With the trial of Senate President Bukola Saraki set to resume today at the Code of Conduct Tribunal (CCT), a fresh proposition has been placed before him that could pave the way for a soft landing if he will toe the party line.


In a backroom deal being brokered by the leadership of the All Progressives Congress (APC), among whom is the Speaker of the House of Representatives, Hon. Yakubu Dogora, the Senate President is being offered a “political solution” to his trial for false declaration of assets at the tribunal.


Should he accept it, this may pave the way for the emergence of Senator Ahmad Lawan as the new Senate leader and Senator George Akume as his deputy.


A senator told THISDAY in confidence yesterday that the proposal had been made to Saraki as the only condition for a political solution to his ordeal at the tribunal.


The senator said that while the deputy majority leader, Ibn Na’Allah, had agreed to step down provided he is given a Grade A committee of his choice to chair, majority leader, Ali Ndume, has rejected the proposal.


THISDAY learnt that Dogara and Saraki held a marathon meeting over the proposal at the new wing of the Senate yesterday evening.


THISDAY further gathered that the Senate President has been under pressure to communicate to his allies in the Senate including Ndume, Na’Allah, and the deputy majority whip, Senator Francis Alimikhena, on the need to toe the party line with respect to the composition of principal offices in the upper chamber.


In this regard, Saraki was said to have communicated to the trio of Ndume, Na’Allah and Alimikhena of the insistence of the party that they should vacate their offices.


It was also learnt that Lawan has been intimated of Saraki’s readiness to announce him as the new Senate leader.
The National Chairman of APC, Chief John Odigie Oyegun, had on June 24 written separate letters to Saraki and Dogara, listing the names of party’s choices for various principal posts in their respective chambers.


While Dogara succumbed to pressure and kept faith with the party’s choices, Saraki’s allies in the Senate adamantly refused to accept APC’s demands.


The chairman, in the letter to Saraki, had named Lawan (North-east) as majority leader; Prof. Sola Adeyeye (South-west) as chief whip; Akume (North-central) as deputy majority leader; and Abu Ibrahim (North-west) as deputy chief whip.


But Saraki named Ndume Senate leader, Na’allah his deputy, Adeyeye as majority whip and Alimikhena as the deputy majority whip.
His refusal to comply with the party’s request has been blamed for charges preferred against him by the Code of Conduct Bureau (CCB).

The Nigerian Military on Tuesday issued what it described as “Final Warning” to Boko Haram terrorists to desist from acts of terrorism, surrender themselves and face the law.

The latest warning is third in the series of “final” warnings the military has issued and it came as President Muhammadu Buhari’s dateline to rid the country of insurgents approaches.

President Buhari had ordered the military high command to clear the country of the last vestiges of Boko Haram by December.

But PREMIUM TIMES can authoritatively report that similar warnings in the past failed to create any effect on the country’s war against insurgency.

In each of such warnings, the military high command threatened to deal decisively with the insurgents if they do not desist from launching attacks on the country and or hand themselves in.

The latest warning, signed by the Acting Director of Army Public Relations, Sani Usman, is not different from similar warnings issued in the past.

“This is to finally warn all Boko Haram terrorists wherever they are, to desist from all acts of terrorism, surrender themselves and face the law now,” the Tuesday warning reads in part.

“We wish to inform them that we are aware of all their hideouts, camps and enclaves.

“They should follow their colleagues who have so far surrendered. Failure to surrender will result in serious consequences as our troops have closed up with them.

“We equally appeal to members of the international community and the world at large, to kindly persuade Boko Haram terrorists and their international collaborators to desist from acts of terrorism and renounce their membership of the terrorist organization forthwith.

“They should also immediately and unconditionally release all abducted persons in their custody including the Chibok school girls.”

On October 11, the Nigerian Military had issued a similar warning which was published by this newspaper.

The statement containing the warning was signed by Mr. Usman, the acting director of army public relations.

It read, “This is to once again warn all Boko Haram terrorists wherever they are, to desist from all acts of terrorism, surrender themselves and face the law now.

“We wish to inform them that we are aware of all their hideouts, camps and enclaves. They should follow their colleagues who have so far surrendered.

“Failure to surrender will result in serious consequences as the troops are fast closing up on them.”

