Is Oduah the Procurement Director of Ministry of Aviation? Is she the Permanent Secretary of that ministry? These are officials that carry out procurement activities for the ministry - sourcing, bidding, negotiation, ordering, receiving.

Joke of the century. Did you really expect the president to sack Odua for the purchase of 2 vehicles for the office of the minister of aviation? Is the minister not entititled to protection if her life is threatened?

Maybe the vehicle should have been bought at a cheaper cost or maybe they should have been bought under the table since it has to do with personal security. But besides the above, honestly, I do not see any other wrong doing.

The cries about misappropriation or corruption is coming from familiar quarters. Where is the corruption in buying security vehicles in response to security threats?

Sacking the minister because of the usual NOISE about corruption from familiar quarters is PLAYING TO THE GALLERY. The president Jonathan I know does NOT play to the gallery.

The only problem I have with the issue of purchasing vehicles by NCAA for Nigerian ministry of aviation is product in question. If the vehicles were INNO Motors instead of BMW, all these noisemakers on this thread could jump a cliff and I shall not give a ratarse.

Every ministry has parastatals, some of which generate revenue internally. SEC for instance did not get any budgetary allocation but it is still running till today due to internally generated revenue. NCAA is autonomous agency but under administrative control of the ministry of aviation. The funds used in running aviation comes from budgetary allocation and internally generated revenue. The internally generated revenue of the ministry of aviation comes from NCAA, NIMETH, FAAN, etc. In fact, by 2015/2016, the target of the current minister is that the aviation sector will be run solely on funds generated internally.

The vehicles in question may have been purchased under the security votes of the ministry of aviation. All the ministries also have security votes.

The noise you hear from stakeholders in aviation is partly because leakages in collection of revenue internally are being blocked.

But like I wrote earlier, she should have been a little bit more circumspect in engaging in such purchases since it has to do with personal security.

Afterall, it's all in a day's job for them.

They're Paid Per Post (PPP) or Paid Per Page (PPP). It's not that easy to come up with sensible posts/pages these days. Show them some empathy.


Just listen to the annoying argument: the Minister needs TWO armoured vehicles to protect her life! This is a country where many citizens are struggling to have TWO meals per day. This is a country where people scramble for gifts and die in the process.

This is a country where kids roam the streets without education and adults and kids are without toilet facilities. A country where able bodied men live on scavenging on refuse dumps and women die in labour and while pregnant in large numbers.

How can any public official in his/her right senses spend so much money on such nonsense!

If that is bad, it's even worse that some Oduah-in-the-making mercenaries are justifying the travesty because of the allure of PPP!

They must really think that Nigerians are fools or 'mumus'.

Again, I think we must also place side by side the alleged or perceived sins of the minister with the good works she has done in the last 2 years. We must place the N255 million spent on the controversial vehicles side by side with over N800 million being spent per Airport in the ongoing remodelling of the 22 Airports across the federation. That is a total of about N18 billion that is currently being spent on remodelling of the Airports. What about the funds spent so far to purchase and install safety equipments for Nigerian Airspace Management Agency (NAMA) and Nigeria Meteorological Agency (NIMET), including doppler weather radar, completion of the Total Radar Coverage of Nigeria (TRACON), wind shear alert system, etc

I don't hate Jonathan but I hate the fact that he lacks the guts to combat our enemy number 1 - Corruption.

If Nigeria moves up greatly in terms of standard of living, all of us will benefit therefrom, regardless of religion/tribe. This is why we must rise in unison against all forms of corruption or pseudo-corruption.

...he should sack her along with every other minister in his cabinet...this level of corruption and even more is common in ALL ministries and parastals without exception,so why the hue and cry over ONLY aviation,finance and petroleum?

..the rot is far more than you'll ever imagine...no time for selective punitive measures against public office holders..The Governors and LG chairmen are in it too,so let the sweeping changes begin.

Maybe you should read the report below to learn more about the drive for internally generated revenue in the ministry of aviation:

"The Minister of Aviation, Princess Stella Adaeze Oduah has declared that her focus of is to reposition the aviation industry as a major contributor to the nation’s Gross Domestic Product (GDP).

She made the declaration before the Senate Committee on Aviation while presenting the -Roadmap for Aviation Industry- to the lawmakers.

The Minister said in view of the fact that government alone cannot fund the infrastructure deficit in the sector, efforts are being intensified to improve the revenue generation capacities of ALL the Agencies under the Ministry.

The projection, according to the Minister is that from the fiscal year 2012, the Aviation Ministry should be able to contribute about 30 per cent of all its Internally Generated Revenue (IGR) to the Federation Account, stressing that revenue enhancement is at the heart of the reform and transformation of the sector.

”As part of our revenue enhancement strategy, we have identified all areas where we are currently not generating enough revenue. We have also put in place modalities to turn them into major revenue generation centres from where we should be able to contribute our quota to the federal purse. Come 2012, 30 per cent of all revenue generated will go to the national grid, which means the aviation industry will begin to contribute to our GDP and thereafter we will increase it to 50 per cent and so on.”

She said the era where the Ministry was solely dependent on government subvention is no longer sustainable, stressing that rather than get from the federal purse, her vision is to turn the sector to a major contributor to the treasury and catalyst of econmic growth"

I agree with Sincere_9gerian that the minister performed well in some aspects of her job and she deserves credit for that.

On the other hand, I, along with other people who are not shameless enough to sweep Madam minister's crimes under the carpet, demand that she takes the high road and resign. She should be grateful enough to save GEJ additional embarrassment.

People who commit crimes such as this deserve to be either stoned or publicly lynched right along with their apologists.
