the IPPIS structure also has issues. some get underpaid while others get overpaid. heard the story of a mistake that occurred in a government hospital; a cleaner got the salary of the the MD. the women became speechless when she saw an alert that would take her 10 years to save up for.

if the introduced structure works, why then is the overhead cost of the civil service still high?
they replaced the analogue ghost workers with e-ghost workers.

Whether GEJ is a bad or good leader depends on what most important to you. If you understand that our problem is not lack of good health care or poor electricity supply or bad roads e.t.c. these are just symptoms of a bigger issue i.e. corruption. Some people are of the opinion treating the disease instead of the symptoms is a better approach to recovery. So what most important to you?

SEVEN REASONS I WILL NOT VOTE BUHARI

1) It will be a blow on our democracy that we distort a pleasant Nigeria future for a man who ended our nascent democracy 30 years ago

2) The name Buhari is globally associated with Dog, baboon, blood, sharia crusade, death, anarchy, coup plotting, tribal high handedness etc and this cannot be the best fit for Nigeria in 2015

3) The man Buhari has not shown any plan for Nigeria, so far its been a campaign of paying 5000 naira to 25 million Nigerians which is totally laidback and unsustainable. Stabilizing crude oil prices by buhari as promised is also not possible. Feeding the school children is not sustainable and not what Nigeria needs at the moment..... No concrete plans for the Nigeria future

4) Unfortunately, a man that has Obj, Atiku, tinubu, Amaechi etc who have wrecked the Nigerian society as his support base cannot mean change in 2015. He cannot jail the hands that fed him meaning jailing by Buhari can only be sectional and based on favouritism. Buhari is also not open to setting up the right systems and institutions to make corruption in the various sectors almost impossible.

5) It will be a disgrace to Nigeria that a 72 year old retired general who showed open disdain to the Nigeria army for fighting Bokoharam and threw his weight behind bokoharam (http://www.thisdaylive.com/articles/buhari-military-offensive-against-boko-haram-anti-north/149256/) will be the president of Nigeria where other nations are joining forces to fight terrorism all over the world
The above is not the reasoning of an adult, sorry to say.

Flets:
6) How can we have a president whose educational qualification is in contention in 2015? Would it have been easier and better if the requested certification is shown to the electorate?. Even if the certificate exists, calling the bluff of the electorate for whom you beg for their votes is the height of insensitivity on the part of the general at this time.... much more when he is power
There is the option of going to court to stop him from contesting.

Flets:
7) In this period of Nigerian growth, we cannot go for uncertainties. Though I do not consider this a political point, but a reaction to a Buhari's presidency in the SS through resumed militancy will pull all our growths to a halt and the economic suffering will be unprecedented. Four more years under GEJ will ensure complete diversification of the economy through agriculture, automobile and oil&gas downstream after which an uprising in the SS will have minimal impact to the country's economy
I don't support the use of threat. This is democracy and people should be allowed to make their choice.
PoliticsRe: How I Engage With APC Supporters And Win Them Over Offline. Part 1 (Corruption) by Zikkyy(m): 5:19pm On Jan 15, 2015

Six REASONS TO VOTE GEJ
1) Consolidate on the agricultural policy - If all we can achieve in the next 4 years is feed ourselves alone without significant import, it would be equivalent to 31 trillion naira per annum assuming 500 naira per day for 170 million Nigerians for 365 days. That is a massive market with mighty potentials for wealth to average Nigerians and significant employment.
The bolded bit is nonsense.

Flets:
2) Sustain the automobile policies - With five car assembly plants nearing completion as at Dec 2014 and another 10 targeting completion by Dec 2015. We can commence and sustain car assembly. By 2017, the car manufacturers will commence manufacturing of the spare parts in-country. and with the re-invigoration within the power sector and ajaokuta steel plant, this industry will be the soul of manufacturing in the whole of Africa. Nigeria will become a car export country for the region in the next 5 to 6 years
The Nigerian economy as it is cannot sustain up to five standard manufacturing plants and you are looking at over 15. What you'll get at the end of the day is nothing more than auto workshops with no meaningful contribution to the economy. I can bet you that all other plants with the exception of Kia/Hyudai will pack up the day Toyota decide to build locally.

Flets:
3) Ensure continuity on power roadmap en-route constant power - Nigeria is few years to constant power, with lots of power plants nearing completion already, the ongoing gas assembly plant in Delta state, the ongoing investment by the private investors and the bids in hand for foreign competitors that will be introduced in 2016 .... we cannot afford to distort any of these ongoing plans. The story about constant power will soon be history
Your thinking is that APC will not invest in power. That cannot be correct. If GEJ can continue from where OBJ stopped, why can't others?

