If you increase allocation to state and hand over all universities, polytechnics and college of education and colleges of agric, college of fisheries to state.. The reason for having federal was because there were no state universities at that time. Now.. you dont need federal universities..

Just increase allocation to state by making the local govt autonomy. And you now take the allocation of local govt and hand it over to the state.. so state allocation become 55% and federal 45% local govt zero.

This way state can take over universities, airport and take over all federal roads in nigeria. etc. That way, you cut off duplication of function by state and federal. in some case, state build bore hole, federal built bore hole 1 meter away.


But you take away education from local govt.. and hand it over to the state..

You set a fix number of employee in all the local govt to let say 50 per local govt..

The state will pay the local govt employee salary. and the federal govt will pay the chairman and councilor of the local govt. You will reduce the councilor to 5 per local govt.


This way the salary of local govt staff and political office holders like chairman, councilor are guarantee , while they have autonomy to look for money. And the money they get will not be use for salary of staff to pay themself.. but will be used for project only. So all internally generate revenue will be use for project within their local govt.

And they will have no over head each month. So the money they generate will be only for project..

State will in turn allocate in their budget money to local govt for maintenance

You see it is not the number of universities you have that matter , it is the number of student they can take. You are better off with 1 university with 100,000 students than 5 universities with 5000 each.


You want to make all polytechnic and college of education part of the university. No need for HND any more.. only OND. any one who need higher education after OND should get a BSC etc.

So the campus of all polytechnics and college of education and colleges of agric, college of fisheries etc should be taken over by the universities.. Each of this campus will now have Deputy VC.

It will not cost the federal govt much to pay the chairman and 5 councilor of local govt.


I dont know what their salary is now.. but let just assume that chairman get paid N2 million per month and and council get 1 million.

774 LG X (2 million + 5 million (5 councilor)) = N5.418 billion per month for the federal govt.. While the state pays 50 staff per local govt.

With this method. Local govt chairman dont have to worry about how to pay salary , all they worry about is how to generate internal revenue and use it . What they generate and what state allocate to them is what they use for project.

It remove staff salary extra from local govt.

When you do this. the least any state get is 10 billion per month in allocation.

When the state give the local govt 100 million again.. and internal generation revenue.. that i think is enough because they are no more paying salary.
