I just shake my head, because most people commenting on this particular thread are not even living in Osun State, then how can you know what's happening overthere. The issue is that the Jona.daft led PDP Federal government have been deliberately delaying the payment of Federal allocation to Osun state coffers since the beginning of this gubernatorial electioneering period, so as to invoke the workers hatred towards the APC governor. It's a well and good calculated attempt, but they were however surprised how Ogbeni has been able to defy all odds and still pay salaries on time. For those PDP saying its not possible Russian Voters Defrauded With Invisible Ink Hardly a week after Russia held regional parliamentary elections on March 1st, electoral monitors are bringing forth the sneakiest scandal to strike the country’s electoral system. As the Gazeta.ru online newspaper reports Tuesday (Rus) the alleged fraud involves something most commonly found in a practical joke catalog. Just Russia, a minority political party, claims that voters were given pens filled with disappearing ink, with the result that any vote recorded would simply fade off the ballot. Blank ballots are considered invalid under Russian law.
Nikolai Levichev, who leads the Just Russia fraction in the State Duma, said his party’s observers noticed the faulty pens in 6 polling places in the southern city of Volgograd. Levichev showed journalists videotape from one polling center that seemed to back his assertion.
In the video, an older pensioner fumbles near the ballot box, suddenly noticing that her ballot selection has disappeared, leaving her with a blank slip.
The pensioner turns to an incredulous election worker, who uses a pen from the ballot booth to write “I don’t believe you,” on the ballot. Several minutes later, the phrase fades from sight, much to the surprise of astonished onlookers.
A ballot count later found 285 invalid slips at the polling place, most of them blank. A recount, conducted upon request from a local candidate from the pro-Kremlin United Russia party, was even more shocking. Conducted on March 8th, the recount found an extra 206 votes for the United Russia party. Levichev asserts that ballots that were initially blank now had “writing and graphical representations made with the same handwriting.” In such a way, United Russia may have been trying to make a safety net and ensure that it received a certain percent of votes in the election, Levichev said.
Just Russia is not the first party to assert that disappearing ink was used in the recent elections. The two other parties in Parliament, the Russian Communist Party (CPRF) and the Liberal Democratic Party (LDPR), expressed identical concerns. “Our observers recorded similar violations in tens of polling stations in the [Volgograd] oblast,” said Sergei Ivanov, an LDPR deputy.
Russia’s Central Electoral Commission (CEC), which oversees elections, said that using invisible ink did not formally violate any laws, suggesting that the tactic was a sort of loophole. As of yet, the Commission had not formally looked into the allegations.
CEC member Igor Borisov told Gazeta.ru that electoral law dictates that polling stations must contain a pen, but that the law does not define what the composition of the ink must be.
“Although truth be told, we understand a pen to be a means of writing, whose mark does not rub off,” he clarified. “That is to say, for instance, it can’t be a pencil.”
Just Russia says it will consider all its options in the near future, and that it is prepared to take the matter to court. They’re probably hoping the case won’t simply disappear. Invisible ink, also known as security ink, is a substance used for writing, which is invisible either on application or soon thereafter, and can later be made visible by some means. Invisible ink is one form of steganography, and it has been used in espionage. Other uses include anti-counterfeiting, property marking, hand stamping for readmission, fun children's games, and marking for the purpose of identification in manufacturing.
Invisible ink can be applied to a writing surface with a specialty purpose stylus, stamp, fountain pen, toothpick, calligraphy pen or even a finger dipped in the liquid. Once dry, the written surface looks as if it were blank, with a similar texture and reflectivity as the surrounding surface.
The ink can be later made visible by different methods according to the type of invisible ink used. The ink may be revealed by heat or by application of an appropriate chemical, or it may be made visible by viewing under ultraviolet light. Inks which are developed by a chemical reaction may depend on an acid-base reaction (like litmus paper), reactions similar to the blueprint process, or any of hundreds of others. Developer fluids may be applied using a spray bottle, but some developers are in the form of vaporous, e.g. ammonia fumes used to develop phenolphthalein ink.
There are also toy invisible ink pens which have two tips—one tip for invisible ink writing, and another tip for developing the ink. Invisible ink is sometimes used to print parts of pictures or text in books for children to play with, always including a "decoder pen" which is used to show the invisible parts of texts or pictures, thus revealing answers to questions printed in regular ink or completing missing parts of pictures.
Security marker pens or UV Markers with fluorescent ink that glows when illuminated with a UV light is often used to invisibly mark valuable household items in case of burglary. There are especially security maker pens formulated for writing on non-porous surfaces such as glass, plastics, metals, etc. The inks that have been applied and can then be identified by using a black light or other UV light source. Security marker pens can be obtained commercially and are widely used as a crime countermeasure.
Some commercially available invisible inks glow very brightly, in a variety of colors, under UV light. This makes them suitable for use in readmission such as hand stamping.
There some invisible ink types that can only be invisible when applied to certain types of surfaces, but are still visible on others.
Some vendors now offer invisible ink for use in computer inkjet printers. Such inks are usually visible under ultraviolet light. Typical uses include printing information on business forms for use by the form processor, without cluttering up the visible contents of the form. For example, some United States Postal Service mail sorting stations use UV-visible ink to print bar codes on mailed envelopes giving routing information for use by mail handling equipment further down the line before delivery.