Flets:
4) Ensure true democracy is further entrenched into our society. 4 more years of freedom of speech/ information and free/ fair elections will deepen our democracy for better years. Autocracy, intimidation, press bondage and unfair elections will be alien to us come 2019. And any government afterwards can only continue or better the process because the foundations would have fully solidified
This is your thinking, which may be very far from reality.

Flets:
5) Ensure that our infrastructures get the desired attention including our roads, railways, airports etc and sustained for the long term. Ensure that the oil and gas sector is deregulated through removal of subsidy to allow private sector participation with the consequent emergence of numerous refineries and petrochemical industries. Continue set up of the right institutions to fight corruption like the e-wallet system for fertilizer scam, biometric registration for ghost workers scam, pension reforms for pension scam etc.
Again, you assume APC will not invest in infrastructure. There is no basis for this.

I support the idea of subsidy removal and i don't see Buhari doing that. That is not to say he will not invest in Refining, but i would prefer private sector investment to government. You can delete the bit on fighting corruption. GEJ already told us he is not capable of fighting corruption.

Flets:
6) Ensure that our northern brethren get some education through a sustained alamajiri education system. This will further make them productive and less vulnerable to violence and destruction

Matthewbriggs:

Detecting in the first place makes it easier for you to prosecute and take appropriate action. You cant prosecute what you can't see.
Correct.

Matthewbriggs:

The 60,000 ghost workers are a good case study. If GEJ was heavily on prosecution like Buhari. Our prisons would have 60,000 more people added in one swoop.
I want to believe the 60,000 are fictitious, but even if they are real there should be sanction for such act.

Matthewbriggs:

These people are someones father
So they should not go to jail because they are someones father? even Abubakar Shekau is someones father.

Matthewbriggs:

The difference between the manual and electronic version is that ... the electronic version leaves trails .... now you can easily trace how funds were moved.
Manual checks leaves 'manual' trails as well.

Please note that am not suggesting the use of manual strategy, but only informing you that government always had corruption/fraud prevention mechanism in place. The use of technology is not bringing anything new. The manual version was useless because the corrupt government officials ensured it was never fully implemented. If you provide technology for use by corrupt government officials, what do you think you will get?

It is not the mechanism you put in place that matters the most (technology in GEJ's case), the concern should be the people using the technology. To ensure it works, there has to be sanction for not doing the right thing, and the will to make people do the right thing. GEJ is going to implement technology and go back to bed, leaving technology to do the fighting.

Matthewbriggs:

Given the current complexity and cost of prosecuting corrupt people using the legal process, it is more effective and efficient to prevent them from engaging in corrupt act in the first place by setting up systems that makes it harder.
Agreed, as long as there is sanction for those that 'crack the system'

Matthewbriggs:

Moreover once these systems are set those that crack the system and carry out crime should be prosecuted
Thank you. Please kindly advise the President that he is going nowhere with the talk that he will use technology to fight corruption. It an indication that he does not know what he is talking about.

Leme rephrase my statement Prosecution is a strategy that yields short term results, but in the long run will prove to be ineffective.
prosecution strategy been in place since the time of Abraham/Jacob and still yielding the same results. You don't think that's long term?

Matthewbriggs:

Murderer going to jail has it stop people from killing, Thieve been thrown in prison has it stopped people from stealing. Terrorist been killed in battle has it stop people from becoming terrorist. NO.
Even threat of permanent residence in Hell fire does not stop people from sin. A lot of people cherish their freedom and not willing to engage in corrupt practices to avoid going to prison. In countries like china, the penalty for official corruption is death.

The use of sanction serves as deterrent and reduces the number of active fraudsters.

Matthewbriggs:

Yes Systems to tackle corruption alone would not stop corrupttion but it is way more effective than prosecution. Surveillance systems put in banks to monitor bank cashers from stealing banks money is more effective than sending cashiers who steal to prison.
Please tell me, of what use is the surveillance camera if the cashier still get promoted after he/she was recorded stealing the bank's money? Why waste resources on surveillance if the output is not useful to anyone? (in this case a recording of the cashier stuffing a ghana must go with cash from the vault). And how will this stop the cashier from stealing when he/she knows nothing will happen? and maybe waive his/her middle finger at the camera before exiting the building.

Matthewbriggs:

Yes both strategies work hand in hand. My statement does not state that GEJ never pursed prosecution. Infact the EFFCC have prosecuted around 427 case of corruption in 3 years.
All I basically brought light was that GEJ's strategy was more Prevention focused than Prosecution. and that of buhari was more prosecution focused instead of prevention.
The President says he is not interested in prosecuting anybody, instead will prefer to build schools.

Looking forward to the day kirikiri prison is converted to university and inmates becomes students.