The military had also appealed to Nigerians to persuade the insurgents to desist from their acts and renounce their membership of the terrorist organisation forthwith.

None of the warnings issued by the military has so far succeeded in stemming the attacks by the insurgents.

It was a day of mourning in Igbo community in Bauchi State last weekend, following the gruesome killing of a pastor and his wife at Bayan Garin area, a suburb of Bauchi metropolis.

The deceased couple, Mr Obi William and his wife, Ebere, a thrift collector, were shot dead by the gunmen on the evening of Thursday, October, 15, 2015.

The murder of William who hailed from Mbaitoli Local Government Area of Imo State and his wife, an indigene of Afikpo Local Government Area of Ebonyi State, has added to the growing list of Igbos who had been killed in cold blood in the state in recent times.

Confirming the incident, the Police Public Relations Officer, PPRO, Bauchi State command, Deputy Superintendent of Police, DSP, Haruna Mohammed, said the gunmen attacked the couple at Bayan Gari area in the state capital at about 7:45 pm on the fateful day.

Mohammed told newsmen in his office that the suspects took from Ebere a bag containing an undisclosed amount of money, being thrift collected from her customers that day as contributions and fled after shooting the couple.

He said: “Police detectives attached to the Estate Division rushed to the scene and took Williams and his wife to Abubakar Tafawa Balewa University Teaching Hospital, ATBUTH, Bauchi, where they were certified dead on arrival by doctors.

“The exhibit recovered from the scene of the crime was a spent 7.62mm ammunition and efforts are ongoing to apprehend the perpetrators of the dastardly act.”

Mohammed said following the killing of the couple, the Commissioner of Police, Mohammed Mohammed, held a meeting with members of the Igbo community and assured them of the security of their lives and property.

The PPRO said the police commissioner enjoined members of the Igbo community to always give police information that would lead to detection and prevention of crimes in the state.

Meanwhile, there have been a wake keep at the residence of the deceased couple as plans are on to take their remains to their home town for final internment. The deceased had four children.

Former Governor of Bayelsa State and standard-bearer of the All Progressives Congress (APC), for the December 5 governorship election Timipre Sylva has boasted that his opponent, Seriake Dickson will be defeated just like former President, Goodluck Jonathan during the last Presidential election.

A statement by his spokesman, Doifie Buokoribo, deplored and condemned the campaign strategy of the Peoples Democratic Party candidate, Dickson, as dominated by falsehood and deceit.

”Such a strategy will fail the Bayelsa PDP governorship candidate at the December 5 election just as it failed his principal, former President Goodluck Jonathan, at the last general election, ” it said.

“We are disturbed that a sitting government desiring re-election has taken to a campaign of calumny, deception, and lies and a sole election strategy. In lie after lie, which we have extensively exposed, they have tried to malign the character of Sylva. But it is clear that Dickson and his co-travellers will fail.

”They will fail in Bayelsa State, as we are all living witnesses to how such campaign of slander and mudslinging fell flat at the federal level, when it was applied by their principal, Dr. Goodluck Jonathan, during the last presidential election.

“This fact is indubitable, and we ordinarily would not have bothered about Dickson and PDP’s mission of self-destruction in Bayelsa State.

”But we need to warn that in this election, we are not in a contest for who would abuse most, but in a contest to improve the lives of the people of Bayelsa. “What comes out clearly in the current well-funded media campaign against Sylva is that it carries the official stamp of the Dickson administration. The visibly unimaginative and dull anti-Sylva publications have emanated from Government House, Yenagoa, as the email addresses, forwardings, and other imprimaturs of the Dickson government on them show.

