Obollo-afor has the highest rate of prostitution in Southeast, but Owerri has more hotels than Obollo... The news article sounds as if the hotel is being built by the Edo State government, to be run under the Radisson Blu name, cos I don't understand the governor trying to make sure it's up to international standard...
