Job Title: Procurement Officer

Duties of the Procurement Officer include, but are not limited to:
Maintaining a procurement calendar for both projects
Working with program and technical staffs at the field and home offices including the Project Manager to plan all procurement for the BIMCP and EGMCI projects.
Receive and process order requests from field team
Specifying and selecting commodities and products including pharmaceuticals, lab products, insecticides, spray equipment, entomological supplies, vehicles, office equipment and supplies, etc.
Preparing and issuing bid documentation to qualified vendors

Responsibilities:

Procure all materials and equipment ordered by the projects in a cost-effective and transparent manner in line with DRC and donor specific policies, in collaboration with the logistics and procurement manager;

Liaise with suppliers to create realistic delivery schedules and compare actual deliveries in order to evaluate supplier performance and responsiveness.

Ensure that all order requests, purchase orders, RFQ and ITBs are tracked from point of planning and request through to final receipt. Regularly review, update and share the databases and trackers to the logistics and procurement manager.  

Prepare the RFQ and ITB relevant documents, as well as TOC (tender) reports for tender committee review.

Participate in evaluation of bids and proposals and make sure the bids evaluation report, technical evaluation, minutes of negotiations and negotiated contract in selection of consultants contain all the facts and information required to justify the recommendations made in the report.  

Assist with the preparation of contracts and amendments of contracts when needed.    

Participate in the joint verification of procured goods and equipment and to ascertain the items conformity to Technical Specifications and Quantities.

Maintain a database on all procurement activities for a project and/or region.

Provide procurement planning support to the programme staff as required.

Provide data to monitor and evaluate the overall procurement performance in support of the programs.  

Coordinate transportation of goods in line with programme budgets and needs, ensuring the most cost effective and reliable means of transport is used for the timely delivery of supplies to projects.  

Constantly search the market for new suppliers that may provide better service or value for money for DRC.

Maintain and update suppliers list using the Supplier Registration Form.

Participate and facilitate the supplier pre-qualification process;  

Initiate strategic sourcing for frequently purchased items to ensure framework agreements with the suppliers and service providers are in place;

Ensure procurement files are accurate and records are in compliance to DRC and donor procurement policies, filing system is properly established, all soft copies and hard copies of procurement files are accessible and manageable by auditors;  

Supervise procurement assistant(s), provide support and training, promote friendly and professional working environment, ensure staff development and learning environment; ensure staff performance appraisals are reviewed regularly and conducted as per DRC HR policies and procedures;  

Ensure purchased assets are registered in the inventory database;

Prepare and submit payments of suppliers to finance on a timely manner;

Job Title: HR

Recruitment: - Maintain a database of budgeted positions viz-a-viz current status, number of vacant positions and work towards providing suitable manpower for vacant positions. -

Responsibilities:
Get directions from the Manager HR & Admin about the new positions, contribute actively in planning the recruitment cycle of such new requirements and implement them. - Completely responsible for recruiting the positions of Block Officers, Field Coordinators, Data Entry Operators, Office Assistant, Guest House Assistant, Tele Callers, and Help Desk Executives. - Generate offer letters; contract letters for the selected candidates issue them. - Collect documents from employees as per standard checklist - Maintain the personal files of the positions mentioned above at district level and update them regularly.
2) On boarding and Induction: - Responsible for planning and ensuring systematic induction for all new employees of the designations. - Ensure that induction plan is signed off and filed in the personal file of all employees.
3) Attendance and Leave management: - Track the attendance of all staff day wise in provided excel format (or) in the HRMIS as per organization requirement and communication. - Track leave database, eligibility, availed and closing balances of leaves for the district in excel format (or) HRMIS. - Provide this information on monthly basis to the HR & Admin Manager for payroll input.
4) Salary Processing / Payroll - Provide payroll inputs such as attendance summary, leave summary, other deductions to payroll employee wise in specified format for processing payroll. - Ensure that salary slips are distributed to all staff of the region.
5) Employee data - Maintain the complete data base of all employees in payroll in specified excel sheet / HRMIS and update them regularly with any changes - Maintain the standard database of Team Balika’s in specified format and update them regularly with changes. Create a channel of communication with operations to ensure that this information is available with HR precisely. - Maintain and update the organograms for the district along with the master data of employees.
6) Performance Management - Track Probation reviews with timelines and ensure outcomes are communicated formally through letters. - Communicate the process of annual / midyear appraisals, receive, verify the forms and share the consolidated outcome in specified formats. - Ensure that contract renewals are done in a timely manner.

NABDA (but they just stopped cos of the problem with the just transferred Perm Sec of FMST)
NPF (Yes, Police is compiling names for Senior Cadre)

Someone just got an appt in CBN (may not be a general recruitment though)

For NACA, yes. But my figures may no longer be accurate. I used to have a copy of their nominal roll and salary. But then, they were using CONTISS structure, I later heard they upgraded to CONRAISS about two years later (in 2014 or 15). Then, entry level was N108k and they pay monthly overtime allowances which was about 25-32k for entey level then. Dont know the exact figures now. Also, they have different sub-units (different from normal departments they have) which means you can placed in Global Fund or World Bank sub-units (they even had Sure-P subunit before Buhari became president but it was scrapped). Being in any of these units have its incentives including special allownaces and travel opportunities (a lot of travel I mean).

For NPHCDA and CDC, I'll get the figures before tomorrow. I'll find out from some staff I know.

Tell her to visit ECOWAS Commission at Asokoro with a letter addressed to the Director, Human Resources. If questioned by the security men at the gate, she should tell them that she is going to the 4th floor to submit a letter. They'll accept her.

One of their offices is located at Jinifa Plaza, just after Securities and Exchange Commission. They are into investment banking, general insurance, etc.
