There was outrage on Sunday over some allocations to the Presidency as well as ministries, departments and agencies of the Federal Government in the 2014 budget. The anger was expressed by the Arewa Consultative Forum, the Northern Elders Forum and the Civil Society Legislative and Advocacy Centre and the Anti-Corruption Network and activists. They condemned the allocations for the Villa Zoo and the amount budgeted for President Goodluck Jonathan and Vice-President Namadi Sambo’s local and foreign trips.

According to them, the allocations are not only wasteful, they boldly signpost government’s insensitivity to the plight of Nigerians.The groups were reacting to media reports that the Presidency had budgeted N1.6bn for a new jet; N34.5m for two animals for the Villa Zoo; N2.4bn for Jonathan and Sambo’s foreign and local trips; N362m for meals and refreshment and N834m for fuelling generators in the Presidency and the MDAs. Condemning the allocations, the ACF said Nigerians must insist on service delivery. It cautioned the government against frivolous expenses in 2014, saying the nation’s education and health sectors as well as the labour market, needed urgent intervention.

The forum’s Publicity Secretary, Mr. Anthony Sani, in an SMS to one of our correspondents said, “Nigerians need to insist on how much the implementation of the budget will affect specific socio-economic indices like poverty rate, infant and maternal mortality, life expectancy, enrolment in schools, literacy rate, unemployment, or education which have misery indices.”

To the NEF, the 2014 budget tells a sad story about the situation Nigeria has found itself today.In a telephone interview with one of our correspondents, its spokesman, Prof. Ango Abdullahi, said it was sad that those in government were more concerned about their personal comfort than they were about the suffering of ordinary Nigerians. According to him, every aspect of the budget shows how inconsiderate government could be. He said a close look at the budget revealed that those in government had no regards for improving the living conditions of Nigerians. This, he said, was exemplified by their resolve to spend public funds on frivolities.

Abdullahi said, “If you take the N2bn that is supposed to be the empowerment initiative for the entire North-East zone where this insurgency is greatest, it is about the same amount of money that is being wasted on an aircraft. “And the aircraft is just part of the overall cost of the official travelling of the Executive branch of government which amounts to about N7bn.
“Yet, we have a situation where 70 per cent of the country does not enjoy more than 10hours of electricity supply and virtually 70 per cent of the country does not see clean, safe drinking water from their taps.
“You can’t see Nigerians receiving free medical treatment or even at reasonable prices.As an oil producing country, we are paying the exact amount of money being paid in other non-oil producing countries.”
He faulted the N7bn voted for the National Dialogue and the votes for travel by government officials to the detriment of education and health care delivery.

Also, the Executive Director of CISLAC, Awual Musa, said there was no justification for most of the proposals contained in the 2014 budget.He described the proposals for the purchase of another presidential aircraft, the payment of 30,000 militants and the budget for the office of the Secretary to the Government of the Federation as scandalous.
Musa said, “There is another sub-head for the payment of another 30, 000 militants.
“The budget for the office of the SGF is more than the budget for Health, Education and water.
“They are privatising power, and they are pushing a lot of money into power when privatisation should bring in more money for government. This budget is a budget to legitimise the stealing of public funds by this government and its cronies.”
He urged the National Assembly to do the right thing by removing “these irresponsible proposals.”
On its part, the ACN linked the allocations to preparations for the 2015 general elections.
Its Executive Secretary and a former member of the House of Representatives, Dino Melaye, urged Nigerians to resist “this deliberate wickedness from insensitive and callous leaders.”
Melaye, in a telephone interview with one of correspondents said, “This (the budget) is outrageously calamitous.
“I have always said the Jonathan administration is the most corrupt in the history of Nigeria.
“The simple elucidation to this is a wicked intention to steal, and loot our common patrimony toward 2015 elections.
“Where is the President going to that he will spend over N2bn ? Is he the supervisor of the world?
“What are they eating in the Villa that will cost that much? Are they eating Gucci rice, Louis Vuitton beans, and Prada bread or Polo eba?”
He noted that the proposals could not be justified in the face of the growing level of hunger, lack and want in the country.

A legal practitioner, Mr. Bamidele Aturu, said he was not surprised that so much money was being wasted on frivolities. He said, “It shows clearly that budgeting is not in the interest of the masses of our country.. The only way to stop the reckless use of our resources is to ensure that our people drive politics and they won’t drive politics if they allow politicians to continue to deceive them. I am opposed to the recklessness and we have to find a more holistic way out.”

