Police . ”

The judgment also nullified the recruitment of 10 ,000 constables carried out by the police authorities last year .
However, the IG, Mohammed Adamu , has appealed the ruling which nullified the earlier order of the Federal High Court, Abuja .
The PSC spokesman, Ikechukwu Ani , in a statement on Wednesday , explained that the details of the Appeal Court judgment was contained in the Certified True Copy received on Tuesday .

The statement was titled , ‘ Appeal Court declares Police Act 2020 as it affects PSC mandate null and void. ’
The statement explained that the judge further declared that “ no Act of the National Assembly or law can take away or curtail such power .”
He further noted that, even if the Nigeria Police carried out the disputed enlistment pursuant to a directive or approval of the President , Major General Muhammadu Buhari ( retd .) , “ the enlistment would remain contrary to the constitution and therefore , unconstitutional and void . Such a directive cannot repair its unconstitutionality and illegality . ”

Meanwhile, the Peoples Democratic Party Governors ’ Forum has called for a repeal of sections of the Police Act recently given assent by the President , Major General Muhammadu Buhari ( retd .) , citing constitutional breaches .
This was contained in a communiqué issued after a virtual meeting held by the PDP governors.

The communiqué , which was made available to reporters in Abuja on Wednesday , was signed by the Chairman of the forum, Aminu Tambuwal , who is also the Governor of Sokoto State.
The governors , among other things , implored the President and the National Assembly to repeal Section 4 ( 1 ) of the Nigeria Police Trust Fund ( Establishment ) Act , 2019 which “ purportedly authorises the President to deduct 0 . 5% of the total revenue accruing to the Federation Account for the benefit of the Nigeria Police Trust Fund. ”
According to the governors, the said deduction is patently unconstitutional.
The communiqué read in part , “ The meeting noted the signing of the New Nigeria Police Act , 2020 by Mr President , Commander in Chief .

“ While acknowledging the many important innovations in the new law , the forum emphasised the need to make the Nigeria Police Council , which has Mr . President as Chairman and 36 state governors as members , fully operational and the clearing house on all issues bordering on the organisation and administration of the Nigeria Police Force as enshrined in the 1999 Constitution. ”

Twelve members of the National Youth Service Corps serving in Anambra State have got married .
As a consequence, the authorities of the NYSC on Wednesday celebrated the corps members, describing their union as epochal .
The new couples , who were of the 2019 Batch ‘ C ’ set , said they met each other during their orientation camp and documentation before proceeding to commence their primary assignments at their different organisations in the state .

They include Eze Obinna and Oluchi Peace , Henry Nwachoko and Charles Ruth , Oluchukwu Davis and Ahedo Etiosa .
Others are Nsofor Obianuju and Ohale Nkemakolam , Ogburie Collins and Nwokearu Chinyeremaka , Bernard Faith Amarachi and Okafor Chukwudi.
The NYSC State Coordinator , Kehinde Aremu , described the event as unique , saying there had never been an assemblage of such marriage in the history of the scheme .
He attributed the development to what he called the conducive environment and friendly disposition of the people of the state and the government , calling on the celebrants to reciprocate by investing in the state .
Aremu said , “ We thank Governor Willie Obiano for creating a conducive environment and his commitment towards welfare of corps members in the state.

“ This success story doesn ’t end with service year . Anambra is conducive for everything . If the environment was unfriendly , this couldn’t have been possible .You ’ve invested emotions , but invest money in developing the state .”
The Assistant Director , Corps Welfare and Health Services , Mrs Ify Nwafor , said one of the reasons for the establishment of the scheme was for integration, including chances for corps members to meet the love of their lives .

Now was Beyonce trying to pass a message?

Why did she not use title like "Black skin girl"?

What is with the name "black" that made her to refuse the name looking at the fact that according to general Believe, she is a black American.

Can't you all see that she is trying to pass the same message that pastor Chris oyakhilome is passing.

Let me ask you people especially NIGERIANS.

They say NIGERIA is the most populous black country in the world but are NIGERIANS truly black? How black are we?

A larger percentage of NIGERIANS are brown skin which is 100% fact.

There is nothing black about us so we should open our eyes and stop accepting Nonsense.

Today the East remains the most backward region in this Country. Everything is not just working well in the EAst. I'm an Igbo man from Aba but I had to relocate to Benin, in search of greener pasture. Cause the East is no longer viable for Business. Hundreds of youths leave the East daily to other regions, to make ends meet.

We lack good infrastructures, good Roads and the economy of the East is worst. That's why the East contributes zero to the Economy of Nigeria. We refused to accommodate others who wish to do business in our region, NA we dey suffer am now.
Good for you.... But hope you have become Dangote at the place you left the East for.
