I went to FCT geographic information service website AGIS website to see allocation of land in Abuja, these are C of O's issued and not claimed
And to my surprise the percentages are rougly equal Igbo 20%, Yoruba 20% Hausa 20%, South-South 20%, and Foreign missions and Businesses 20%
FCT is truly the land of Unity.

All subsequent transactions( Assignment, Mortgage,Revocation etc) reflect the new owner and the records are up to date. Even if the land is sold to another person, the next thing you do is to surrender the old CofO and get a new one. Any land transaction without the Consent of the government is illegal (except customary titles - even at that you need to regularize your title in order to have CofO)
