What's the duty of the bolt driver in this particular transaction? Was it a delivery service or just the usual transport service? If it was purely a transport service, then the recipient was suppose to come get it from the car himself. If it was delivery service, then the bolt driver was meant to hand it over at the doorstep of the recipient. This is strictly how such businesses are done. The driver can decide OUT OF HIS DISCRETION to blur the lines between the two just to hasten and smoothen the transaction by delivering to the doorstep but some things may discourage him from doing so. The recipients attitude may discourage him. His experience on the job may have taught him to abide strictly to leaving recipients to handle their orders by themselves to avoid accusing him of distorting the quality of whatever was in the package. This is strictly if his duty was just to transport the package to the recipient and not to deliver it. If it was a delivery service, the bolt driver goofed by not taking the package to the doorstep of the recipient. In this case, the recipient can either ignore his poor customer service and get the package either way or he refuse to take it which will force the bolt driver to return it back to the sender.
Irrespective of whatever the driver might have said, the lawmaker goofed on this one by hitting him and refusing to pay him his money. The least he could have done was to reject the package if he was too pissed off by the driver.