Matthewbriggs:

If I were to chose One strategy over the other. I would chose prevention over prosecution.
Prevention without sanction for those that are able to bypass the prevention mechanism and enrich themselves will result in total failure.

Matthewbriggs:

Moreover if you read the summary of my post I highlighted the fact that to defeat corruption going forward he needs a robust strategy.
You do agree that GEJ been wasting his & our time.

Therein lies the back bone of the matter, Going forward if GEJ wins he needs to design a robust strategy on corruption one ... It is also important he communicates his stance on corruption clearly and most importantly his resolve to get rid of this panacea from Nigeria.
What i read from your conclusion is that GEJ spent the last six years doing nothing.

Matthewbriggs:

The consolidation of e-banking and the use of e-payment software to pay civil servants has made it more harder for corruption to take place ... In fact the government has save billion of naira after detecting over 60,000 ghost workers. In the Nigeria of today corrupt activities can now be easily detected, the days of ghana must go is over. because now payments are now electronic. Under him the banks are now more closely regulated.
So when you detect corrupt activities, what happens? do you give the fraudulent employee a raise/bonus or you ensure he is sent to jail to discourage others?

Note that electronic payment or use of technology does not eliminate corrupt practices, it only provide a digital version of the manual controls currently in place. It also transfer the opportunity for fraud/stealing from one set/group of people to another. Why do you think banks with all their investment in technology still employ auditors, compliance officers, investigators e.t.c to check activities and still maintain a zero tolerance for fraudulent practices?

Matthewbriggs:

I am bold to say GEJ excelled in his prevention strategy. Example is How GEJ ended 40 Years Of Corruption In The Agricultural Sector. Most you already know this story.

The government use to disburse free fertilizers to farmers through middle men. But they discovered that these middle men instead of giving the fertilizers free to farmers, in fact sold the free fertilizers to farmers. This is what GEJ did. Instead of jailing all the middle men engaged in this act an approach that would be very ineffective. He and his team designed an e-wallet system to disburse the funds for the fertilizers directly to the farmers cutting off the middle men.
This strategy has the saved the government millions of naira and now the farmers are now smiling. This is a perfect example of how his government is taking preventive measures to tackle corruption.

You have successfully eliminated third party suppliers from the corruption chain. What about corrupt practices by government officials (our main concern)? What you wrote up there does not provide assurance that farmers are the sole beneficiaries of e-wallet. Maybe one day we get to read of how government officials been enriching themselves using the e-wallet system smiley

Matthewbriggs:
Prosecuting and sending corrupt people to prison is not the best way to tackle corruption. It is a short term strategy that provides immediate gratification but actually does little in fighting in corruption in the long term.
prosecution is not a short term strategy, it is a permanent strategy! No prevention strategy can provide 100% assurance that fraud/stealing will not occur. Corrupt people must go to jail to discourage others.

Matthewbriggs:
The best way to tackle corruption is building systems, erecting structures and strengthen institution making it more harder for corrupt people to carry out corruption in the first place, and making it easier to detect corruption.
Who told you there are no systems/structures in place even before GEJ? The reason there is so much stealing is not because systems/ structures are not in place. Systems and structures on it's own will not stop corruption without cooperation of the people running these systems.
PoliticsRe: How I Engage With APC Supporters And Win Them Over Offline. Part 1 (Corruption) by Zikkyy(m): 10:14am On Jan 15, 2015
Matthewbriggs:
The challenge is that they fail to realize that there are two main strategies of fighting corruption. They are Prevention and Prosecution. In my opinion I think Good luck is using a prevention strategy.
Both strategies work together to ensure stealing is reduced to a tolerable minimum. Your prevention strategy is very much weakened in the absence of a prosecution strategy. Lack of prosecution is an incentive for more people to steal.

But when it comes to the Holy Spirit is role is EXCLUSIVLEY to only Christians. His intercessory, mediatory, advocatory, priestly role is for those in whom he lives in. And that means ONLY Christians. In John 15 & 16 when Jesus explained the coming of the Holy Spirit he said God would send Allos Parakletos. He didn't say Heteros Parakletos. Heteros would have meant another one but a different kind but Allos means another one but EXACTLY of the same kind. If you use the AMP they would give 7 meanings of that phrase Allos Parakletos and it meant; Teacher, Helper, INTERCESSOR, ADVOCATE, comforter, STANDBY etc. This shows he has some priestly roles as I had earlier said.
John 15:26 (NIV)
“When the Advocate comes, whom I will send to you from the Father—the Spirit of truth who goes out from the Father—he will testify about me.

John 15:26 (KJV)
26 But when the Comforter is come, whom I will send unto you from the Father, even the Spirit of truth, which proceedeth from the Father, he shall testify of me

The role of the advocate was clearly stated. His role is not that of a priest.