Very rarely, invisible ink has been used in art. It is usually developed, though not always.[1] There are artists who use the effect in conjunction with invisible and other reactive inks and paints to create a variety of effects when used in conjunction with UV lights.
An E2E voting system called Scantegrity II uses invisible ink to enable the voter to obtain a confirmation code only for the voted selection Invisible ink: how they rigged the vote Pens filled with disappearing ink. Hospital patients forced to vote in exchange for treatment. Students instructed to show their ballots to professors.
These are just some of the tricks used to skew Ukraine's disputed presidential election, observers say.
As the Supreme Court grappled for a third day today with the country's spiralling election crisis, legal experts, election monitors, and politicians said it could take weeks to unravel the knot of irregularities.
The Central Election Commission declared Prime Minister Viktor Yanukovich the winner of the November 21 runoff for the presidency with a margin of 3 per cent - or some 880,000 votes - ahead of the top opposition leader Viktor Yushchenko.
International observers noted numerous election flaws and described them as blatantly counter to Ukrainian laws and international standards. Those allegations are the basis of the case the opposition has presented to the Supreme Court asking it to name Yushchenko the winner.
The examples filed to the Supreme Court focus on eight eastern and southern regions with more than 15 million votes, almost half of the total cast in the runoff.
Yushchenko's lawyers and observers pointed to turnout figures that exceeded 127 per cent in some precincts. Observers mainly attributed this to pro-Yanukovich activists who travelled across the country and voted many times as absentees.
"You can achieve 127 per cent ... if you have several well-organised groups to travel around," said Peter Novotny, the head of the 1,000-strong observer mission of the European Network of Election Monitors, who described the vote as "an outright fraud."
Prison officials were reported to have forced inmates to vote for the government candidate. One Western observer who spoke on condition of anonymity said some hospital patients were told to vote for a specific candidate if they wanted treatment.
Students said they were stripped of their right to a secret ballot, or face the loss of privileges.
"We had to, or we could have lost our rooms on campus" said Serhiy, a student from Yanukovich's eastern stronghold of Donetsk, who only gave his first name for fear of reprisals.
Ukraine's opposition has produced transcripts of telephone conversations between pro-Yanukovich officials, allegedly taped by Ukraine's Security Service, that purportedly document vote-rigging. One exchange, published on the Ukrayinska Pravda Web site, went like this:
Official 1: "Why is the voting rate in the Donetsk and Dnepropetrovsk regions so low?"
Official 2: "We're increasing it now."
Official 1: "Don't drag things out."
The opposition also blamed the Central Election Commission for producing inaccurate voting lists. In the Donetsk region alone, observers registered over half a million more voters in the runoff than in the first round.
"We repeatedly demanded straight figures from the CEC. It didn't happen," Novotny said.
Yanukovich representatives have filed counter-complaints alleging fraud in Yushchenko's favour, mainly in western regions considered opposition strongholds. Charges included election day campaigning and ballot boxes shortages.
Stephen Sestanovich, a US observer from the New York-based Council on Foreign Relations, said his his delegation saw "the use of ink that disappeared in four minutes" - a practice that came to light when people started noticing some ballots in the transparent boxes were blank.
"We were also given a box of funny-looking purple pencils and told to leave them near voting booths in a (pro-Yushchenko) neighbourhood," Serhiy said.
"When we tried them, the ink disappeared after four or five minutes. Honestly! We thought that was funny," he said.
Violence was also employed, with many observers being threatened or beaten. A policeman guarding ballots was killed, and another was beaten in a separate incident.
Novotny said one group of his observers was held at gunpoint in eastern Ukraine. He declined to name the region because the observers were still there.
Monitors also noted the technique of "home-voting," a provision for the elderly, disabled and others unable to leave their homes. Between the Oct. 31 first round and the runoff, the number of voters who applied for home voting doubled, Novotny said.
Election officials were also reported to have simply allotted "entire piles of ballots" to Yanukovich, Novotny said. "We had cases where the entire vote-counting was over in less than 20 minutes."

Lagos State Governor, Mr. Babatunde Fashola (SAN) yesterday flayed the Peoples Democratic Party (PDP) for deeming it fit to hold its rally at the Gani Fawehinmi Freedom Park, Ojota, one of the greening initiatives of the state government which they had continuously described as “cosmetic and elitist”. The PDP had last week Friday staged a rally at the Park as part of Governor-elect of Ekiti State, Ayo Fayose’s “Thank You” tour of Southwest states. Fashola, however, at the 2014 Tree Planting Campaign, held in Eti-Osa East Local Council Development Area (LDCA), said the PDP, by their act, did not only vindicate his government’s greening policy, but have also displayed their inconsistency. The governor, while expressing satisfaction at the success story of the greening initiative and tree planting exercise, which has provided job opportunities for thousands of youth, recalled that at inception, the PDP criticized the programme and labeled it a waste of tax payers’ money.
He said the tree planting exercise and greening programme since inception in 2008, has generated over 75,168 employment opportunities for horticulturists, pruners, gardeners, welders, tanker drivers, security personnel and other artisans. “But our uninformed and unable, and I say so emphatically, our unable opponents they criticised this initiative, they called it cosmetic, they called it elitist.
