He has a plan for his life

He has a source of income

He has his OWN apartment

He can make sound decisions for himself and on behalf of another adult.

Physical maturity means the person in question must have come of age, not a teenager, every component of the body must have matured.

The chest, voice, 3rd leg, as in full growth. Only Yerima wud have a contrary opinion.
