DRAFT PROPOSAL - 2014 REFERENDUM

"In acknowledgment of the SOVEREIGNTY and belief in ONE INDIVISIBLE Nation and in exercise of my fundamental right as a citizen of the geographical and socio-political entity known as Nigeria, I hereby via this referendum state my preference with regards to its successive governance and administration as follows;

1. 3 Levels of Government - Federal, Regional & Local to replace Federal, State & Local: Federal to be administered by a bicameral legislature consisting of the plenary seating of members of the bicameral regional Legislatures which in turn is comprised by representative Local Government Ward Councillors & Mayors; Regions to be administered in chief by Governors; Local Councils to be administered in chief by 'Mayors'.

2. Parliamentary System to replace Presidential: Government to be headed by a Prime Minister of a cabinet of ministers comprised of persons who are members of the party holding the majority.

3. All persons who have served prior to This Referendum are Barred from Public Office (Political or Otherwise)"