Mixed reactions trail Jigawa nominee: Mixed reaction has now started trailing the nomination of Malam Suleman Hussain Adamu for Jigawa state ministerial slot. Speaking to Daily Trust on Sunday, the State Zonal Chairman (Jigawa Central) and acting Deputy Chairman of the Peoples Democratic Party (PDP), Malam Aminu Nuhu Jahun, faulted the nomination of Adamu for ministerial position because he is not only from the same state but same family of the present Acting Chairman of the Independent National Electoral Commission (INEC) and the State Chief of Protocol to the president as well as the state Commissioner of Education.
Malam Jahun said such appointments from a single family was not only undemocratic, but lacked fairness in totality saying, these people occupying these positions hail from Kazaure Emirate.
He, therefore, reminded President Muhammadu Buhari that in Jigawa State it was not only Kazaure Emirate that voted for him, but the state in general.
He called for the reversal of the appointment, just as it happened in Niger State: “We are calling for the reversal of the nomination. There is no fairness in the nomination because it is not only Kazaure Emirate that voted for Buhari in the last general election. He won in Dutse, Hadejia and all across the state.”
According to him, nobody was questioning the qualification of Suleman Hussains Adamu, the present ministerial nominee. The only argument is that such appointment that represents the state at national level must be equitably distributed.
“To us, we all thought, Faruk Adamu will be the person to be nominated for the ministerial position. Faruk Adamu is one of the prominent personalities that laboured for the party in the state. If Faruk Adamu has any problem, that should be made public,” he stated.
He further added that if people like Faruk Adamu could not be nominated, the state has quite a number of qualified persons like Haruna Birniwa, Dr. Ahmed Ishaq, Professor Ado Shehu, Engineer Habu Gumel and Professor Ibrahim Ahmed.

The Emir of Kano, Muhammad Sunusi II, has urged the Nigeria judiciary to punish cattle rustlers with the maximum legal punishment.

The emir’s statement follows the arrest of 72 suspected cattle rustlers in the notorious Falgore forest in Tudun Wada Local Government Area of the state.

He also advised the governments to resolve the provision of grazing reserve for the Fulani’s so that not only cattle rustling but clashes between them and farmers would be stop.

The emir stated this during the presentation of the 72 suspected cattle rustlers arrested in Falgore forest.

The Commissioner of Police in the state, Muhammad Katsina, presented the suspects and the animals to journalists at Kwanar Dawaki in Dawakin Kudu Local Government Area of the state on Sunday.

The suspects were presented in the presence of the emir and the Kano State Governor, Abdullahi Ganduje.

Mr. Katsina said the police had also recovered 818 cattle in addition to large cache of arms, fake military and police uniforms as well as charms used by the suspects.

He said the police also killed three of the suspects, including one Umaru Dogo Ndaiye, a Senegalese national who led a gang of bandits that maimed, raped and ransacked the entire Gidan Kare village in Sumaila Local Government Area of the state.

“Ndaiye was gunned down when he engaged our men in a gun battle who were on special duty at Falgore forest by Gazobi village.

“He later gave up while receiving treatment at the hospital. A revolver pistol and 224 rustled cattle were recovered from him while four other members of his gang were arrested,” he said.

The police commissioner said two other bandits lost their lives during exchange of fire with the police, while only one police officer sustained injury and had since been treated and discharged.

In his remarks, Governor Ganduje said the state government had set up a committee to return the cattle to their genuine and rightful owners.

He expressed concern over the rising cases of cattle rustling in the state in recent times.

Mr. Ganduje called on the people of the state, particularly those of Tudun Wada, Doguwa and Sumaila local government areas that shared borders with the Falgore forest, to cooperate with security agents with a view to checking the menace.

Some armed persons suspected to be members of the Boko Haram sect on Saturday night attacked a village in Adamawa State, killing 12 people.

While narrating how the attack occurred, Maina Ularamu, a former Chairman of Madagali Local Government Area, said the insurgents attacked Dar Village in the council at about 8:30 p.m.

“A large number of gunmen invaded the village, forcing resident to flee to nearby bush,” Mr. Ularamu said in a telephone interview.

He added that “two female suicide bombers disguised as fleeing villagers detonated explosives in the bush where many people were hiding, killing twelve persons.”

He added that many victims who sustained injuries were evacuated to the hospital by police personnel.

The spokesperson of the Adamawa Police Command, Othman Abubakar, confirmed the attack, but did not provide details.

The Boko Haram insurgency in Northern Nigeria has killed about 20,000 people; with Adamawa, Borno, and Yobe most affected.

The attacks have continued despite a change of government that saw President Muhammadu Buhari replace Goodluck Jonathan after the latter lost the presidential election in March.

The Nigerian military, however, says it is winning the war against the insurgents and has recovered several territory from them.

