How Hon. Victor Ochie deceived his fellow lawmakers and used his company to siphon monies allocated to the Delta State House of Assembly.
The controversial speaker of the Delta State House of Assembly Hon. Victor Ochie whose company Dave Notch Ltd. is handling the Delta State Independent Power Plant Ogharefe has again been accused of deceiving the state house of assembly members and siphoning monies allocated to the state house of assembly by the state government to pay backlog to contractors and execute projects within the assembly complex.
Apart from renovating his official residence with the sum of 88million, the speaker was said to have awarded all contracts in the state house of assembly to his company called Peculiar consult. A source in the state house of assembly who spoke to us on condition of anonymity disclosed that the speaker deceived his fellow law makers that jobs awarded to them are delayed and poorly executed . He told them that hence forth, jobs in the assembly complex will be awarded to consultants who are professionals in those areas. Unknown to the law makers that Peculiar Consult which he brought in to execute all jobs in the assembly complex is his personal company. He thereafter dissolved the tenders board which was headed by the deputy speaker and awarded all jobs in the assembly complex to Peculiar Consult without job order and BOQ. It is the responsibility of the tenders board to give job order and make request to ministry of housing to prepare BOQ. In the absence of the tenders board, Hon. Victor Ochie awarded contracts to his company at any amount he deemed necessary. This account for the disparity between the cost of renovating the speakers's official residence and other lawmakers.
Some lawmakers interviewed over the issue stated that they didn't know that the speaker was fooling them all this while. They all spoke in unison that all the jobs being executed by the speakers company in the assembly complex and the legislative quarters have no award letter. They maintained that the house has a tradition of not paying debt, adding that there are debt which date back to 2007. They said the former speaker set up a committee in which Hon. Victor Ochie was a member some time ago to ascertain the debt burden and other liabilities of the house and submit report to the governor. The governor subsequently released money for the payment but the speaker decided to embezzle the money and used the balance to pay for jobs recently executed by his company (Peculiar Consult). Whereas jobs executed since 2007 that necessitated the release of the fund were not paid for.
Some PDP lawmakers also accused the speaker of sponsoring opposition party members against them. They cited the case of the member representing Ughelli South constituency Hon. Talib Tebite and his closest rival of the DPP as an example of where the speaker allegedly sponsor a DPP law maker against his PDP counterpart.
