The advert says all documents should be submitted before 20/10. How? Especially the Certificate of Fitness, can I apply while waiting for the cert to be processed?

I would advise as a general rule. Whatever is about application site developed for Nigerian (especially government applications) always use internet explorer to see all contents.

I lament when i see able youths throwing tantrums over getting a govt job saying #1000 is nothing. Nobody bothers to know why they have to pay even when its so clear and obvious that not up to a quarter of the jobless youths will get the employment...

atleast all the listed banks now claims to be aware of the recruitment, because I was virtually in all the banks today and I try to as much as possible to confirm the authenticity of the recruitment process and they confirm its real, they only have challenges in accessing the Pay4me platform.

Payment can be easily done by funding ur e-wallet account, first of all register on pay4me portal, then fund ur e-wallet account via ur ATM card, make sure ur ATM card has been registered already for online banking by ur financial institution.
Then go back to editing ur application, in the payment options choose e-wallet, and follow the remaing steps, after payment is made u would be given ur validation number, which is required in printing ur acknowledgment slip.