The Sokoto State chapter of the All Progressives Congress has written to President Muhammadu Buhari, accusing him of violating the Nigerian Constitution and the rules of the party in his choice of ministerial nominee from the state.

The state chapter of the party as well as the state government had earlier on Friday met and resolved to reject the nomination of Aisha Abubakar on the grounds that she is not a card-carrying member of the party.

The party followed up its resolve Saturday by writing to President Buhari, calling his attention to what they referred to as the constitutional infraction inherent in the nomination of the candidate

In the letter seen by PREMIUM TIMES, and signed by 23 local government chairmen of the party in the state, the party said allowing Ms Abubakar’s nomination to stand would violate some provisions of the Nigerian Constitution and party rules and conventions.

The party urged the President to immediately change the nominee with any qualified person from the state, whether male or female.

The letter reads in part: “In the exercise of your constitutional powers to appoint the Minister of the Government of the Federal Republic of Nigeria that will represent Sokoto State as envisaged by the Constitution of the Federal Republic of Nigeria, due regard was not given to the intendment of the Constitution which stipulates some conditions precedent as basic qualification for a nominee and principle of equity as envisaged by the Constitution to wit:

1. Section 147(3) provides that, “any appointment under subsection (2) of this constitution shall be in conformity with provision of section 14(3) of this constitution…”

Section 14(3) provides: “The composition of the Government of the Federation or any of its agencies and the conduct of its affairs shall be carried out in such a manner as it reflect the Federal Character of Nigeria and the need to promote national unity, and also to commend national loyalty, thereby ensuring that there shall be no predominant of persons from a few states or from few ethnic or other sectional groups in that Government or any of its agencies”.

Section 65(2) “A person shall be qualified for election under subsection (1) of this section if:

(a) He has been educated up to at least school certificate level or its equivalent,

(b) He is a member of a political party and is sponsored by that party.

Section 147(5) provides: “No person shall be appointed on a Minister of the Government of the Federation unless he is qualified for election as a member of the House of Representatives”.

“In the lights of the foregoing provisions of the constitution Miss Aisha Abubakar, the ministerial nominee from Sokoto was never a member of the All Progressives Congress (APC) for her to be qualified and if at all she is a member of any political party circumstantially she must be a member of the opposition Peoples Democratic Party (PDP).

a. Given the fact that her uncle Col. Sambo Dasuki (Rtd), the National Security Adviser, NSA to former President Goodluck Jonathan was more than anyone else personified efforts to ensure the victory of the PDP in Sokoto state, the North West Zone and Nigeria. It is equally a notorious fact that he maximally used his then official position to ensure that APC lost elections inclusive of the use of cohesion against members of the APC in Sokoto State.

b. In the same vein, the immediate younger brother of the nominee, Aminu Abubakar Alhaji, was the PDP candidate that lost to our candidate in the Tambuwal/Kebbe Federal Constituency who having not satisfied with the outcome of the election filed a petition against our candidate at the Election Tribunal which dismissed his petition and still not satisfied is on appeal currently at the Court of Appeal.

c. It may interest you to know that our Rt. Hon Aminu Waziri Tambuwal before now represented the same constituency at the National Assembly before becoming the Executive Governor of the State; a huge imbalance and contrary to the contemplation of section 147(3) and demoralising to our teeming members of the APC not only in Sokoto State but throughout the country.

d. Your Excellency, these scenario no doubt give the impression that of all the members of the Party none is worthy to be considered for appointment as a Minister of the government of the Federation and we see it as prelude to excluding many of them or giving them second fiddle in other political appointments which are traditionally the preserve of politicians who participated, invested politically and materially to the success by the winning party. Anything contrary is against not only global political best practices but also the letter and spirit of our Constitution. The Constituting the Federal Republic of Nigeria recognises partisanship in constitution of governments of a political party that won election in order to guarantee the rights of the citizens who choose to subscribe to a particular political party and its manifesto.

e. Thus, in pursuance of collective implementation of that manifesto which was sold to Nigerians who gave the mandate to the candidates through the wining party therefore it is only appropriate, fair and just if consideration is given exclusively to party members in political appointments as its incumbent on all that were elected on the platform of the party to implement party manifesto and programmes which are absolutely distinct from that of the opposition parties that lost elections.