Unless you have scriptures to show that the Holy Spirit is High just like Jesus, we can assume that Jesus is the one and only mediator and the Holy spirit in the form of Melchizedek was never priest forever. So you understand why Melchizedek cannot be the Holy Spirit in Human form for him (Melchi) to be priest forever.

That is why Jesus is according to his order same way Eleazer is according to the order of Aaron. The first person in the line begins the order.

Melchizedek’s sudden appearance and disappearance in the book of Genesis is somewhat mysterious. Melchizedek and Abraham first met after Abraham’s defeat of Chedorlaomer and his three allies. Melchizedek presented bread and wine to Abraham and his weary men, demonstrating friendship. He bestowed a blessing on Abraham in the name of El Elyon (“God Most High”) and praised God for giving Abraham a victory in battle (Genesis 14:18–20).
@bolded, we cannot say for sure if that was their first and only meeting. Abraham's reaction does not indicate he was meeting a stranger for the first time.

OLAADEGBU:
Abraham presented Melchizedek with a tithe (a tenth) of all the items he had gathered. By this act Abraham indicated that he recognized Melchizedek as a priest who ranked higher spiritually than he.
....proof that Melchizedek was no stranger to Abraham. if Melchizedek was the Lord in human form, Abraham would have done the needful. i.e. hit the ground like he did in Genesis 18...... grin

The Lord appeared to Abraham near the great trees of Mamre while he was sitting at the entrance to his tent in the heat of the day. 2 Abraham looked up and saw three men standing nearby. When he saw them, he hurried from the entrance of his tent to meet them and bowed low to the ground.

OLAADEGBU:
In Psalm 110, a messianic psalm written by David (Matthew 22:43), Melchizedek is presented as a type of Christ. This theme is repeated in the book of Hebrews, where both Melchizedek and Christ are considered kings of righteousness and peace. By citing Melchizedek and his unique priesthood as a type, the writer shows that Christ’s new priesthood is superior to the old levitical order and the priesthood of Aaron (Hebrews 7:1–10).
Thank you. The term order simply refer to type. i.e. Jeus priesthood is similar to the Melchizedek type of priesthood.

OLAADEGBU:
Hebrews 6:20 says, “[Jesus] has become a high priest forever, in the order of Melchizedek.” This term order would ordinarily indicate a succession of priests holding the office. None are ever mentioned.........
unfortunately, this is how tithe preachers and lovers interpret the term 'order'.....i.e. Jesus priesthood is bound by the rules and regulations stipulated by the Melchizedek 'order'

See Strong's Concordance...

4. the post, rank, or position which one holds in civil or other affairs; and since this position generally depends on one's talents, experience, resources, τάξις becomes equivalent to character, fashion, quality, style, (2 Macc. 9:18 2Macc. 1:19; οὐ γάρ ἱστορίας, ἀλλά κουρεακης λαλιᾶς ἐμοί δοκοῦσι τάξιν ἔχειν, Polybius 3, 20, 5): κατά τήν τάξιν (for which in Hebrews 7:15 we have κατά τήν ὁμοιότητα) Μελχισέδεκ, after the manner of the priesthood (A. V. order) of Melchizedek (according to the Sept. of Psalm 109:5 () עַל־דִּבְרָתִי), Hebrews 5:6, 10; Hebrews 6:20; Hebrews 7:11, 17, 21

After (similar to/resembles) the post/type/manner (based on the priest's character/nature) of Melchizedek (priesthood).

Zikkyy:
"after the power of an endless life" has nothing to do with Melchizedek, it refers to Christ divine nature.
mbaemeka:
WRONG again. The bible said "Just like Melchizedek, there arose another priest who was made after the power of an endless life". You can juxtapose it with the first description saying "neither having beginning of days nor END OF LIFE".
What i read you say here is that Christ claim to 'endless life' flows from his priesthood similar to/(after the) order (priestly type) of Melchizedek.

15 "And it is yet far more evident: for that after the similitude of Melchisedec there ariseth another priest,16 Who is made, not after the law of a carnal commandment, but after the power of an endless life".

The Levi priest become priest according to the Mosaic law. i.e. one based on succession from father to son (carnal commandment). Christ claim to a priesthood that is eternal flows from his immortality.

Abraham did not relate with any other priest the same way, and you cannot say that Melchizedek was the only priest of the most high God.
I am not aware of any other priest (of the most high God). Maybe you can help.

1. Abraham offering tithe to him is not necessarily a sign of submission to him as a king. Dude was a priest of the Most high at the same time.

Your hypothesis is;
1. Jesus is Child of the Holy Ghost
2.Jesus is the Prince of Peace
3. Melchizedek is King of Peace

CONCLUSION
Melchizedek is Holy Ghost
Lol! grin