A Second Republic Member of the House of Representatives, Dr. Junaid Mohammed, described the provisions in the 2014 budget as scandalous. Mohammed said the budget showed government’s disrespect for the ordinary Nigerian. He said, “I find it absolutely scandalous that any government should ignore its basic structural services for example, education, health, social welfare, and agriculture which constitutes 65 per cent of the national economy.
“About 70 per cent of our citizens are living below the poverty line, yet this administration has chosen to embark on this kind of reckless expenditure pattern.
“I wonder why a Nigerian President should have 10 aircraft in his fleet and still go to purchase another one for over N1bn.”

Vice-President Namadi Sambo shifted yesterday the National Economic Council (NEC) meeting fixed for tomorrow. But governors are planning a meeting of the Nigeria Governors Forum (NGF) for tomorrow to demand answers to the nine posers they have raised on the state of the economy. Consultations were on yesterday on the need for a emergency session of the NGF in Abuja. The governors are likely to hold a briefing in Abuja after the NGF session. They were determined to find out at the NEC session how about $49.8billion oil sales proceeds was not remitted to the Federation Account between January 2012 and July 2013.

The governors may insist on a probe, it was
learnt. Central Bank of Nigeria (CBN) Governor Sanusi Lamido Sanusi raised the alarm over the “missing” fund in a memo to President Goodluck Jonathan. The postponement of the meeting was contained in a notice titled “Cancellation of 9th (53rd) NEC meeting” from the secretariat in the
Office of the Vice-President. It reads: “Please, I am directed by the Vice President and Chairman of the Council to inform Your Excellency that the NEC meeting scheduled for Thursday, 12th December 2013 has been postponed due to unforeseen circumstances. “A new date will be communicated to you.” No reason was given for the postponement.

A source said the shift followed security reports on the likelihood of the governors creating a scene on the nine posers they raised for the Presidency to address. A governor, who pleaded not to be named, said: “We have got a notice on the postponement of the NEC meeting due to unexplained unforeseen circumstances. We know that the shift was based on fears by the Presidency because certain matters on the state of the economy are now in the public domain. “The revelation on the alleged diversion of $49.8billion from the sale of oil has caused more tension among the governors. For the CBN Governor to have confirmed that only 24 per cent of the revenue from oil proceeds was remitted into the Federation Account is scandalous. “The issue at stake is beyond party leanings. We are all disturbed by this disclosure from the
CBN Governor in a memo to the President.” Another governor said: “Sambo was being
“tactical” in shifting the meeting because
President Goodluck Jonathan is away in South Africa for Nelson Mandela’s burial and he will not want the NEC meeting to degenerate to an embarrassing level for the government in the absence of the President. “They are trying to device means of managing the situation in a manner that there would be a soft-landing bend for the Federal Government.

We are however wiser than that,” he added. The governors plan to meet on these nine
issues and come up with a position on the state of the economy. Another source said: “They can postpone NEC meeting; they cannot stop us from talking on how the economy is being run. Why will the Federal Government present 2014 Budget without consulting NEC? Why will NNPC not remit $49.8bilion oil proceeds and the government is keeping quiet? “In 1980, we were talking of missing N2billion but now it is $49.8billion that cannot be traced. Someone needs to talk to the governors if we are truly practising Federalism.” The posers raised are:
•Was $50billion oil money not remitted to the Federation Account? Where is the money?
•Is Nigeria broke or not;
•Why was the NEC consulted before the 2014 budget was presented to the National
Assembly;
•How much has Nigeria earned from its oil sales in 2013 and what percentage of the budget is funded by these receipts?
•Is it really true that $5b is missing from Excess Crude Account
•How much oil does the country produce per
day?
•Clarification that the benchmark price for oil in the 2013 budget is $79?
•Is it a fact that crude oil was sold at prices that hovered around $110 throughout the year?

Lagos State Governor Babatunde Fashola has condemned the arbitrary use of siren by public office holders.
Fashola spoke yesterday at the 13th National Council on Transportation meeting at the Civic Centre on Victoria Island, Lagos.
He described the practice as oppression and abuse of tax payers’ money.
The governor asked why public office holders should disturb the peace of the people who elected them and gave them the free cars they drive.
He said: “Let us get rid of all these sirens. They are not made here. We enrich the economies of the countries that make them. People use loud horns that are meant for emergencies. Are we in a state of perpetual emergency?