(2) The appointment of Ministers and other functionaries which the President is empowered to do by the Constitution of the Federal Republic of Nigeria was not just left at that as the same Constitution compelled the President to consult with the appointees from time to time in taking key decisions for the Federation of Nigeria. The intendment here is to institute the spirit of consultation amongst the various federating units that make up Nigeria. Therefore the Constitution emphasises even where discretion is guaranteed, consideration is given for consultation in the exercise of such discretion otherwise this may lead to arbitrariness which more often than not diminishes the spirit of Federation and creates avoidable imbalance and inequality.

“In view of the foregoing, with due respect, we urge Mr President to in the spirit of justice, fair play and equity withdraw the nomination of Miss Aisha Abubakar as a Ministerial Nominee meant for Sokoto State in accordance with the Constitution and without prejudice to your prerogative consult with the leadership of the Party in the State in nominating a member of the All Progressives Congress, APC as a Minister of the Government of the Federation to represent Sokoto State.

“We respectfully make this passionate appeal to Your Excellency knowing your passion for justice and fairness which you exhibited when your attention was drawn to some constitutional infraction in respect of the earlier nomination, Ahmed Musa Ibeto from Niger State who came from the same Senatorial District with the Niger State Governor. In our situation the premise of our appeal was that:

a. “The Nominee Miss Aisha Abubakar was not a member of a Political Party as required by the Constitution of the Federal Republic of Nigeria at least our All Progressives Congress (APC).

b. “The Nominee is from Tambuwal Local Government the same Local Government with the Governor of Sokoto State Rt. Hon. Aminu Waziri Tambuwal, CFR which negates the letter and spirit of Section 147(3).

“While we are hopeful of your usual kind consideration, we assure you of our continued support and loyalty to you and your Government please accept the assurance of our high regards.”

The onus is on government to improve both infrastructure and teaching in our public schools (Federal and State universities). I went to a well-reputed public university but I can tell you things have gone down the hill there now. For those who easily say private universities are all 'glorified secondary schools', the train may just leave you at the station. A multinational company with very stringent recruitment process did recruitment a year or two ago, and the recruiters where shocked that most of the successful ones came from a particular private university in the west and one of them asked -"what is that school doing differently?". Employers are looking beyond paper and past name of your school now. New skill sets like strategic analysis, out of the box thinking, problem solving and inter-personal relationship (soft skills) in addition to your academic competence meanwhile some of our schools are still stuck with decayed library books and strike-weary, plagiarising, handout-selling and sex-seeking lecturers. By the way, I am not condemning public schools but saying, dont write off private ones either. Things and times are changing fast. Some of the same lecturers in the public are the ones now teaching in the private and they are very stringent with supervision and performance. Of course, on both sides, there could be the good, the bad and the ugly.

It is just unfortunate that we have so degenerated to a level where almost every issue is reduced to regional or ethnic insults/comparison.
Op, thanks for posting this. I have always wondered why this university is little known/celebrated. Thanks for young people like Senator (Dr.) Datti Ahmed. Its so easy to buy data and criticise other people. Given its small population and the fact that is largely individual-sponsored, the fees are actually high but not too unexpected. More so, a good number of their staff are expatriates and I would imagine their pay + that of others and running costs.

My people, I spoke with someone from there (Kogi State) and she told me that they just have to "manage" one of the leading candidates. From what I hear, Audu/APC may sweep the polls after all. Its same scenario like Bayelsa -very sad when you compare the infrastructural development with the huge revenue/potential of the State, yet the people may have to "manage" one of the candidates. Instead of our leaders to manage their States, the citizens have to "manage" our leaders!

