The agonies of cancer patients in Ogun State and other parts of the African continent will soon become a thing of the past as the State Government has concluded plans with HTI Global Cancer Partners of the United States of America to construct a $150m Cancer Institute in the State.

State Commissioner for Health, Dr. Olaokun Soyinka who disclosed this at a press conference held in Abeokuta stated that the Step is another gesture of the State government to provide adequate health care services, adding that the centre would be equipped with state-of-the-earth equipment to render both diagnostic and curative services on all types of cancer.

Dr. Soyinka pointed out that the Institute would be situated at the Olabisi Onabanjo University Teaching Hospital, Sagamu to facilitate academic affiliation, disclosing that the State government intends to make some of the cancer services available to poor patients through the Community Based Health Insurance Scheme (CBHIS).

The Commissioner emphasised that the Senator Ibikunle Amosun-led administration’s commitment to resuscitating the healthcare sector remained unwavering as the institute would be the first of the its kind on the African continent.
Also speaking,his counterpart in the Ministry of Information and Strategy, Barr. Yusuph Olaniyonu observed that the move would motivate people from other parts of the continent to seek medical treatment as well as attract medical personnel to learn about the treatment of the different types of cancer.

In his remark, the Chairman, Board of Managers, HTI Global Cancer Partners, Dr. Bert Petersen said the Institute is a holistic project which would span through prevention, health promotion, screening, recruitment of expert personnel, diagnosis of all treatment modalities, research, development and training.

Dr. Petersen observed that the present leadership of the State Government encouraged the partnership, lauding the government for “gradually bringing into being war against cancer”.

Also speaking, the Chief Operating Officer of the USA based partners, Miss Ericka Consin-Mosheshe, expressed optimism that “by January 2015, we will treat our first patient. We realised that a lot of patients go abroad, so we anticipate that we have many patients who would not have to leave the country anymore to seek medical services”.

Ogun's state's Entire budget for the year is N211.46b and they are planning to build a cancer treatment centre for almost N240.O5b . That is they will commit their entire budget and pluck extra money from air to complete money needed for this centre?and you want me to believe a sane administrator will actually do this?

Let us be fair in our criticism. You don't appear to have enough information about this yet you are quick to publicly doubt the sanity of Amosun based on your own uninformed conclusions. This is a PPP initiative and HTI global cancer partners have developed what appears a commendable model for provision of specialist cancer care.

Centre development.
HTI's strategy, which is in line with current shifts in world thinking, involves partnering with quality local providers in areas where cancer care is needed most. With the world crisis in cancer occurring much more rapidly than most policy makers had anticipated, the World Health Organization recently adopted a change in cancer control strategy by campaigning to attract the private sector into helping tackle cancer -- encouraging health insurance companies and drug and food industries to set up new infrastructures and new health markets. HTI's model targets partnership opportunities and encourages strategic alliances between the public and private sectors where appropriate.
The 3 primary phases HTI and its partnering entity typically undergo during the realization of a comprehensive cancer program are:

PHASE 1 - FEASIBILITY AND BUSINESS PLANNING
PHASE 2 - PROJECT DESIGN AND FINANCING
PHASE 3 - PROJECT CONSTRUCTION


PHASE 2 - PROJECT DESIGN AND FINANCING

Project Financing
HTI obtains equipment financing for each project and the local partner typically obtains financing for the facility. HTI will, however, assist when necessary in identifying financing resources for the entire project.

Operational/Program Planning
HTI's operations experts begin working with local government officials, hospital administrators, physicians and staff early in the planning process to ensure that the appropriate program components are in place and that the staff is fully trained and accredited. Program planning ensures that a complete continuum of care is offered and includes detailed determination of program services, operating policies and procedures, clinical policies and procedures, staffing models and recruitment, integrated clinical and financial systems, utilization analyses, and business development strategies, among other elements.

Facilities Planning / Construction and Technology Procurement
Once the program services have been defined, the facility planning effort must begin. A facility space program is designed that interprets the cancer program and services into space needs. This effort coincides with the equipment procurement process. As working documents are approved, HTI provides on-going project management services for the facility design and development stages of the project. Very good development. Nigeria, unfortunately, has to be proactive in preparing for cancer because it is getting more prevalent. Cancer is not something anyone can or should play politics with. I know at least several folks who have died of Cancer with some eventually dying abroad after late diagnosis in Nigeria and/or non-availability of locally adequate specialist care.

Such initiatives are hard to come by, owing to the calibre of people we have as selected. leaders rulers.

I wonder how much it will cost Nigeria to have a sophisticated multi-purpose health centres or special ones.

It is indeed a good development and I think it will be delivered 100% because of the specialist knowledge and expertise of the private sector partner to Ogun State in this initiative. This is precisely what the group does. All in all, badly needed development because cancer care in Nigeria, and even West Africa, is grossly inadequate in my opinion.

150m X 160($ exchange rate) should be N24billion. Now i don't think that is heavy for Ogun state to carry, may be Bayelsa state or Nasarawa but not Ogun.
@topic, i think it is time we started applauding such projects as it is fast becoming a global approach to problem solving.

Ayekotoo: Ogun State Governor, Senator Ibikunle Amosun has revealed that the state government would soon establish a cancer centre in the state to bring relief to victims of the scourge.
He said the centre, the first of its kind in Africa, would be established in Sagamu Local Government.
Governor Amosun, who made this disclosure while commissioning a primary health center to mark the first year in office of the Chairman of Sagamu Local Government , Mrs Funmilayo Efuwape, revealed that ‘’arrangements have been concluded to cite first cancer center in Africa in our state.” According to him, “This center would be a Mecca of some sorts as people will throng into Ogun with Cancer issues and cancer related complaints to have the best medical care.” Congratulating residents of Sagamu for being the area of choice for the unique center, the Governor commended the Chairman for buying into the rebuilding mission of his administration with the construction of the ultra-modern primary health center that would help ease health challenges of the people.
Apparently impressed with the level of facilities in the health centre, Senator Amosun said,‘’I invite the World Health Organisation,World Bank and other multinationals to come and see what we are doing here. But this is just a tip of the iceberg because more is still on the way.’’ He said that present administration would not relent in its commitment to fulfilling its electoral promises on health, adding that the on-going educational and infrastructural revolution as well as provision of adequate security of lives and property in the Gateway State were evidence of a new dawn in the state.
The governor noted that ‘’The quality of the roads we are constructing in all parts of the state can rival any good road, anywhere in the world.
‘’Our security has vastly improved. Gradually, we will flush out criminals in the state. Anybody that wants to introduce violence in your community, just open up to the security operatives. We must all join hands together in this crusade,’’ he said.