“From the day I became governor, I have not had cause to use it and I do not intend to use it. I detest noise. It is even worse that people elect us to manage public transport on their behalf and we choose to escape from it, after riding in a free car, coupled with the free fuel. It is an abdication of duty. My commissioners have clear orders on that and they will lose their jobs if they do.”
Fashola said the country can develop a public transport system that responds to the people’s needs, creates jobs, promotes economic growth and improves national security.

He said: “Every unqualified person goes by our security post using siren and we expect to be safe. Those we put there to protect us cannot even detect who is who. So when they approach a check point with a kidnapped victim in their boot, they just put on their siren and drive away.”
Minister of Transport Umar Idris said Nigeria’s transportation system would soon be one of the best in sub-Sahara Africa.
He said the Nigerian Maritime Administration and Safety Agency, the Nigerian Institute of Transportation Technology, Zaria, and the Maritime Operators of Nigeria, Oron had been empowered to provide services in maritime policy formulation and administration.
Idris said the Federal Government would rehabilitate railways across the country.

He said: “Work is ongoing on the rehabilitation of the Eastern Narrow Gauge Line, Port Harcourt-Aba-Umuahia-Enugu-Markurdi-Lafia-Kuru-Bauchi-Gombe-Ashaka-Maiduguri, with brank lines at Kuru to Jos, Kafachan and Kaduna. Trains are expected to be back on track in these corridors next year.”
Under the railway modernisation programme, he said the construction of Standard Gauge from Abuja (Idu)-Kaduna has attained 68 per cent completion, while the Itakpe-Ajaokuta-Warri Line has attained 77 per cent completion.
Both Lines are expected to be opened next year.
The minister said the contract for Lagos–Ibadan Double Track Standard Gauge Line had been awarded and funding arrangements were ongoing with the China Exim Bank.
He said the ministry had commissioned consultants to carry out feasibility studies for seven new standard gauge railways: The Lagos- Ibadan-Osogbo-Baro–Abuja high speed; Lagos-Shagamu-Ijebu-Ode-Ore-Benin City; Benin-Agbor-Asaba–Onitsha-Nnewi-Owerri-Aba with additional line from Onitsha-Enugu-Abakaliki; the coastal railway line from Benin City- Sapele-Warri-Yenagoa-Port Harcourt-Aba-Uyo-Calabar with a branch line from Akampa-Ikom-Obudu Cattle Ranch; Ajaokuta (Eganyi)-Obajana-Jankura- Baro-Abuja with additional line from Ajaokuta-Otukpo; Eganyi (near Ajaokuta)-Lokoja-Abaji-Abuja, which have reached advance stages, and Zaria–Funtua-Tsafe-Gusau-Kaura-Namoda-Sokoto.

Sincerely I never believed in Dr Jonathan research credentials when he was a lecturer at UNIPORT, I searched the entire net looking for any of his published research paper or thesis, name it on Google Scholar, getCited etc nothing was found....Only God knows how he has his PhD without any publication in top Journals. Anyway a product of Nigeria rotten university system, no wonder his fighting against the sanitation by ASUU.

Indications emerged on Saturday that the United States has been spying on the Nigeria’s security agencies, especially the State Security Service, and probably the Presidency.

In a report published in New York Times, Edward Snowden, an American computer specialist, who worked for the US Central Intelligence Agency and as a contractor with the US National Security Agency, stated that Nigeria’s SSS was one of the security agencies across the globe that the N.S.A. had been listening in on.

He said briefs on the information gleaned from intercepting of telephone conversations and hacking of computers of the SSS, other security agencies in Nigeria and other countries are delivered to the office of the US President, Barrack Obama every morning.

“By many accounts, the agency provides more than half of the intelligence nuggets delivered to the White House early each morning in the President’s Daily Brief — a measure of success for American spies. One document boasts that listening in on Nigerian State Security Service had provided items for the briefing “nearly two dozen” times. In every international crisis, American policy makers look to the N.S.A. for inside information,” Snowden told New York Times.

The release of documents that proved that the NSA had been eavesdropping on the communications of world leaders, including US allies, had caused diplomatic rows, with Germany and some other countries protesting.

Snowden also noted that the NSA had obtained thousands of classified documents, containing secrets of governments around the world, pointing to a possibility that it might have obtained secret documents of the Federal Government of Nigeria, or tapped President Goodluck Jonathan’s phone conversations.

Snowden, who is on a temporary political asylum in Russia, disclosed classified details of several top-secret United States, Israeli, and British government mass surveillance programmes to the press.

He started releasing the NSA’s documents in June and the documents he has released so far show that the US has been spying most countries in the world.

