I used to drive a fuel tanker for the US army, full of aviation fuel. There were so many precautions to be taken. When transferring fuel from one tanker to another a lot of static electricity builds up. Both tankers must be properly grounded to the earth and bonded to each other to avoid an explosion. Also there should be no smoking, building or unauthorized personnel within 50ft. All persons should wear fire resistant clothing, and cellphones were not allowed. I even drove over 5000 miles in Iraq without issues. There needs to be better safety standards. I've seen tankers offloading in the middle of a crowded market in Lagos. If these habits don't change there will be more disasters like this.