The Chief of Army Staff (COAS), Lt. General Yusuf Buratai, yesterday said the army’s effort against criminals in the North-west had yielded results with the recovery of about 20,000 stolen cows.
Represented by the General Officer Commanding (GOC) 1 Division, Major General Adeniyi Oyebade, at the emir of Zazzau’s palace in Zaria, Buratai said while the military was trying to eliminate Boko Haram from the North-east before the December presidential deadline, attention was also being paid to eliminating cattle rustling.
“Another issue is cattle rustling. Cattle business is a serious business in northern Nigeria, as such, it has attracted a lot of criminals who are stealing hundreds and thousands of cows that are sold into the market illegally. As I speak, the Nigerian Army is in operation in the entire North-west code-named Sharan Daji to ensure that all bandits and cattle rustlers are flushed out.
“I want to tell you that as at last week, we arrested and killed many rustlers and we have recovered close to 20,000 cattle. We will continue to do that. The operation is co-funded by some states in the North-west, it will be rounded off very soon”.
Responding, the Emir of Zazzau, Alhaji Shehu Idris, thanked the federal government for putting many military formations in the Zazzau emirate. He also thanked the army for assisting the emirate in handling security challenges, saying the emirate was enjoying peace. Lt General Buratai also said as a result of the military successes against Boko Haram in the North-east, its members were fleeing to the North-west where he warned they would also be routed out.
“I want to report to you that we are employing all resources at our disposal to make sure we drive Boko Haram out of this land. This is in line with the president’s directive to crush them on or before December. Because of the fact that the insurgents are finding it very hot in the North-east, they are trying to move into the North-west. In the past two or three hours, we picked about three of them here in the North-west. We will continue to track them, we will continue with our surveillance and pick them”, he said. Alhaji Shehu Idris assured of his cooperation.

Just as Saraki may end up remaining a Senator and Senate President. He has 'delivered' and is percived to be 'delivering'. Amaechi in fairness to him is a "projects" person. He can still improve his "people" skills. A strong combination of both is key to "playing" effectively at this level. Note that I have not taken sides though insults are welcome and expected! At the end, politicians will be who they are -politicians.

People, please be aware that armed robbers and kidnappers are on the prowl around Port Harcourt and environs. Incidents happen virtually everday. The statistics are more alarming than reported. From statistics, kidnaps are worse on Sundays and generally, perhaps naturally too, robbery is worse at night. Lifestyle and the kind of neighbourhood you live are major predisposing factors amongst others. Pray without ceasing, be proactive, live prudently and be as 'anonymous' as possible.

Bro, it is only the uninitiated that will be surprised. Its 'normal' -its all politics. They will always do initial gra gra and settle themselves. Losers are the Nigerians insulting themselves on the Internet in the name of these politicians.

Everyone will be confirmed at the end of the day. Tribunals will rule in favour of most Senators. Court cases will be delayed or resolved amicably. PDP and APC Senators will meet and unwind privately but quarrel publicly. Nigerians will insult each other on Nairaland, Facebook and social for the sake of these politicians and Senators.

Amaechi may be confirmed after all said and done. From what played out yesterday, you can discern that it is all politics and these guys have "spoken" to each other. I wont take sides -pro or anti-Amaechi but I plead with all of us not to ever insult each other because of politicians. A lot of meetings have been going on while we were asleep even last night -anything is possible with these guys. Never get worked up about their issues. Think of how you can add value to yourself and this country. Have a productive day!

Clearly these guys are having fun and have sorted out themselves irrespective of party differences while we are busy insulting ourselves on Nairaland. These are just different factions of same political class who only quarrel when their interests conflict. At the end of the day, they just smile to the Banks and come 2019, they will whip new sentiments to sell their candidacy.

This man is sound and experienced but I doubt if he can actually tame Boko haram.

He was the Army Chief when Yar'Adua ordered a clamp down on Boko Haram in 2009 and under him, they caught Yusuf the BH leader alive before he was killed controversially. Things have changed though and perhaps, there is something else to this new BH that is defying even the press up by the current Army Chief.

Close session is normally to agree on issues -sort out possible areas of disagreement and friction, sometimes to finalise horsetrading. Thereafter, they will resume plenary session and what was discussed in the closed session plays out!

Please this is 'change' and we only appoint 'competent' people -irrespective of religion, ethnic or gender. All the 'competent' people may be from one region or my own family (arent we all competent in my family?). It doesnt matter. We are all to keep quiet and celebrate 'change'. Even if you voted for APC, if you make any critical comment, you are a 'wailing wailer'. We have angels in government and politics now. They cannot make mistake. Do you want appointment or you want be considered as a 'progressive', quickly decamp and join us. My former State Governor must be regretting now for not joining change. Even an ex-PDP Senator who just decamped, is reported to be on the 2nd batch of ministerial list -lets see if its true.