The whole village has to play a big role in tending to that milk cow by feeding it and taking care of it so that it can produce enough milk to sustain the village. because without his milk the village will perish.

Only for Niger deltahuh...seriouslyhuh....am not trying to be a tribalism here...far from it, because I truly believe in one Nigeria, but for something like training of future pilots allocated only to those who are interested from Niger Delta speaks a lot about Goodluck Jonathan...does this means other ethnic region are not interested or not importanthuh...This issue of Niger Delta this Niger Delta that, is surely getting out of hand...considering all incentives that has been going to that region alone, from Ministry of Niger Delta, NDDC, 13% derivation and some other commission & parastatal. In the next 20 years, Niger Delta will dominate virtually all aspect of this country, and it's hightime we stopped this segregation if we truly believe in one Nigeria.

A Peoples Democratic Party (PDP) councillorship candidate in last Saturday’s rerun in Offa Local Government Area of Kwara State, Afolabi Jimoh, has confessed that the All Progressives Congress (APC) candidate won in his ward.
Jimoh was declared the winner by the State Independent Electoral Commission (KWSIEC).
The APC has urged President Goodluck Jonathan; the Inspector-General of Police (IGP) Mohammed Abubakar and the Chairman of the Independent National Electoral Commission (INEC), Prof Attahiru Jega, to prevail on KWSIEC to release the authentic result of the rerun.

Jimoh, who contested the Shawo Southwest Offa seat, said KWSIEC was in error to have declared him the winner. The young politician said though he remained a loyal member of the PDP, but being a Muslim and a faithful Offa indigene, he would not claim the victory he did not win. He said: “I remain the authentic candidate of the PDP for Shawo Southwest Ward. I make bold to say that in all the eight polling units in my ward, the PDP lost that day. “As a son of this great town, I believe that in all that we do, we should know that we are going to account for them. I’m this wise. I am not going to be a part to getting what is not mine from anybody. “In all the eight polling units in my ward (Shawo Southwest) the PDP lost, while the APC won convincingly in all the polling units in the rerun on August 31, 2013. I know well that the town stands for equity and justice. I know that we shall give account of all our actions on this earth one day.

“On that day, there will be no influence from anybody: be it an Oba, a governor, a leader, an elder, a father or mother. You will be left alone with your deeds. In this wise, I have resolved not be a partaker of getting what is not mine from anybody: in Offa, Kwara State and Nigeria. As a native of this town, I don’t wish my town a bad thing. If something like this continues to happen and we decide to cover it up for one reason or the other, if not now, in the future we will account for everything.

“It is very good for us to call a spade a spade anywhere we see it. By doing this, you are helping yourself and others. In the interest of peace and justice in Offa and Kwara State, KWSIEC should release the authentic results of last Saturday’s local government poll in Offa.

“The people of Offa have said that they don’t want the PDP. It is clear that Offa people want the APC. The election is a test for both the APC and the PDP. It was a test for the PDP people to correct the wrongs they have been doing, which made the people to hate them. For the APC that won, it should check itself and examine what it has been doing that makes it acceptable in Offa.”

Jimoh’s confession gives the lie to the election results the KWSIEC announced on the state radio. The commission has been accused of declaring the PDP, which won only one of the 12 wards in the local government, as the winner of the poll. The APC chairmanship candidate, Saheed Popoola, yesterday said the announcement of the PDP candidate as the winner was laughable, unjust and dangerous to democracy. Addressing reporters in Offa, Popoola urged well-meaning Nigerians, including President Jonathan, the IGP and Prof Jega to prevail on KWSIEC to upturn its injustice.

He said the authentic results, which were obtained from the collation centres, be declared in the interest of peace, justice and progress. Popoola said: “The people of Offa Local Government, last Saturday, unequivocally decided that I, Saheed Popoola of the APC, is their choice. This choice must be respected, and we stand before God and man to declare that we stand by this choice. “We are going to do everything possible within the ambit of the law to retrieve this mandate and exercise it to the benefit of the people of Offa. We shall not rest or tire until the people’s choice is sworn in.”

Popoola said the party had petitioned Radio Kwara for breaking the National Broadcasting Corporation’s (NBC’s) code. He said: “Already, we have petitioned Radio Kwara for breaking NBC’s rules. The guideline is here on the conduct of the announcement of result of election. Also, we have petitioned the INEC over the conduct of the KWSIEC officials, who have turned themselves to be agents of the PDP. We could not identify the difference between KWSIEC and the PDP. We discovered that Dr Uthman Ajidagba is a card-carrying member of the PDP. We have petitioned them. Already, we are in the Court of Appeal.

“There was a case that was going on before the election and there was a ruling last Friday. We are already in the Court of Appeal. By the grace of God, we are going to send them out of that place. “I want to assure you that the long arm of the law will chase them out. We will use all legal means to flush them out of that place. The place does not belong to them; it belongs to us, the APC.”

The APC candidate stressed that the election result sheets were duly signed by presiding officers appointed by KWASIEC and security operatives. According to him, the results from polling units were also collated at the 12 wards. Popoola noted that given the final result, the APC won in 11 of the 12 wards and in the entire local government. “Our party polled 11,337 votes to defeat the PDP candidate, who got 4,710,” he said. “It was discovered that the Returning Officer, who is statutorily empowered to collate and declare results at the council’s collation centre, absconded. No officer of KWASIEC was available to offer an explanation on this.”

A huge crowd of APC supporters and other residents attended the media briefing. The APC urged President Jonathan, IGP Abubakar and Prof Jega to prevail on KWSIEC to release the authentic result of the rerun. The APC noted that the electoral subversion by KWSIEC was a threat to democracy, which gives the people the right to vote and be voted for. The presiding officer for Unit 006 (Shawo Central), Akin Oyetunji, corroborated Jimoh’s confession. Oyetunji said: “We accredited 227 people (at the unit) and 206 of them voted. Of the 206, the APC had 130 votes and the PDP had 73 for the chairmanship. For councillorship, the APC had 152 and the PDP 57 votes. I can say it anywhere that in that polling unit, the APC won the election. I don’t fear anybody than Almighty Allah. I’ll say the truth even if it is bitter.”

Some placard-carrying students at the briefing called for the immediate release of the authentic results. The National President of the Offa Students’ Union, Wasiu Afolabi, urged President Jonathan to wade into the matter to avoid “what is happening in Egypt and Syria”. He added: “We know that the state government is not known to stand for the truth.” A former member of the House of Assembly Saka Raji said KWSIEC has cheated the people of Offa. The former Minority Leader said: “The election was free and fair, as testified to by the security agents. The community has been robbed. KWSIEC Chairman, Dr Ajidagba, needs to be investigated for wanting Offa to go up in flames.

“The state government is flouting the norms of democracy. It is a disgrace to the nation. The PDP government in Kwara State has disgraced the whole world. The PDP has robbed APC of its legitimate right.”

During one of the arrests, two General Purpose Machine Guns, nine AK47 riffles and one rocket launcher were recovered from the robbers’ hideout. Over 225 Ak47 magazines, all fully loaded with 30 rounds, and six dynamites were recovered. This was after a tip off from an informant that most of these hoodlums are based in Benin Republic but only operate in Nigeria with their ammunitions hidden somewhere in Lagos State.

Narrating the scenario that led to their arrest, a police source said the SARS men disguised as hardcore businessmen based In Lagos State and they contacted the gangs in Benin Republic. They said they had an N18 million business deal. On hearing this, they were so excited. Four of them came to Lagos for the deal and they were arrested at an eatery in Ojodu area of Lagos State. Those arrested were then made to reveal the hideout of the gang. They confessed during interrogation that their ammunition supplier, an Igbo born man, simply identified as Tochwukwu, was also based in Benin Republic. Weeks later, our source said Tochwukwu was arrested in Onisha, Anambra State. Tochukwu confessed to the police that he deals in importation of sophisticated weapons for a living. He said: “AK47 goes for N450,000. Rocket launcher sells for N2.5 million while General Purpose Machine Gun is sold for N1.8 million.

Another gang, led by one Ejike, who specialises in stalking bank customers, raping women and carting away their valuable goods in the Lekki-Ajah axis of Lagos State have been also brought to book. The cruel bandits, who were also fond of killing policemen around the Lagos metropolis during any of their operations, was the same gang that robbed some major Bureau De Change in a bloody operation that has been tagged Black Sunday. Policemen and some of the Bureau De Change operators were killed during the operation.
Abba Kyari appears natural. He has a nose that can pick up the faintest scent of robbers in their den. And he is equally so sure footed he gets hot on their heels easily, dogging them until he sniffs them out from their hideout. With about 25 years ahead of Kyari in the service, the Nigeria Police has enough time to make use of him.

I wonder if this is in anyway linked to the FBN Graduate Trainee Test we wrote. Did anybody else get the same message?
I got the text also, and not sure if its FBN or another company, but workforce should have at least indicated which multinational firm they referring to.....
